IV. CITIZEN COMMENTS
In order to hear all citizen comments at a reasonable hour, the City Council requests
that speakers respect the three-minute time limit for individual comments and the five-
minute time limit for an individual speaking on behalf of a group. This is not a
question-answer session, however, it is an opportunity to voice your thoughts with City
Council.
V. CONSENT AGENDA
All items listed under the “Consent Agenda” are considered to be routine and require
little or no deliberation by the City Council. These items will be enacted/approved by
one motion unless a councilmember requests separate action on an item, in which
event the item will be removed from the Consent Agenda and considered by separate
action (VI. Matters Removed from Consent Agenda). Approval of the Consent Agenda

A. Consideration and Possible Action - Approval of the minutes of the Pearland
City Council Workshop held on April 14, 2025 and City Council Regular
Meeting held on April 14, 2025.

B. Consideration and Possible Action - Second and Final Reading of
Ordinance No. 2000M-269 - An Ordinance of the City Council of the City of
Pearland, Texas, amending Ordinance No. 2000M, the zoning map of the City
of Pearland, Texas, for the purpose of changing the classification of certain
property; being Tract 1: A 1.854-acre tract of land situated in the H.T. & B.R.R.
Company Survey, Section 19, Abstract No. 234, Brazoria County, Texas, being
part of Lot 1, of the Allison Richey Gulf Coast Home Company Subdivision,
Section 19, according to the plat recorded in Volume 2, Page 23-24 of the Plat
Records of Brazoria County, Texas, and being the remainder of a called 2.004-
acre tract of land described by deed recorded under County Clerk’s File No.
2018059756 of the Official Public Records of Brazoria County, Texas and
Tract 2: A 0.9221-acre tract of land situated in the H.T. & B.R.R. Company
Survey, Section 19, Abstract No. 234, Brazoria County, Texas, being part of
Lot 1, of the Allison Richey Gulf Coast Home Company Subdivision, Section
19, according to the plat recorded in Volume 2, Page 23-24 of the Plat Records
of Brazoria County, Texas, being part of a tract of land conveyed to Sharon
Childers by deed recorded under County Clerk’s File No. 2018058267 of the
Official Public Records of Brazoria County, Texas (located at 8402 & 8422
McHard Road, Pearland, Texas). Zone Change Application No. ZONE 24-25, a
request by Carlos Saenz, applicant, on behalf of Armando Lozano, owner, for
approval of a zone change for 2.7761 acres of land from Cullen-Mixed Use (C-
MU) District to General Business (GB) District; providing for an amendment of
the zoning district map; containing a savings clause, a severability clause, and
an effective date and other provisions related to the subject.

C. Consideration and Possible Action - Second and Final Reading of
Ordinance No. 2000M-270 - An Ordinance of the City Council of the City of
Pearland, Texas, amending Ordinance No. 2000M, the zoning map of the City
of Pearland, Texas, for the purpose of changing the classification of certain
property; being all properties within the Brazoria County Municipal Utility
District No. 16 adopted by Ordinance No. 1645 (located North of Broadway
Street, west of Reid Boulevard, east of Stone Road, and south of the northern
boundary of Lakeside Estates Section 1, with the exclusion of 2350 Reid
Boulevard). Zone Change Application No. ZON2025-0036, a request by the
Director of Community Development of the City of Pearland for approval of a
permanent zone classification for the land previously within the Brazoria
County Municipal Utility District No. 16, as follows: a) General Business (GB)
District for newly annexed tracts of land as described in the following plats:
Pearland Asian Town, Oak Square Subdivision, and Reserves B, C, and Oak
Road within Avalon Terrace Section 1 within 270’ of Broadway Street; b)
Single-Family Residential-3 (R-3) District for newly annexed tract of land as
described in the following plats: Avalon Terrace Section 1 [excluding Reserves
B, C, and Oak Road within 270’ of Broadway Street], Avalon Terrace Section
2, Avalon Terrace Section 3, Avalon Terrace Section 4, Avalon Terrace

Section 5, Avalon Terrace Section 6, and City of Pearland Sports Complex; c)
Suburban Residential-12 (SR-12) District for newly annexed tracts of land as
described in the following plat: Lakeside Estates Section 1; d) Suburban
Development (SD) District for all areas excluded in plats and areas stated
above; providing for an amendment of the zoning district map; containing a
savings clause, a severability clause, and an effective date and other
provisions related to the subject.

D. Consideration and Possible Action - Approve appointments to citizen boards
and commission as presented in the staff report.

Resolution of the City Council of the City of Pearland, Texas, authorizing
participation in an Interlocal Agreement with the Pearland Independent School
District (“District”) for the use of District resources and facilities to support
community responses to disaster and/or emergency events.

F. Consideration and Possible Action - Resolution No. R2025-47 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing
participation in an interlocal cooperative pricing arrangement with the Texas
Department of Information Resources (DIR), for the purchase of Panasonic
Toughbooks, from Southern Computer Warehouse, in the estimated amount of
$131,789.10.

G. Consideration and Possible Action - Resolution No. R2025-54 - A
Resolution of the City Council of the City of Pearland, Texas, approving the
amendment of a contract with LJA Engineering, for professional services
associated with new Environmental Protection Agency (EPA) requirements to
comply with the Revised Lead and Copper Rule Revision, in the additional
amount of $151,500.00 (total contract amount of $770,500.00).

VII. NEW BUSINESS
1. Consideration and Possible Action - Resolution No. R2025-58 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing the
power of eminent domain to acquire fee title to certain property for drainage
improvements; all of that certain tract or parcel containing 1.2410 acres out of
H.T. & B. RR Co. Survey, Abstract 239, Pearland, Brazoria County, Texas and
being the residue of that certain tract described in a deed dated 11-17-2016
from Houston Cougars Foundation, Inc. to Daniel Mingau, et al. as filed in the
Official Records of Brazoria County as Clerk’s File Number 2016056852, in
the Official Records of Brazoria County, Texas for the construction and
maintenance of drainage improvements on certain real property described
herein; authorizing the city attorney, or his designee, and other city officials to
take such actions as are necessary to acquire said property, located within the
city, by donation, purchase, or by the exercise of the power of eminent domain.
