IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. JOINT SPECIAL MEETING NO. 1 Conditional Use Permit Application No. CUP 19-00002 A request of Raymond Zhuo, applicant, on behalf of Houston Chinese Church; owner, for approval of a Conditional Use Permit (CUP) to allow for a Church campus to be located in Single— Family Residential -1 (R-1) zoning district; on approximately 5 acres of land. Legal Description: Lot A of the Houston Chinese Church Pearland Campus, an addition in the City of Pearland according to the plat recorded in File No. 2015050394 in the Official Records of Brazoria County, Texas. General Location: 2515 Miller Ranch Road, Pearland, TX. APPLICATION INFORMATION AND CASE SUMMARY STAFF REPORT: Planner Mohamed Bireima reported on the Conditional Use Permit (CUP) to allow for a Church campus to be located in Single—Family Residential -1 (R-1) zoning district; on approximately 5 acres of land. Page 1 of 3 APPLICANT PRESENTATION: Applicant Raymond Zhuo addressed Council and stated the Church has been approved for a Conditional Use Permit (CUP) prior and after completing the improvements the City requested the Permit has to be reapplied for. PERSONS WISHING TO SPEAK FOR OR AGAINST THE PROPOSED REQUEST: None. PLANNING COMMISSION/COUNCIL/STAFF DISCUSSION PLANNING AND ZONING COMMISSION: None CITY COUNCIL: Councilmember Carbone stated since there was no opposition the prior time and approval was given, he will be in support of the Conditional Use Permit. Mayor Pro -Tem Perez asked staff if the conditions on this CUP are the same as in the previous requests. Planning Manager Martin Griggs stated there are no changes to the previous request with the exception of the site plan change presented. Councilmember Owens stated he has been in support of the Church since the beginning and remains in support. STAFF WRAP UP: None. CITY COUNCIL NEW BUSINESS Council Action - Resolution No. R2019-CUP19-00002 -A Resolution of the City Council of the City of Pearland, Texas, approving a Conditional Use Permit (CUP) to allow for a Church, Temple, or Place of Worship in the Single -Family Residential -1 (R-1) zoning district, Lot A of the Houston Chinese Church Pearland Campus, an addition in the City of Pearland according to the plat recorded in File No. 2015050394 in the Official Records of Brazoria County, Texas. (Located at 2515 Miller Ranch Road, Pearland, TX.) Conditional Use Permit Application No CUP 19-00002, within the Single -Family Residneital-1 (R-1) zoning district, at the request of Raymond Zhuo, applicant, on behalf of Houston Chinese Church, owner, containing a savings clause, a severability clause, and an effective date and other provisions related to the subject. Councilmember Hernandez made the motion, seconded by Councilmember Moore to approve Resolution No. R2019-CUP19-00002. Voting "Aye" Councilmember Carbone, Reed, Perez, Hernandez, Little, Moore and Owens. Voting "No" None. Page 2 of 3 1 1 1 1 Motion passed 7 to 0.
