MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS,
HELD ON AUGUST 21, 1978, AT 7:30 P.M. IN THE CITY HALL, 2335 N. TEXAS AVENUE,
PEARLAND, TEXAS.
The meeting was called to order with the following present:

1. FINAL PLATS OF PARKVIEW, SECTIONS I, II, AND III.
2. REQUEST BY SOUTH TEXAS PIPE LINE TO PLACE PRODUCT PIPELINES
ALONG DIXIE FARM ROAD.
FINAL PLATS OF PARKVIEW SUBDIVISION, SECTIONS I, II, AND III:
The final plats of Parkview Subdivision, Sections I, II, and III were brought
before the City Council for approval. The corrections requested by the City
Engineer had been made and the plats approved by the Planning and Zoning Commission.
It was moved by Councilman Farley, seconded by Councilman Frauenberger that the
Final Plats of Parkview Subdivision, Sections I, II, and III be approved by the
City Council. Motion passed 5 to 0.
REQUEST BY SOUTH TEXAS PIPE LINE TO PLACE PRODUCT PIPELINES ALONG DIXIE FARM RD:
Mayor Reid read a letter dated August 17, 1978, from Malcolm Collins, P. E., City
Engineer, wherein he stated that due to a proposed sewer trunk line he felt that
an Ethylene pipeline should not be installed along the side of Dixie Farm Road.
City Manager Wolff advised that he felt Mr. Collin's letter adequately states the
situation; however, one other consideration should be given to this situation.
Since ethylene gas is heavier than air, there is a possibility that it might
seep through cracks in the ground and get into the sanitary sewer line and travel
down the sewer line all the way to the plant. This would create an explosive
atmosphere.
It was moved by Councilman Farley, seconded by Councilman Wilson that based upon
the hazards and the recommendation of the City Engineer that the request by
South Texas Pipe Line to place pipelines along Dixie Farm Road be denied. Motion
passed 5 to 0.
