R2007-005-2007-01-08 RESOLUTION NO. R2007-5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS EXPRESSING THE CITY'S INTENT TO PARTICIPATE IN A COUNTYWIDE JOINT ELECTION TO BE HELD ON MAY 12, 2007. WHEREAS, the majority of political subdivisions in Brazoria County have informally expressed interest in holding a joint election conducted by Brazoria County; and WHEREAS, the City Council has determined that participation in a joint election process will make voting easier and more convenient for voters. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. All of the above paragraphs are incorporated into and made part of this Resolution. Section 2. With the purchase of the new Direct Recording Electronic voting system, we have the capability of conducting a joint election in May which I believe will benefit the voters as well as the county entities. After several hours of discussion,the majority of the members were interested in taking the proposal to their governing body. I would like to share with you how we could all benefit from conducting one big joint election in May. 1. The elections department will conduct the entire election except for the few non- transferable duties that the cities and schools will have to perform, such as ordering the election, preparing election orders, resolutions, notices and other statutory documents, posting and publishing notices and other miscellaneous duties. 2. It is an economic savings for a majority of the cities and schools because the cost of each voting location is shared by all political subdivisions voting at that location. 3. It will provide convenience and consistency for the voters. The use of existing voting locations that voters are familiar with, as well as opening several additional early voting locations. This will insure that the political subdivisions will have voting equipment available in the event the county orders an election. Just as your political subdivision is limited to two days a year to call an election,the county is also limited. We need to prepare for this situation. The cost of each entity's election will vary depending on how many other entities will be conducting an election in May. I have attached an estimated proposal for your review, as well as a Joint Resolution and Contract. This estimate is based on the political subdivisions that are due to schedule elections in May, 2007. The individual precinct worksheets will show you which political subdivisions share your voting locations. You will be able to see from the voter registration schedule who is sharing the cost of early voting. If any of the political subdivisions shown on these estimates were to cancel their election,you would see an increase in your price. In order for us to go forward with this proposal,we need formal action from each political subdivision in"support" or"opposition" of the proposed May Joint Election. This action needs to be completed by January 23, 2007. I have enclosed a sample of an ORDER or RESOLUTION for your governing body to sign. If a majority of the political subdivisions supports the proposition,we will need the attached contract returned by Mid-February so that we can start the pre-clearance process.
