CITY COUNCIL REGULAR MEETING MINUTES
JUNE 9, 2025
The City Council of Pearland, Texas convened in a meeting on Monday, June 9, 2025 at the
Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following
represents the actions taken by City Council in the order they occurred during the meeting. All
motions are made by Council in consecutive order, as determined by the Mayor.
I.CALL TO ORDER
Mayor J. Kevin Cole called the meeting to order at 6:33 p.m.
II.INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF
AMERICA FLAG AND TEXAS FLAG
Councilmember Cade gave the Invocation and Councilmember Patel led the Pledge of
Allegiance to the United States of America Flag and the Texas Flag.
III.ROLL CALL AND CERTIFICATION OF QUORUM

IV.CITIZEN COMMENTS
Lauren Sweeney expressed concern regarding conflict in Palestine and spoke in favor
a ceasefire resolution.
Monica Cuellar expressed concern regarding conflict in Palestine and spoke in favor a

V.CONSENT AGENDA
A.Consideration and Possible Action - Approval of the minutes of the
Pearland City Council Special Meeting held on May 12, 2025; City Council

B.Consideration and Possible Action - Second and Final Reading of
Ordinance No. 1587-1 - An Ordinance of the City Council of the City of
Pearland, Texas, amending Chapter 29, TRAFFIC, of the City of Pearland
Code of Ordinances; having a savings clause, a severability clause, and a
repealer clause; and provid-ing for codification -and an effective date.
C.Consideration and Possible Action - Second and Final Reading of
Ordinance No. 2000M-271 - An Ordinance of the City Council of the City
of Pearland, Texas, amending Ordinance No. 2000M, the zoning map of
the City of Pearland, Texas, for the purpose of changing the classification
of certain property; being Parcel 1: Lot 2, being 7.97 acres (347,082 sq.
ft.), out of the Minor Plat of Zamarron Special, a 11.91-acre subdivision in
the City of Pearland, in Brazoria County, Texas, according to the map or
plat thereof, recorded under Brazoria County Clerk's File No. 2009037362
of the Official Public Records of Brazoria County, Texas. Parcel 2: A 7.94 -
acre tract of land being part of and out of 11.110-acre tract of land out of
Lot 178 of the Zychlinski Subdivision of Section 28 H.T. & B.R.R.
Company Survey, Abstract 551, Brazoria County, Texas, according to the
map or plat thereof recorded in Volume 29, Page 9 of the Deed Records
of Brazoria County, Texas, being said 7.94-acre tract of land being out of
and part of land described in deed dated May 23, 2003, to Jesse G.
Zamarron and Amalia V. Zamarron recorded under Brazoria County
Clerk's File No. 2003052501 (located at the Northeast of the Intersection
of Dixie Farm Road and Main Street, Pearland, Texas). Zone Change
Application No. ZONE 24-28, a request by Paige McKee, applicant, on
behalf of Dixie Farm Property, LLC, owner, for approval of a zone change
for 15.91 acres of land from Light Industrial (M-1) and Heavy Industrial
(M-2) District to Planned Development (PD) District for a proposed RV,
trailer, and boat storage facility (self-storage facility); providing for an
amendment of the zoning district map; containing a savings clause, a
severability clause, and an effective date and other provisions related to
the subject.
D.Consideration and Possible Action - Second and Final Reading of
Ordinance No. 1647 - An Ordinance of the City Council of the City of
Pearland, Texas, authorizing the issuance of City of Pearland, Texas,
permanent improvement bonds in one or more series; setting certain
parameters for the bonds; authorizing a pricing officer to approve the
amount, the interest rate, price, and terms thereof and certain other
procedures and provisions relating thereto.
E.Consideration and Possible Action - Second and Final Reading of
Ordinance No. 1643-2 - An Ordinance of the City Council of the City of
Pearland, Texas, amending Ordinance No. 1643-1, the 2024-2025 Annual
Budget Ordinance, to facilitate the changes identified herein; providing a
savings clause, a severa-bility clause, a repealer clause, and an effective
date.
F.Consideration and Possible Action - Resolution No. R2025-72 - A

