HomeMy WebLinkAbout20250512 City Council Regular Meeting Minutes Pearland City Council Minutes May 12, 2025 Page 1 of 5 CITY OF PEARLAND, TEXAS CITY COUNCIL REGULAR MEETING MINUTES MAY 12, 2025 The City Council of Pearland, Texas convened in a meeting on Monday, May 12, 2025 at the Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following represents the actions taken by City Council in the order they occurred during the meeting. All motions are made by Council in consecutive order, as determined by the Mayor. I. CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 6:33 p.m. II. INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF AMERICA FLAG AND TEXAS FLAG Councilmember Carbone gave the Invocation and Councilmember Chavarria led the Pledge of Allegiance to the United States of America Flag and the Texas Flag. III. ROLL CALL AND CERTIFICATION OF QUORUM Mayor J. Kevin Cole Mayor Pro-Tem Clint Byrom Councilmember Joseph Koza Councilmember Tony Carbone Councilmember Mona Chavarria Councilmember Layni Cade Councilmember Rick Fernandez Councilmember Rushi Patel City Manager Trent Epperson Deputy City Attorney Lawrence Provins City Secretary Frances Aguilar All members were present. IV. RECOGNITION AND AWARDS 1. Recognition of outgoing City Councilmember Chad Thumann. V. CITIZEN COMMENTS Dina Abdelhalim, 2817 Lost Maples, expressed support and solidarity with the people of Palestine. VI. CONSENT AGENDA A. Consideration and Possible Action - Approval of the minutes of the Pearland City Council Special Meeting held on April 28, 2025 and City Council Regular Meeting held on April 28, 2025. Consideration and Possible Action - Resolution No. R2025-69 - A Resolution of the City Council of the City of Pearland, Texas, accepting the City’s Investment Report for the quarter ending September 2024, December 2024, and March 2025. C. Consideration and Possible Action - Resolution No. R2025-57 - A Resolution of the City Council of the City of Pearland, Texas, awarding a multi-year supply contract (10-month initial term; two 1-year renewals) for Openway Riva components and parts (associated with Badger water meters) to Republic Meter, Inc., in the annual estimated amount of $221,633.00, for the period of May 13, 2025 through March 31, 2026. D. Consideration and Possible Action - Resolution No. R2025-56 - A Resolution of the City Council of the City of Pearland, Texas, awarding a 5-year supply contract (3-year initial term; two 1-year renewals) for water meters to Badger Meter, Inc., in the annual estimated amount of $342,522.00, for the period of May 13, 2025 through May 31, 2028. Councilmember Koza made the motion, seconded by Councilmember Carbone to approve the Consent Agenda items A-D. AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel. NAYS: None. The motion carried. VII. MATTERS REMOVED FROM CONSENT AGENDA There were no items removed from Consent Agenda. VIII. PUBLIC HEARING NO. 1 1. Public Hearing: A request by Paige McKee, applicant, on behalf of Dixie Farm Property, LLC, owner, for approval of a zone change for 15.91 acres of land from Light Industrial (M-1) and Heavy Industrial (M-2) District to Planned Development (PD) District for a proposed RV, trailer, and boat storage facility (self-storage facility) to wit: Legal Description: Parcel 1: Lot 2, being 7.97 acres (347,082 sq. ft.), out of the Minor Plat of Zamarron Special, a 11.91-acre subdivision in the City of Pearland, in Brazoria County, Texas, according to the map or plat thereof, recorded under Brazoria County Clerk's File No. 2009037362 of the Official Public Records of Brazoria County, Texas. Parcel 2: A 7.94-acre tract of land being part of and out of 11.110-acre tract of land out of Lot 178 of the Zychlinski Subdivision of Section 28 H.T. & B.R.R. Company Survey, Abstract 551, Brazoria County, Texas, according to the map or plat thereof recorded in Volume 29, Page 9 of the Deed Records of Brazoria County, Texas, being said 7.94-acre tract of land being out of and part of land described in deed dated May 23, 2003, to Jesse G. Zamarron and Amalia V. Zamarron recorded under Brazoria County Clerk's File No. 2003052501. Mayor Cole opened the Public Hearing. Presentation was provided by Martin Griggs, Deputy Director of Community Development. James and Paige McKee, applicants, were present to answer questions from Council. There were no citizen comments. Mayor Cole closed the Public Hearing. IX. NEW BUSINESS 1. Consideration and Possible Action - First Reading of Ordinance No. 2000M-271 - An Ordinance of the City Council of the City of Pearland, Texas, amending Ordinance No. 2000M, the zoning map of the City of Pearland, Texas, for the purpose of changing the classification of certain property; being Parcel 1: Lot 2, being 7.97 acres (347,082 sq. ft.), out of the Minor Plat of Zamarron Special, a 11.91-acre subdivision in the City of Pearland, in Brazoria County, Texas, according to the map or plat thereof, recorded under Brazoria County Clerk's File No. 2009037362 of the Official Public Records of Brazoria County, Texas. Parcel 2: A 7.94-acre tract of land being part of and out of 11.110-acre tract of land out of Lot 178 of the Zychlinski Subdivision of Section 28 H.T. & B.R.R. Company Survey, Abstract 551, Brazoria County, Texas, according to the map or plat thereof recorded in Volume 29, Page 9 of the Deed Records of Brazoria County, Texas, being said 7.94-acre tract of land being out of and part of land described in deed dated May 23, 2003, to Jesse G. Zamarron and Amalia V. Zamarron recorded under Brazoria County Clerk's File No. 2003052501 (located at the Northeast of the Intersection of Dixie Farm Road and Main Street, Pearland, Texas). Zone Change Application No. ZONE 24-28, a request by Paige McKee, applicant, on behalf of Dixie Farm Property, LLC, owner, for approval of a zone change for 15.91 acres of land from Light Industrial (M-1) and Heavy Industrial (M-2) District to Planned Development (PD) District for a proposed RV, trailer, and boat storage facility (self- storage facility); providing for an amendment of the zoning district map; containing a savings clause, a severability clause, and an effective date and other provisions related to the subject. Councilmember Carbone made the motion, seconded by Councilmember Koza to approve first reading of Ordinance No. 2000M-271. AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel. Consideration and Possible Action - Resolution No. R2025-68 - A Resolution of the City Council of the City of Pearland, Texas, accepting the City’s annual comprehensive financial report for fiscal year 2024 and the accompanying independent audit as presented by the accounting firm of Whitley Penn, LLP. Councilmember Chavarria made the motion, seconded by Councilmember Patel to approve Resolution No. R2025-68. Presentation provided by Trent Epperson, City Manager and Andrew Jennett, CPA, Manager with Whitley Penn. AYES: Byrom, Koza, Carbone, Chavarria, Cade, Fernandez, and Patel. NAYS: None. The motion carried. X. OTHER BUSINESS There were no other business items. XI. MAYOR/COUNCIL ISSUES FOR CITY COUNCIL DISCUSSION 1. Council Consideration - Discussion regarding the process used for Advisory Board appointments. Councilmember Patel opened the discussion regarding the process used for Advisory Board appointments. XII. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE Council adjourned into Executive Session at 8:00 p.m. 1. Section 551.074 Personnel Matters - Deliberation and update regarding the City Manager’s Annual Performance Goals. Conducted. Council returned from Executive Session at 9:26 p.m. XIII.
