enacted / approved by one motion unless a commissioner requests separate action on
an item, in which event the item will be removed from the Consent Agenda and
considered by separate action (ix. Matters removed from Consent Agenda). Approval
of the Consent Agenda enacts the items of legislation.
A. Consideration and Possible Action - Excused Absences - Excuse the
absence of Commissioner Thomas Echols and Jenifer Ordeneaux from the
March 3, 2025, P&Z Regular Meeting.
B. Consideration and Possible Action - Approval of Minutes - Approve the
P&Z Regular Meeting minutes from March 3, 2025.

1. Consideration and Possible Action - VAP2025-0058: Variance from the
Minimum Lot Depth Requirement in the Old Town-General Business
(OT-GB) District
A request by Elizabeth Morton of South Point Surveying, applicant, on behalf
of Luis Raffucci and Olivia Raffucci, owners, for approval of a variance
permitted in Section 3.1.1.6 (f) of the Unified Development Code (UDC),

Ordinance No. 2000-T, from the requirements of Section 2.4.4.5 (c)(1) of the
UDC to allow the platting of a property that does not meet the minimum lot
depth requirement in the Old Town-General Business District described to
wit:
Legal Description: Being a 0.288-acre tract of land, being out of Lot 28,
Block 28 of Pearland Townsite, Volume 29, Page 41, Deed Records of
Brazoria County Texas, situated in the H.T.& B.R.R Company Survey,
Abstract No. 542, in Brazoria County, Texas.

2. Consideration and Possible Action - VAP2025-0062: Variance from the
3:1 Maximum Lot Depth to Lot Width Ratio in the Garden/O'Day Mixed
Use Zoning District
A request by Elizabeth Morton of South Point Surveying, applicant, on behalf
of Nemecio and Maria Castillo, owners, for approval of a variance permitted
in Section 2.6.1.1 (b)(1) of the Unified Development Code, Ordinance No.
2000-T, from Section 3.2.14.2 (c) to allow the creation of one-lot that exceeds
the maximum 3 to 1 Lot Depth to Lot Width Ratio in the Garden O'Day Mixed
Use District, on approximately 4.77 acres described to wit:
Legal Description: Being a 4.777 acre tract of land situated in the Allison-
Richey Gulf Coast Company Subdivision of Section 7, H.T. & B.R.R. Survey,
A-219, Volume 2, Pages 23-24 of the Brazoria County Map Records,
(B.C.M.R.), being out of a tract of land described in a deed to James Damon
Bird and wife Irene Elizabeth Bird, as shown in County Clerk's File No.
(C.C.F.#) 2003059445, of the Official Records of Brazoria County, Texas
(O.R.B.C.T.).

3. Consideration and Possible Action - Zone Change Application: ZONE

Public Hearing: A request by Carlos Saenz, applicant, on behalf of Armando
Lozano, owner, for approval of a zone change for 2.7761 acres of land from
Cullen-Mixed Use (C-MU) District to General Commercial (GC) District, to wit:
Legal Description: Tract 1: A 1.854-acre tract of land situated in the H.T. &
B.R.R. Company Survey, Section 19, Abstract No. 234, Brazoria County,
Texas, being part of Lot 1, of the Allison Richey Gulf Coast Home Company
Subdivision, Section 19, according to the plat recorded in Volume 2, Page 23-
24 of the Plat Records of Brazoria County, Texas, and being the remainder of
a called 2.004-acre tract of land described by deed recorded under County
Clerk’s File No. 2018059756 of the Official Public Records of Brazoria
County, Texas.

4. Consideration and Possible Action - Zone Change Application:
ZON2025-0036
Public Hearing: A request by the Director of Community Development of the
City of Pearland for approval of a permanent zone classification for the land
previously within the Brazoria County Municipal Utility District No. 16, as
follows:
a) General Business (GB) District for newly annexed tracts of land as
described in the following plats: Pearland Asian Town, Oak Square
Subdivision, and Reserves B, C, and Oak Road within Avalon Terrace
Section 1 within 270’ of Broadway Street,
b) Single-Family Residential-3 (R-3) District for newly annexed tract of
land as described in the following plats: Avalon Terrace Section 1
[excluding Reserves B, C, and Oak Road within 270’ of Broadway
Street], Avalon Terrace Section 2, Avalon Terrace Section 3, Avalon
Terrace Section 4, Avalon Terrace Section 5, Avalon Terrace Section
6, and City of Pearland Sports Complex,
c) Suburban Residential-12 (SR-12) District for newly annexed tracts of
land as described in the following plat: Lakeside Estates Section 1,
d) Suburban Development (SD) District for all areas excluded in plats
and areas stated above, to wit:
Legal Description: All properties within the Brazoria County Municipal Utility
District No. 16 adopted by Ordinance No. 1645.
General Location: North of Broadway Street, west of Reid Boulevard, east
of Stone Road, and south of the northern boundary of Lakeside Estates
Section 1, with the exclusion of 2350 Reid Boulevard.