Resolution of the City Council of the City of Pearland, Texas, accepting
the Houston-Galveston Area Council’s (H-GAC) Pearland Mobility Study.
G.Consideration and Possible Action - Resolution No. R2025-90 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
the City Manager or his designee to enter into an Interlocal Agreement,
for the cooperative purchase of goods and services, with the City of
Missouri City, Texas.
H.Consideration and Possible Action - Resolution No. R2025-87 - A
Resolution of the City Council of the City of Pearland, Texas, ratifying
emergency expenditures with Hazmat International for hazardous waste
remediation, in the amount of $43,557.41 (total contract amount of
$92,557.41), associated with the Longwood Water Reclamation Facility.
I.Consideration and Possible Action - Resolution No. R2025-79 - A
Resolution of the City Council of the City of Pearland, Texas, rejecting
any and all bids (ITB-0425-12) for vehicles and equipment purchase.
J.Pulled for discussion.
K.Consideration and Possible Action - Resolution No. R2025-81 - A
Resolution of the City Council of the City of Pearland, Texas, approving
Special Event Permit No. SPE2025-0002, to host Vallensons’ Brewing 5K
on October 4, 2025.
L.Consideration and Possible Action - Resolution No. R2025-61 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a
construction services contract for the Mykawa Road Sanitary Sewer
Relocation Project (West Jasmine Street to South Orange Circle), to
Metro City LLC., in the amount of $173,063.00.
M.Consideration and Possible Action - Resolution No. R2025-62 - A
Resolution of the City Council of the City of Pearland, Texas, amending a
design contract with Gauge Engineering, associated with the PK1904-
Clear Creek Trail (Barry Rose WRF to UHCL) Project (Town
Ditch/Preserve at Highland Glen to Pearland Parkway at UHCL), in the
additional amount of $240,412.66 (total contract amount of $963,259.01).
N.Consideration and Possible Action - Resolution No. R2025-86 - A
Resolution of the City Council of the City of Pearland, Texas, awarding a
three-year contract for water quality monitoring instrumentation to the
Hach Company, in the estimated amount of $235,655.83, for the period of
June 20, 2025, through June 19, 2028.
O.Consideration and Possible Action - Resolution No. R2025-89 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
conveyance of certain real property to the Lower Kirby Pearland
Management District (LKPMD) for the construction and maintenance of
regional drainage detention facilities.
Councilmember Koza made the motion, seconded by Councilmember Cade to
approve the Consent Agenda items A-O except J.

VI. MATTERS REMOVED FROM CONSENT AGENDA
J. Consideration and Possible Action - Resolution No. R2025-78 - A
Resolution of the City Council of the City of Pearland, Texas, rejecting
any and all bids (ITB-1225-04) for tree maintenance services.
Councilmember Koza recused himself from this item.
Councilmember Carbone made the motion, seconded by Mayor Pro-Tem
Byrom to approve Resolution No. R2025-78.
AYES: Byrom, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
VII. PUBLIC HEARING NO. 1
1.Public Hearing: A request by Dunaway, applicant, on behalf of Jennie
Settegast Smith, Sandra Settegast Abadie, Marion E. Settegast III, Carlita
S. Sealy, Marion Sullivan, Third Coast Resources I, LTD., and Third
Coast Resources II, LTD, owners, for approval of a zone change for 23.60
acres and 11.59 acres of land from Single-Family Residential- 2 (R-2)
District to General Business (GB) District, to wit:
Legal Description: Exhibit A: A 23.60 acre tract of land situated in the
Thomas J. Green Survey, Abstract Number 198, Brazoria County, Texas
in the City of Pearland, being all of a tract of land described as Exhibit
“A” in the deed to Jennie Settegast Smith recorded in Document Number
2023034456, Brazoria County Clerk’s Office and a portion of the
remainder of a called 17.850 acre tract described as Tract 2, in the deed
to Marion E. Settegast, Jr., recorded in Volume 1247, Page 922, Brazoria
County Deed Records.
Exhibit B: A 11.59 acre tract of land situated in the Thomas J. Green

