CITY COUNCIL AND PLANNING AND ZONING COMMISSION
JOINT PLANNED DEVELOPMENT WORKSHOP MEETING MINUTES
MAY 19, 2025
The City Council and the Planning and Zoning Commission of Pearland, Texas convened in a
meeting on Monday, May 19, 2025 at the Pearland City Hall Council Chambers, 3519 Liberty
Drive, Pearland, Texas. The following represents the actions taken by City Council and Planning
and Zoning Commission in the order they occurred during the meeting. All motions are made by
Council and Planning and Zoning in consecutive order, as determined by the Mayor.
I. CALL TO ORDER
Mayor J. Kevin Cole called the meeting to order at 4:00 p.m.
II. ROLL CALL AND CERTIFICATION OF QUORUM - CITY COUNCIL

Councilmember Joseph Koza
Councilmember Mona Chavarria
Councilmember Layni Cade
Councilmember Rick Fernandez

All members were present except Councilmember Tony Carbone.
III. ROLL CALL AND CERTIFICATION OF QUORUM - PLANNING AND ZONING
COMMISSION

Commissioner Jennifer Henrichs
All Commissioners were present except Commissioner Jenifer Stockdick,
Commissioner John McDonald, and Commissioner Trey Haskins.
IV. CITIZEN COMMENTS
There were no citizen comments.
IV. PURPOSE OF THE WORKSHOP
1.Presentation of the Pearland Mobility Study and Thoroughfare Plan by
Houston-Galveston Area Council (H-GAC).

Presentation was provided by Raj Shrestha, City Engineer and Vivek
Deshpande, P.E., Project Manager with Kimley-Horn.
2.Discussion: A request by James B. Melody, The Hanover Company
applicant, on behalf of Bell Bottom Foundation Company, owner, for a
Planned Development as required by the Unified Development Code,
regarding a proposed Warehouse & Distribution Facility on approximately
28.237 acres of land, to wit:
Legal Description: A 28.237-acre tract of land situated in the H.T. & B.R.R.
Company Survey, Abstract No. 542, Brazoria County, Texas.
General Location: 1021 N. Main Street, Pearland, Texas.
Presentation was provided by Patrick Bauer, Planner and James Melody,
Development Partner with The Hanover Company.
VI.ADJOURNMENT
Mayor Cole adjourned the meeting at 5:43 p.m.
