R2002-198 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE A CHANGE ORDER ASSOCIATED WITH THE CONSTRUCTION OF PEARLAND PARKWAY. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain change order associated with the construction of Pearland Parkway, a copy of which is attached hereto as Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute and the City Secretary to attest the change order associated with the construction of Pearland Parkway. Below is a brief description of each item: Item 1. - The extra right-of-way preparation relates to the detention pond site. Per my discussion with Raymond Ang of Lockwood, Andrews and Newnam on this item, it appears that since the pond site was shown separate from plan/profile sheets, the 12.41 acres of clearing for the pond was inadvertently left off of plan quantity summary and bid sheets. The unit price is the same as original bid price. This pond site clearing and excavation is being done for Phase 1 as well as Phase 2. Item 2, 3, & 4 - These items are for approximately 1,900' of RCP and CMP pipes and drainage structures which was found underneath the large Beltway 8 outfall ditch. This pipe is in the way of a large 12' x 10' box culvert which is to replace the ditch. Item 5 - This item is shown on plans but was not quantified in bid. The project has $100,000 contracted contingency. Also, the project came in below the estimate of $10,500,000 (bid amount $10,253,738). Finally, the project has an amount of $66, 056.90 for an add -on alternate for pavement marking and signage for the 2-lane roadway which might not be implemented. Instead, a 4-lane pavement marking and signage will be implemented as part of Phase 2 construction. Phase 2 plans are scheduled to be out for bid in the first quarter of 2003 and be completed at the same time as Phase 1, currently under construction. go Mr. Al Hague December 4, 2002 Projects of this magnitude typically need 5% contingency (in this case around $512,000) for change orders. Because of the amount of the ORDER, this change requires Council's approval. Attached is the engineer's narrative describing the justification and funding source for the ORDER. Staff agrees with the analysis provided. Specifically, construction was budgeted at $10,500,000, and contracted at $10,253,738. Therefore, $ 246,262 remains unencumbered in the fund account designated. Council should also note that $ 572,445.90 is still unencumbered in the contingency account for this project. RECOMMENDED ACTION The City Manager, Deputy City Manager and Projects Director unanimously recommend Council approve the change order and authorize the City Manager or his designee to endorse the ORDER.
