DODSON & ASSOCIATES, INC. H~/drolo~ists and Civil Engineers ESTIMATE OF BUDGET REQUIREMENTS September 17, 2002 Prepared By: Mark Starks For: John Hargrove P.E. - City of Pearland Project Title: Computer Animations for the City of Pearland Description: Computer animations are to be produced simulating flooding in certain parts of the Clear Creek watershed. These parts include an "overall area" from Beltway 8 to just south of Friendswood and from Cullen Road east to the confluence of Clear Creek and Cowart Creek. Other parts include "zoomed in" areas showing more detailed flooding in certain key areas. These areas are: 1. confluence of Cowart Creek at Clear Creek; 2. the Green Tee/Sleepy Hollow area; 3. the Corrigan area; 4. the Twin Wood area; Flood simulations are to be based on water surfaces from effective FEMA computer models and rectified models produced in a 1992 study of the Clear Creek Watershed. The major purpose of these animations is to simulate the differences in flooding as a result of improvements to Clear Creek. Scope of Work: Phase I: Data Gathering 1) Obtain Lidar data to be used in the creation of terrain meshes for the animations. 2) Obtain aerial photography to be used as a terrain mesh "drape". 3} Obtain water surface elevations for existing and rectified conditions along Clear Creek and other tributaries in the area covered by the animation for the 3, 10 and 100-year storm frequencies. Phase II: 3-Dixnensional Model Creation 1) Create 3-Dimensional terrain models for the "overall" and 4 "zoomed in" areas using raw Lidar data. 2) Create 3-Dimensional water surface models base on elevations obtained from FEMA effective models and rectified models from the 1992 study. 3) Create 3-Dimensional "skin" from aerial photos to "drape" over the top of the terrain models. ~' Phase III: Create General Storyboard Outline 1) Create animation parameters (i.e. cameras, lighting) for each of the 5 scenes. 2) Create storyboard for each scene which includes: i. Overall area fly-around and flood sequence ii. Zoomed areas 1-4 each with fly, around and flood sequence. 3) Submit storyboard to City of Pearland for comments. 4) Make revisions to storyboard. 5629 FM 1960 West, Suite 314 Houston, Texas 77069 Telephone: (281) 440 - 3787 Fax: (281) 440 - 4742 9/18/02 Mr. John Hargrove P.E. Page 2 Phase IV: Create and Finalize Animations 1) Render preliminary animations per storyboard outline. 2) Preview animations with the City of Pearland for comments. 3) Make any changes per request from City of Pearland. 4) Render final animations. 5) Package and deliver animations in a digital file format (i.e. *.mov, *.avi, *.mpg) to be specified by the City of Pearland. Hydrologists and Civil Engineers ESTIMATE OF BUDGET REQUIREMENTS July 8, 2002 cn Prepared By: Mark Starks For: John Hargrove P.E. Other parts include "zoomed m" areas showing more detailed flooding in certain key areas These areas are: 1. confluence of Cowart Creek at Clear Creek; 2. the Green Tee/Sleepy Hollow area; 3. the Corrigan area; 4. the Twin Wood area; Flood simulations are to be based on water surfaces from effective FEMA computer models and rectified models produced in a 1992 study of the Clear Creek Watershed. The major purpose of these animations is to Simulate the differences in flooding as result of improvements to Clear Creek. Scope of Work: Phase I Data Gathering 1) Obtain Lidar data to be used in the creation of terrain meshes for the animations. 2) Obtain aerial photography to be used as a terrain mesh "drape" 3) Obtain water surface elevations for existing and rectified conditions along Clear Creek and other tributaries in the area covered by the animation for the 3, 10 and 100-year storm frequencies. Phase II: 3-Dimensional Model Creation 1) Create 3-Dimensional terrain models for the "overall" and 4 "zoomed in" areas using raw Lidar data 2) Create 3-Dimensional water surface models base on elevations obtained from FEMA effective models and rectified models from the 1992 study. 3) Create 3-Dimensional "skin" from aerial photos to "drape" over the top of the terrain models. Phase III: Create General Storyboard Outline 1) Create animation parameters (i e cameras, lighting) for each of the 5 scenes. 2) Create storyboard for each scene which includes: i. Overall area fly -around and flood sequence ii. Zoomed areas 1-4 each with fly -around and flood sequence. 5629 FM 1960 West, Suite 314 Houston, Texas 77069 T..1....1........ /1Q1\ AAil 1101 10..... 11Q1\ AAA A'1141 7/8/02 Mr. John Hargrove P E Page 2 3) Submit storyboard to City of Pearland for comments. 4) Make revisions to storyboard Phase IV: Create and Finalize Animations 1) Render preliminary animations per storyboard outline. 2) Preview animations with the City of Pearland for comments. 3) Make any changes per request from City of Pearland. 4) Render final animations. 5) Package and deliver animations in a digital file format (i.e. *.mov, *.avi, *.mpg) to be specified by the City of Pearland Budget Breakdown Available Working Days: 0 Project I Project Chief Clerical! This value includes $2,560 for the initial data gathering $5,760 for 3-D model creation, $1 920 for creation of a storyboard outline and $14,920 for the creation of a final animation product. Adding $100 for travel and reproduction expenses brings the total estimated budget to $26,020. This is a "not to exceed" value. Billing will be done on a time and materials basis. We will not exceed the stated budget unless we receive authorization to do so. Should the project be completed under budget, only the time and materials actually expended on the project will be billed We anticipate that Phase I of the analysis will be completed within 2 weeks of the date on which we receive authorization to proceed. Phase II - IV of the analysis will require approximately 75 days for completion. Other LIDAR service providers do not generally manufactures customer LIDAR systems optimized for client needs. This gives TerraPoint a unique advantage during field operations in that we know our systems from the board level up, allowing optimal system performance on each and every project If problems do arise in the field, TerraPoint engineers will know exactly what to do to correct the problem to get the system back into production with minimal delays TerraPoint has a complete spare parts inventory including a spare IMU, a $100,000 USD part! TerraPoint's success in manufacturing LIDAR units for commercial purposes was recognized by NASA in a 1999 award. The technology used in TerraPoint's ALTMS system comes from NASA and uses optics that is unique in the industry. The TerraPoint LIDAR system does not use a galvanometer or oscillating Reflecting mirror surface. TerraPoint uses a ten -sided optically perfect rotating mirror design that assures a regular scan geometry of parallel scan lines and highly regular cross track spacing to give equally spaced laser points on the ground in a dense grid pattern. The TerraPoint grid pattern of equally spaced points across the swath width and equally spaced swaths, is far superior to the "Z' or "S' pattern of other LIDAR system manufacturers where the point spacing is not regular or as dense. Another technology advantage of the ALTMS, is the multi -return feature of this system. ALTMS is capable of recording up to eight returns per laser pulse with a minimum separation between returns of 2.5 meter. Both the number of returns and the minimum separation distance are the best in the industry. The quality of a final product is only as good as the quality and effort put into the collection of the data. TerraPoint has the best field support in the industry; a fact that is confirmed by our clients. TerraPoint is truly the world leader in LIDAR technology, data collection and data processing. TerraPoint is pleased to submit this response to The Cities of Pearland and Friendswood.
