HomeMy WebLinkAbout20250310 City Council Regular Meeting MinutesPearland City Council Minutes March 10, 2025 CITY OF PEARLAND, TEXAS CITY COUNCIL REGULAR MEETING MINUTES MARCH 10, 2025 The City Council of Pearland, Texas convened in a meeting on Monday, March 10, 2025 at the Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following represents the actions taken by City Council in the order they occurred during the meeting. All motions are made by Council in consecutive order, as determined by the Mayor. I.CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 6:45 p.m. II.INVOCATION AND THE PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF AMERICA FLAG AND TEXAS FLAG Mayor Pro-Tem Carbone gave the Invocation and Councilmember Koza led the Pledge of Allegiance to the United States of America Flag and the Texas Flag. III.ROLL CALL AND CERTIFICATION OF QUORUM Mayor J. Kevin Cole Mayor Pro-Tem Tony Carbone Councilmember Joseph Koza Councilmember Clint Byrom Councilmember Layni Cade Councilmember Chad Thumann City Manager Trent Epperson City Attorney Darrin Coker Deputy City Secretary Gladis Sanchez All members were present except Councilmember Mona Chavarria and Councilmember Rushi Patel. IV.CITIZEN COMMENTS Livia Torres, 3318 Churchhill St., expressed her concern regarding property easement in Sherwood Subdivision. Jim Johnson with Pearland Chamber of Commerce, invited the public to purchase tickets for a dining experience on Grand Boulevard, part of the Pearland Grand Arts and Eats Festival, in support of Old Town, taking place on Friday, April 25, 2025. V.CONSENT AGENDA A.Consideration and Possible Action - Approval of the minutes of the Pearland City Council Regular Meeting held on February 10, 2025, City Council Workshop held on February 17, 2025, and City Council Regular Meeting held on February 17, 2025. C.Consideration and Possible Action - Resolution No. R2025-33 - A Resolution of the City Council of the City of Pearland, Texas, ordering the May 3, 2025 General Election to be canceled; declaring the unopposed candidates for Councilmember, Position one (1); Councilmember Position five (5); and Councilmember, Position six (6) are duly elected; and providing for other related matters related thereto. D.Consideration and Possible Action - Resolution No. R2025-20 - A Resolution of the City Council of the City of Pearland, Texas, authorizing a multi-fiscal year contract with 65th North for professional services, including expert internal control, risk, and vulnerability assessment, in the estimated amount of $149,985 (FY25 $74,992.50 and FY26 $74,992.50). E.Consideration and Possible Action - Resolution No. R2025-37 - A Resolution of the City Council of the City of Pearland, Texas, authorizing the City Manager or his designee to participate in an interlocal cooperative purchasing program for the purchase of nine (9) watch-guard systems, in the estimated amount of $89,100.00, from Motorola Solutions. F.Consideration and Possible Action - Resolution No. R2025-35 - A Resolution of the City Council of the City of Pearland, Texas, awarding a supply and service contract for surge protection upgrades to eleven (11) Water Protection Facilities, to McCarthy Building Companies, in the estimated amount of $103,950.00, for Fiscal Year 2025. G.Consideration and Possible Action - Resolution No. R2025-30 - A Resolution of the City Council of the City of Pearland, Texas, authorizing participation in an interlocal cooperative purchasing program for the purchase of fifteen (15) traffic signal cameras, from Texas Highway Products, in the amount of $337,500.00. H.Consideration and Possible Action - Resolution No. R2025-36 - A Resolution of the City Council of the City of Pearland, Texas, approving Special Event Permit No. SPE2025-0004, to host Pearland Grand Arts and Eats on April 25, 2025 and April 26, 2025. Councilmember Koza made the motion, seconded by Councilmember Thumann to approve the Consent Agenda items A-H. AYES: Carbone, Koza, Byrom, Cade, and Thumann. NAYS: None. The motion carried. VI.MATTERS REMOVED FROM CONSENT AGENDA There were no items removed from Consent Agenda. Hairston, owner, for approval of a zone change for 11.8 acres of land from General