1976-01-12 CITY COUNCIL REGULAR MEETING MINUTESMINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS HELD ON JANUARY 12, 1976 AT 7:30 P.M. IN THE CITY HALL, 2335 N. Griffin Harry Farley Gene E. Sanders Tom Reid Benny J. Frank William E.. Wolff Bobby J. Williams Dorothy L. Cook The invocation was given by Rev. White of the Church of Christ - Pearland. The Pledge of Allegiance was led by Councilman Reid. APPROVAL OF MINUTES: It was moved by Councilman Sanders, seconded by Councilman Reid that the minutes of the regular meeting held on December 22, 1975 be approved as submitted. Motion passed 5 to 0. MAYOR'S ACTIVITY REPORT: Mayor McComb presented a Certificate of Recognition to Benjamin R. Lenamon in recognition and appreciation for his contribution of time and talent in designing an artistic illustration of the City Hall building and Water Tower. This illustration is used as a logo, representative of the City Government of Pearland, on stationery and printed forms. It was moved by Councilman Sanders, seconded by Councilman Griffin that the Certificate of Recognition for Ben R. Lenamon be officially adopted by the City Council. Motion passed 5 to 0. COUNCIL ACTIVITY REPORT: Councilman Farley reported that the Texas Department of Health Resources is co- sponsoring a five state symposium on emergency medical services in Austin on January 28 and 29. Also, sponsoring this symposium are the American Prom Association, Emergency Department of Nurses Association, Texas Medical Association and the U. S. Department of Health, Education and Welfare. The emphasis of the two day symposium will be placed on the problems encountered and implementation of a comprehensive emergency medical service system in both urban and rural areas. He reported that the Mayor had asked him to represent the City of Pearland at this symposium. Councilman Reid reported that during the Public Hearing on zoning, a potential need for some changes in the Zoning Ordinance were brought out. Councilman Reid pre- sented a rough draft of some of the changes. Mayor McComb asked Councilman Reid to work with the Planning Commission on these proposed changes. DEPARTMENTAL REPORTS: City Manager Wolff called to the Council's attention the fact that our records indicate that the Building Department issued in excess of one million dollars per month in new building permits for the City of Pearland last year. Mr. Wolff ad- vised the Council that he felt that this year we would attain even a greater growth than last year. CITIZENS: None DOCKETED PUBLIC HEARINGS: None UNFINISHED BUSINESS: BID NO. 75-12, TRUCK CAB AND CHASSIS FOR FIRE DEPARTMENT: Mr. Harold Sanders, representing the Pearland Volunteer Fire Department, spoke to the City Council regarding the specifications on the Bid No. 75-12. He advised that it would be found that there were discrepancies in the bid request, and as a result the truck bid received was badly oversized for the Department's needs. Mr. Sanders requested that the City Council reject the bid received and advertise again for bids, however, he advised that the specification would be checked to make sure the bid would be compatible to the manufacturer as well as the Federal Government. It was moved by Councilman Griffin, seconded by Councilman Reid that the bid received on Bid No. 75-12 be rejected and the entire item be rebid. Motion passed 5 to 0. ORDINANCE NO. 246-12 - AMENDMENT TO LAND USE DISTRICT MAP - MRS. LULA BELLE SMITH: Ordinance No. 246-12 read in full by Councilman Griffin. (Second Reading) It was moved by Councilman Griffin, seconded by Councilman Sanders that Ordinance No. 246-12 be passed and approved on second and final reading in a regular meet- ing. Said Ordinance No. 246-12 reads in caption as follows: ORDINANCE NO. 246-12 AN ORDINANCE OF THE CITY OF PEARLAND, TEXAS, AMENDING ORDINANCE NO. 246, KNOWN AS THE LAND USE AND URBAN DEVELOPMENT ORDINANCE OF THE CITY OF PEARLAND, TEXAS; PROVIDING FOR AMENDMENT OF THE LAND USE DISTRICT MAP, PROVIDING AN EFFECTIVE DATE AND CONTAIN- ING OTHER PROVISIONS RELATING TO THE SUBJECT. Footnote: That certain tract of land being thirty acres more or less out of the W. D. C. Hall Survey, consisting of all of Tract 72, 73, and 74, Abstract 70, Brazoria County, Texas, George W. Councilman Reid absent from the room at time of voting. ORDINANCE NO. 246-13 - AMENDMENT TO LAND USE DISTRICT MAP - B. M. JAMISON: Ordinance No. 246-13 read in full by Councilman Farley. (Second Reading) It was moved by Councilman Farley, seconded by Councilman Frank that Ordinance No. 246-13 be passed and approved on second and final reading in a regular meeting. NEW BUSINESS: APPOINTMENT OF MEMBER TO ZONING BOARD OF ADJUSTMENT: The name of Robert M. Wasinger was submitted to the Council by Mayor McComb to serve as a member of the Zoning Board of Adjustment for a term to expire in April 1977. It was moved by Councilman Farley, seconded by Councilman Sanders that Robert Wasinger be appointed as a member of the Zoning Board of Adjustment for a term to expire in April, 1977. Motion passed 4 to 0. Councilman Reid absent from the room at time of voting. Mayor McComb administered the Oath of Office to Mr. Wasinger. RESOLUTION NO. 76-1, A RESOLUTION DESIGNATING JOINT REPRESENTATIVES TO HOUSTON- GALVESTON AREA COUNCIL - EXECUTIVE COMMITTEE: Councilman Sanders read Resolution No. 76-1 in full. It was moved by Councilman Sanders, Seconded by Councilman Griffin that Resolution No. 76-1 be passed and approved on first reading. Said Resolution No. 76-1 reads in caption as follows: RESOLUTION NO. 76-1 DESIGNATION OF JOINT REPRESENTATIVES HOUSTON-GALVESTON AREA COUNCIL, EXECUTIVE COMMITTEE 1976. REPORT FROM PLANNING AND ZONING COMMISSION ON APPLICATION NO. 75-21, JAMES LEWIS MARTIN: Mayor McComb read a letter from Dennis M. Frauenberger, Chairman of the Planning & Zoning Commission dated January 8, 1976. This letter advised that the Planning & Zoning Commission recommended the requested change from PU to Commercial. It was moved by Councilman Frank, seconded by Councilman Griffin that a Public Hearing be called before the City Council on the Application of James Lewis Martin under Docketed Public Hearings of the regular agenda of February 9, 1976. Motion passed 5 to 0. ORDINANCE NO. 319 - AN ORDINANCE DECLARING THE NECESSITY FOR AND ORDERING THE PAVING OF A PORTION OF LONGHERRIDGE DRIVE, SHADYCREST DRIVE, SPRITE LANE, DEEP - BROOK DRIVE, WHEATRIDGE DRIVE AND ALICE STREET. Ordinance No. 319 read in full by Councilman Griffin. (First Reading) It was moved by Councilman Griffin, seconded by Councilman Reid that Ordinance No. 319 be passed and approved on first reading.
