HELD ON APRIL 30, 2020 AT 6:00 P.M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DR. The following Board Members were present: Mark Lewis, Chairperson Jerry Acosta, Vice -Chair Teresa J. Del Valle, Secretary Don Glenn. Board Member Gary Shrum Board Member Christopher Tristan, Alternate The following members were absent: John H. Gehring, Jr. Alternate City Staff: Lawrence Provins. Deputy City Attorney: Martin Griggs. Planning Manager: Florence Buaku, Planner II: and Monica Arzpurua. Office Assistant. I. CALL REGULAR MEETING TO ORDER Chairperson. Mark Lewis called the meeting to order at 6:07 p.m. II. APPROVAL OF MINUTES OF THE FEBRUARY 6. 2019 MEETING Secretary, Teresa J Del Valle made a motion to approve the February 6. 2020 meeting minutes. Board Member. Gary Shrum second the motion. The motion carried 5 to 0. III. NEW BUSINESS A. ZBA APPLICATION NO. VARZ 20-00003 Special Exception to allow the construction of a 700 sf 2nd floor addition to a single-family residential property with existing nonconformities 1. CALL PUBLIC HEARING TO ORDER Chairperson Mark Lewis opened the public hearing for ZBA Application No. VARZ 20- 00003 at 6:08 p.m. 2. PURPOSE OF THE HEARING: A request by Michael and Wanda James, owners: for a special exception. as permitted by the Unified Development Code, Ordinance No. 2000-T, to allow the construction of an accessory addition to a properly with existing nonconformities (Section 2.7.3.7(a)(4) ), to wit: Page 1 of .S L bN H H t.: to tes ui•1 .,v, 2u Legal Description: Lot 14, Block 1, in Green Tee Terrace, Section 1, an addition in Harris County. Texas. according to the Map or Plat thereof, recorded in Volume 170, Page 28, of Plat records of Harris County, Texas. General Location: 3002 Country Club D rve, Pearland, TX 3. STAFF REPORT Mrs. Buaku presented the Staff Report with exhibits and information on the case Mrs. Buaku informed the board that the applicant was requesting a Special Exception for a 700' square foot, second floor addition for an office and game room. She informed the board, that the property was zoned R-1 Single Family Residential and how Staff had received 3 written public comments in favor of the Special Exception. Mrs Buaku enlightened the board wth a brief history of the property's annexation in 1979, in addition of the property non- conforming rear and side setbacks. She concluded that staff was in favor of the Special Exception, due to the request meeting the criteria established by the UDC. 4. APPLICANT PRESENTATION Wanda James. 3002 Country Club Drive. Pearland. TX- owner of the property Mrs James thanked Mrs. Buaku. Mrs. James informed the board that the proposed small addition above the garage, would be used for her office. She works 100% from home for M.D Anderson. She concluded that they had gotten three letters from neighbors in agreement for the Special Exception. Mike James, 3002 Country Club Drive, Pearland, TX - owner of the property was on the video with Wanda James ( spouse) 5. PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED REQUEST None 6. STAFF/BOARD/APPLICANT DISCUSSION Board member Gary Shrum quest►oned how the design and materials of the addition matched the existing building. Mrs. James answered that the addition would be a stucco veneer and the roof would be a p►tched roof, unlike the flat roof on the rest of the home, however it would match the Mediterranean look. Mr Shrum questioned howthey would gain access to the addition. Mrs. James explained how they had an indoor pool area on the back side of the home and the access would come from there. 7. CONSIDERATION AND POSSIBLE ACTION Board member, Don Glenn made a motion to approve the Special Exception. Secretary, Teresa J. Del Valle seconded the motion. The motion carried 5 to 0.
