MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS,
HELD ON AUGUST 7, 1978, AT 7:30 P.M. IN THE CITY HALL, 2335 N. TEXAS AVENUE,
PEARLAND. TEXAS.
The meeting was called to order with the following present:

1. PRESENTATION OF 1978 TAX ROLL BY BOARD OF EQUALIZATION.
2. EXECUTIVE SESSION - TEXAS OPEN MEETING'S LAW, SECTION 2,
SUBSECTION (e) LEGAL AND SECTION 2, SUBSECTION (g) PERSONNEL.
3. REPORT BY CITY MANAGER ON HOUSTON LIGHTING & POWER RATE CASE.
PRESENTATION OF TAX ROLL FOR 1978:
The 1978 Tax Roll was submitted to the City Council for approval. The Board of
Equalization by statement August 7, 1978 approved the following Tax Roll for
1978. Said Tax Roll was certified by the Tax Assessor -Collector as follows:

LAND $ 46,351,149
IMPROVEMENTS 72,887,829
PERSONAL PROPERTY 22,435,952
TOTAL TAX ROLL $ 141,674,930
Chairman of the Equalization Board, Ralph Wemhoff, stated that he wished the
records to show that the Equalization Board felt that Southwestern Appraisals
had been very efficient with its job of reappraisal for the City.
Mr. Toby Lytle, a member of the Board, expressed his satisfaction with the job
done by Southwestern Appraisals and complemented the Tax Assessor -Collector
and his staff on the courtesy extended and information furnished the citizens
calling about their tax values.
Mayor Reid thanked members of the Equalization Board for their service to the City.
It was moved by Councilman McComb, seconded by Councilman Frauenberger that the
Tax Roll for 1978 as approved by the Equalization Board and Certified by the
Tax Assessor -Collector be accepted. Motion passed 4 to 0.
EXECUTIVE SESSION - TEXAS OPEN MEETING'S LAW, SECTION 2, SUBSECTION (e) LEGAL
AND SECTION 2, SUBSECTION (g) PERSONNEL:
Recessed at 7:40 P.M. - Reconvened at 9:20 P.M.
HOUSTON LIGHTING AND POWER RATE CASE:
It was moved by Councilman Frauenberger, seconded by Councilman McComb that the
City of Pearland become an active and named intervenor in the Houston Lighting
and Power rate case presently pending before the Texas Public Utility Commission,
and further, that the City Manager be authorized to commit the expenditure of a
maximum of 5¢ per citizen based on the 1970 population, for the cost necessary
to participate in this suit, and that a formal Resolution be drafted by the
City Attorney to formally evidence this intent. Motion passed 4 to 0.