Andrew Allemaud, applicant, was present to answer questions from Council.
Jim Johnson, President of Pearland Chamber, spoke in support for the
proposed zone change.
Stuart Cayer, Director of Operations with Kelsey-Seybold Clinic, spoke in
support for the proposed zone change.
Trent Perez, Principal with Dunaway, spoke in support for the proposed zone
change.
Mayor Cole closed the Public Hearing.
VIII. NEW BUSINESS NO. 1
1.Consideration and Possible Action - First Reading of Ordinance No.
2000M-273 - An Ordinance of the City Council of the City of Pearland,
Texas, amending Ordinance No. 2000M, the zoning map of the City of
Pearland, Texas, for the purpose of changing the classification of certain
property; being Exhibit A: A 23.60 acre tract of land situated in the
Thomas J. Green Survey, Abstract Number 198, Brazoria County, Texas
in the City of Pearland, being all of a tract of land described as Exhibit
“A” in the deed to Jennie Settegast Smith recorded in Document Number

Councilmember Carbone made the motion, seconded by Councilmember Koza
to approve first reading of Ordinance No. 2000M-273.

2.Public Hearing: Proposed FM 518/Broadway Sidewalk Connectivity
Improvements as part of the Texas Department of Transportation’s 2025
Transportation Alternatives call for projects.
Mayor Cole opened the Public Hearing.
Presentation provided by Michael Rawlinson, Grant Administrator.
There were no citizen comments.
Mayor Cole closed the Public Hearing.
X. NEW BUSINESS NO. 2
2.Consideration and Possible Action - Resolution No. R2025-71 - A
Resolution of the City Council of the City of Pearland, Texas, supporting
the City of Pearland’s application to the Texas Department of
Transportation’s 2025 Transportation Alternatives Set-Aside (TA) call for
projects.
Councilmember Chavarria made the motion, seconded by Councilmember
Fernandez to approve Resolution No. R2025-71.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
XI. PUBLIC HEARING NO. 3
3.Public Hearing: The first of two public hearings within the required 30-
day comment period for the FY 2026 Community Development Block
Grant (CDBG) Annual Action Plan (HUD Program Year 2025): CDBG
Award No. B-25-MC-48-0400.
Mayor Cole opened the Public Hearing.

Hardy, Head of External Affairs.

XII. NEW BUSINESS
3.Consideration and Possible Action - Resolution No. R2025-82 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
participation in an interlocal cooperative purchasing program for the
purchase of electrical, mechanical, and SCADA services for utilities, from
Vector Controls and Automation Group, in the estimated amount of
$1,150,000.00, for the period of June 10, 2025 through June 9, 2026.
Mayor Pro-Tem Byrom made the motion, seconded by Councilmember Koza to
approve Resolution No. R2025-82.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
4. Consideration and Possible Action - Resolution No. R2025-84 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
the City Manager or his designee to participate in an interlocal
cooperative pricing arrangement, for the purchase of WWTP Bar Screen
rehabilitation services, in the amount of $2,128,470.00, from Vector
Controls, LLC, for the period of June 10, 2025 through June 9, 2026.
Councilmember Cade made the motion, seconded by Councilmember
Fernandez to approve Resolution No. R2025-84.
AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel.
NAYS: None.
The motion carried.
5. Consideration and Possible Action - Resolution No. R2025-88 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
the City Manager or his designee to enter into a Meet and Confer
Agreement with the Pearland Police Officers Association (PPOA).

Councilmember Fernandez made the motion, seconded by Mayor Pro-Tem
Byrom to approve Resolution No. R2025-88.
