IV. CITIZEN COMMENTS
In order to hear all citizen comments at a reasonable hour, the City Council requests
that speakers respect the three-minute time limit for individual comments and the five-
minute time limit for an individual speaking on behalf of a group. This is not a
question-answer session, however, it is an opportunity to voice your thoughts with City
Council.
V. CONSENT AGENDA
All items listed under the “Consent Agenda” are considered to be routine and require
little or no deliberation by the City Council. These items will be enacted/approved by
one motion unless a councilmember requests separate action on an item, in which
event the item will be removed from the Consent Agenda and considered by separate
action (VI. Matters Removed from Consent Agenda). Approval of the Consent Agenda
enacts the items of legislation.
A. Consideration and Possible Action - Approval of the minutes of the Pearland
City Council Workshop held on January 27, 2025, City Council Regular
Meeting held on January 27, 2025, City Council Workshop held on January 31,
2025, and City Council Special Meeting held on February 1, 2025.

B. Consideration and Possible Action - Resolution No. R2025-26 - A
Resolution of the City Council of the City of Pearland, Texas, ordering a
City Council Regular Meeting - Feb 10 2025
General Election to be held on the 3rd day of May 2025, establishing the
procedure; and providing for other related matters related thereto.

C. Consideration and Possible Action - Resolution No. R2025-24 - A
Resolution of the City Council of the City of Pearland, Texas, authorizing a 3-
year (1-year initial term with two (2) 1-year renewals) Software Maintenance
Contract with Trihedral, Inc., in the estimated amount of $70,022.00 annually
(total estimated cost of $210,066.00).

1. Consideration and Possible Action - Second and Final Reading of
Ordinance No. 2000M-267 - An Ordinance of the City Council of the City of
Pearland, Texas, amending Ordinance No. 2000M, the zoning map of the City
of Pearland, Texas, for the purpose of changing the classification of certain
property; being a 7.573 acre (329,887 square feet) tract, out of Lot 15, lying
west of State Highway #35, out of the L.W. Murdock Subdivision, Volume 29,
Page 175, Brazoria County Deed Records, in the A.C.H. & B. Railroad Survey,
Section II, Abstract 507, Brazoria County, Texas, said 7.583 acres being that
same tract described in a deed recorded in Volume 1259, Page 139 of the
Brazoria County Deed Records (located at the Northwest Corner of Main
Street and Bailey Road, Pearland, Texas). Zone Change Application No.
ZONE 24-19, a request by Will Benson, applicant, on behalf of JM Projects,
LLC., owner, for approval of a zone change from Heavy Industrial (M-2)
District to General Commercial (GC) District; providing for an amendment of
the zoning district map; containing a savings clause, a severability clause, and
an effective date and other provisions related to the subject.

2. Consideration and Possible Action - First Reading of Ordinance No. 1591-
1 - An Ordinance of the City Council of the City of Pearland, Texas, amending
Water Conservation Plan and a Drought Contingency/Water Emergency
Response Plan (collectively, the “Plans”) for the City of Pearland to promote
responsible use of water and to provide for penalties and/or the disconnection
of water service for noncompliance with the provisions of the Water
Conservation and Drought Contingency/Water Emergency Response Plan.

VIII. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE
The City Council will now hold a closed executive meeting pursuant to the provision of

Texas Government Code. This said Notice was posted at City Hall, 3519 Liberty Dr., Pearland,
Texas 77581 on February 7, 2025 by 5:00 p.m. and remained so posted continuously for at
least 72 hours proceeding the scheduled time of said meeting.