Commercial (GC) District to Planned Development (PD) District for a gated townhouse-style residential community with 96 single-family lots, community park, detention and open space, to wit: Legal Description: An 11.849-acre tract of land, located in the H.T. & B.R.R. Co. Survey, Abstract 233; said 11.849 acre tract being all of a called 11.752 acre tract of land record in the name of Bettie Rae Hairston in Brazoria County Clerk's File No. 2009023201 out of Lot 57, Section 2, Zychlinski Subdivision, a subdivision recorded in Volume 29, Page 43, Brazoria County Deed Records. General Location: North of McHard Road, West of Old Alvin Road, East of Main Street, Pearland, Texas. Mayor Cole opened the Public Hearing. Presentation was provided by Vance Wyly, Director of Community Development. Jennifer Curtis, META Planning + Design, applicant, provided a presentation and was available to answer questions from Council. Anthony Perez, Meritage Homes, applicant, provided a presentation and was available to answer questions from Council. There were no citizen comments. Mayor Cole closed the Public Hearing. VIII.NEW BUSINESS 1.Consideration and Possible Action - First Reading of Ordinance No. 2000M-268 - An Ordinance of the City Council of the City of Pearland, Texas, amending Ordinance No. 2000M, the zoning map of the City of Pearland, Texas, for the purpose of changing the classification of certain property; being an 11.849-acre tract of land, located in the H.T. & B.R.R. Co. Survey, Abstract 233; said 11.849 acre tract being all of a called 11.752 acre tract of land record in the name of Bettie Rae Hairston in Brazoria County Clerk's File No. 2009023201 out of Lot 57, Section 2, Zychlinski Subdivision, a subdivision recorded in Volume 29, Page 43, Brazoria County Deed Records (located North of McHard Road, West of Old Alvin Road, East of Main Street, Pearland, Texas). Zone Change Application No. ZONE 24-18, a request by Jennifer Curtis, META Planning + Design, applicant, on behalf of Bettie R. Hairston, owner, for approval of a zone change for 11.8 acres of land from General Commercial (GC) District to Docusign Envelope ID: 421E0EF5-54C5-45FD-8328-C82C100DDB93 Pearland City Council Minutes March 10, 2025 Planned Development (PD) District for a gated townhouse-style residential community with 96 single-family lots, community park, detention and open space; providing for an amendment of the zoning district map; containing a savings clause, a severability clause, and an effective date and other provisions related to the subject. This item was postponed to March 24, 2025 City Council Meeting. 2.Consideration and Possible Action - First Reading of Ordinance No. 1646 -An Ordinance of the City Council of the City of Pearland, Texas, renaming a portion of Market Place Boulevard (south of Shadow Creek Parkway to the hospital) to HCA Healthcare Boulevard and renaming Medical Center Drive to David Wagner Way; containing a savings clause, a severability clause and a repealer clause. Mayor Pro-Tem Carbone made the motion, seconded by Councilmember Thumann to approve first reading of Ordinance No. 1646. Jim Johnson, expressed his support for renaming Medical Center Drive to David Wagner Way. Presentation was provided by Vance Wyly, Director of Community Development. AYES: Carbone, Koza, Byrom, Cade, and Thumann. NAYS: None. The motion carried. 3.Consideration and Possible Action - Resolution No. R2025-40 - A Resolution of the City Council of the City of Pearland, Texas, adopting the City of Pearland Strategic Priorities promulgated during the City's 2025 Annual Planning Retreat. Councilmember Byrom made the motion, seconded by Councilmember Cade to approve Resolution No. R2025-40. Presentation was provided by Trent Epperson, City Manager and Megan Flowers-Phillips, Chief of Staff. AYES: Carbone, Koza, Byrom, Cade, and Thumann. NAYS: None. The motion carried. IX.OTHER BUSINESS There were no other business items. X.MAYOR/COUNCIL ISSUES FOR CITY COUNCIL DISCUSSION There were no issues to discuss. Conducted. Council returned from Executive Session at 8:21 p.m. XII.ADJOURNMENT Mayor Cole adjourned the meeting at 8:21 p.m. The Minutes were approved on this the 24th day of March 2025.
