COMMISSION OF THE CITY OF PEARLAND, TEXAS, MONDAY, FEBRUARY 3, 2025, AT 6:30
PM IN COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DR.
CALL TO ORDER
Chairperson Henry Fuertes opened the meeting for the P&Z Regular Meeting at 6:30 P.M.
In attendance were:

Also, present were Deputy City Attorney Lawrence Provins, Assistant City Attorney Katie
Leininger, Assistant City Engineer Francisco Reyes, Community Development Deputy Director
Martin Griggs, Planner II Patrick Bauer, and Executive Assistant Jennifer Danley.
CONSENT AGENDA
All items listed under the "Consent Agenda" are considered to be routine and require little or no
deliberation by the Planning & Zoning Commission. These items will be enacted / approved by
one motion unless a commissioner requests separate action on an item, in which event the item
will be removed from the Consent Agenda and considered by separate action (ix. Matters
removed from Consent Agenda). Approval of the Consent Agenda enacts the items of legislation.
Chairperson Fuertes and Commissioner Ordeneaux recused themselves from the consent
agenda and left the meeting at 6:32 pm.
Consideration and Possible Action - Approval of Minutes - Approve the P&Z Regular Meeting
minutes from January 6,2024.
Consideration and Possible Action - Extension Request for PLAT 23-09 - Preliminary Plat of
Massey Oaks Section 6
A request by Andrew Lang, of BGE., the applicant; on behalf Massey Oaks Development LP, owner;
for approval of the Extension of the Expiration date for the Preliminary Plat of Massey Oaks Section
6, creating 37 single family lots, 5 reserves, and 6 blocks on ± 16.39 acres of land located in the
southwest quadrant of Old Massey Ranch Road and Harkey Road.
Legal Description: A subdivision of 16.39 acres of land located in the H. Stevens Survey, Abstract
593 City of Pearland, Brazoria County, Texas.

approval of the Preliminary Plat of Arcadian Estates Section 1, creating 68 single-family lots, 4
reserves, and 4 blocks on 18.89 acres of land located south of Old Massey Ranch Road described
to wit:

approval of the Preliminary Plat of Arcadian Estates Section 2, creating 32 single-family lots, 2
reserves, and 1 block on 7.121 acres of land located south of Old Massey Ranch Road described

General Location: South of Old Massey Ranch Road, East of the Future Harkey Road and West

Vice Chairperson Isenberg asked for the motion to approve the Consent Agenda. Commissioner
Haskins made the motion to approve the consent agenda and Commissioner Echols seconded the
motion.
Motion passed 5-0.
Chairperson Fuertes and Commissioner Ordeneaux joined the meeting at 6:34 pm.

NEW BUSINESS
Chairperson Fuertes read into the record the item on Consideration and Possible
Action — PLAT 24-79: Final Plat of Pearland Industrial Park.
Consideration and Possible Action - PLAT 24-79: Final Plat of Pearland Industrial Park
A request by Laura Hyder-Mayes and Hind Saad of RSG Engineering, the applicant; on behalf of
PIBP LLC and City of Pearland, owners; for approval of the Final Plat of Pearland Industrial Park
creating 4 lots and 2 reserves on 36.37 acres of land located at the southwest corner of Main Street
and McHard Road, described to wit:
Legal Description: A Subdivision of 36.37 acres in the H.T.& B.R.R. CO. Survey, abstract 232 and
the R.B. Lyle Survey, Abstract 542, Brazoria County, Texas.
General Location: Southwest corner of Main Street and McHard Road, Pearland, Texas.
Planner II Bauer presented the staff report with exhibits. Mr. Bauer explained that the Final Plat
will create four lots and two reserves for the development of office warehouses. Mr. Bauer also
reviewed the changes to the Preliminary Plat since its approval in July 2024. Mr. Bauer stated that
the Final Plat meets all criteria outlined in the Unified Development Code (UDC), and staff
recommends approval.
The applicant, a representative of RSG Engineering at 13501 Katy Freeway #3180, Katy, Texas
77079, was in attendance in -person in Council Chambers.
Chairperson Fuertes called for public input.
There were no persons wishing to speak for or against the proposed request.
Chairperson Fuertes inquired about the City of Pearland's partial ownership of the land. Deputy
Director Griggs confirmed the city is a part owner and has an interest in the detention reserve.
There was no further discussion from Staff, P&Z Commission or public input.
Chairperson Fuertes read into the record the item on Consideration and Possible Action — PLAT
24-79 — Final Plat of Pearland Industrial Park. Commissioner McDonald made the motion to
approve the Final Plat, and Commissioner Henrichs seconded the motion.
Motion passed 7-0.

24-98: Final Plat of Alexander Section 2.
Consideration and Possible Action - PLAT 24-98: Final Plat of Alexander Section 2
A request by Patrick Lane, LJA Engineering, the applicant; on behalf of 277 Danziger Investments
Ltd, owner; for approval of the Final Plat of Alexander, Section 2, creating 164 lots, 9 reserves, and
6 blocks on 51.206 acres, located south of Bailey Road and west of Main Street described to wit:
Legal Description: A subdivision of 51.206 acres of land out of the H. Stevens Survey, A-594 And
F.B. Drake Survey, A-507 City of Pearland, Brazoria County, Texas.
General Location: South of Bailey Road and West of Main Street, Pearland, Texas.
Planner II Bauer presented the staff report with exhibits. Mr. Bauer explained that the Final Plat of
Alexander, Section 2, which creates 164 lots and 9 reserves, supports the development of a
proposed single-family residential subdivision and is part of the Alexander Burns Planned
Development (PD). Mr. Bauer reviewed the modifications made to the plat since the Preliminary
Plat was approved in August of 2022. Mr. Bauer stated that the Final Plat meets all criteria
outlined in the UDC, and staff recommends approval.
The applicant Patrick Lane of LJA Engineering at 2011 East Broadway, Suite #130, Pearland,
Texas 77581, was in attendance in -person in Council Chambers.
Chairperson Fuertes called for public input.
There were no persons wishing to speak for or against the proposed request.
There was no further discussion from Staff, P&Z Commission or public input.
Chairperson Fuertes read into the record the item on Consideration and Possible Action — PLAT
24-98: Final Plat of Alexander Section 2. Vice Chairperson Isenberg made the motion to approve
the Final Plat, and Commissioner Echols seconded the motion.
Motion passed 7-0.
DISCUSSION ITEMS
1. City Council Update Report: Deputy Director Griggs provided an update from the City
Council's regular meeting on January 27, 2024, stating that the first reading of ZONE
24-19, a zone change from Heavy Industrial (M-2) District to General Commercial (GC)
District, located at Main Street and Baily Road, was approved by the Council with a 6-1
vote.
