A Resolution of the City Council of the City of Pearland, Texas, amending a
Construction Manager at Risk contract (Barry Rose Water Reclamation Facility
and Longwood Water Reclamation Facility Decommission Project Project)
with McCarthy Building Companies; establishing a Guaranteed Maximum
Price 2 (GMP 2) in the amount of $126,643,050.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Council hereby amends a Construction Manager at Risk
contract with McCarthy Building Companies; establishing a GMP 2 in the amount of
$126,643,050.00.
Section 2. The City Manager or his designee is hereby authorized to execute an
amended Construction Manager at Risk contract for the Barry Rose Water Reclamation Facility
Project.
PASSED, APPROVED and ADOPTED this the 17th day of February, A.D., 2025.

Project Executive Summary
GMP 2 Balance of Plant Package: $126,643,050.00
The Barry Rose WRF Replacement and Expansion and Longwood WRF Decommissioning Project-
Guaranteed Maximum Price (GMP 2) Proposal is based on the scope of work associated with the
new construction of various process and ancillary structures at the Barry Rose WRF located at 1975
Pearland Pkwy, a new pump station and ancillary structures at the Longwood WRF located at 2727
Dixie Farm Rd, and the required modifications to both existing facilities required to tie-in and divert
flow, as outlined in the following documents:

Decommissioning Balance of Plant (BOP) IFB (GMP 2) Submittal Drawings, Project No.
PRL23245, June 7, 2024. Prepared by Freese and Nichols, Inc.
2. City of Pearland, Texas, Project Manual for Barry Rose WRF Replacement, Expansion and
Longwood WRF Decommissioning Balance of Plant (BOP) IFB (GMP 2), Volume 1&2, June 7,

General Description of the work: (refer to listed Work Categories above)
1. Barry Rose WRF – new administration building and process structures including influent lift
station, headworks, splitter box, SBR blower, ASHT and dewatering, odor control, filters, NPW
and UV. Includes yard piping, paving, landscaping, fencing, and ancillary structures.
2. Longwood Lift Station – new pump station including associated yard piping, paving, fencing,
and ancillary structures.
Work category bid package documents were publicly advertised on August 28, 2024, September 4,
2024, and September 11, 2024. Bidders submitted both pricing and qualifications to comply with the
best value selection criteria.
McCarthy held pre-bid meetings with all interested subcontractors and vendors on September 04,
2024 and on September 11, 2024, and reviewed the bid package contents and requirements.
Bid proposals for Work categories 2-01A through 2-46B were received from bidders on Oct. 17, 2024.
Bids were submitted via the City of Pearland E-Bids account and were opened privately as part of the
best value selection process.
