HomeMy WebLinkAbout2024-11-18 City Council and Planning and Zoning Joint Workshop Meeting Minutes Pearland City Council and Planning and Zoning Minutes November 18, 2024 CITY OF PEARLAND, TEXAS CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PLANNED DEVELOPMENT WORKSHOP MEETING MINUTES NOVEMBER 18, 2024 The City Council and the Planning and Zoning Commission of Pearland, Texas convened in a meeting on Monday, November 18, 2024 at the Pearland City Hall Council Chambers, 3519 Liberty Drive, Pearland, Texas. The following represents the actions taken by City Council and Planning and Zoning Commission in the order they occurred during the meeting. All motions are made by Council and Planning and Zoning in consecutive order, as determined by the Mayor. I. CALL TO ORDER Mayor J. Kevin Cole called the meeting to order at 4:00 p.m. II. ROLL CALL AND CERTIFICATION OF QUORUM - CITY COUNCIL Mayor J. Kevin Cole Mayor Pro-Tem Tony Carbone Councilmember Mona Chavarria Councilmember Clint Byrom Councilmember Layni Cade Councilmember Rushi Patel City Manager Trent Epperson Deputy City Attorney Lawrence Provins Deputy City Secretary Gladis Sanchez All members were present except for Councilmember Joseph Koza and Councilmember Chad Thumann. III. ROLL CALL AND CERTIFICATION OF QUORUM - PLANNING AND ZONING COMMISSION Chair Henry Fuertes Commissioner Darrell Isenberg Commissioner John McDonald Commissioner Tommy Echols Commissioner Trey Haskins Commissioner Jennifer Henrichs All members were present except Commissioner Jenifer Stockdick. IV. CITIZEN COMMENTS Jeff Potts, 1801 Adamo Lane, expressed his concern regarding the proposed development for a townhouse-style multi-family residential community at 8210 McHard. V. PURPOSE OF THE WORKSHOP NO. 1 1. Discussion: A request by Andrew Allemand, Beacon Land Services, LLC, applicant, on behalf of BE GP I, LLC, owner, for a Planned Development Workshop as required by the Unified Development Code, regarding a proposed development for a townhouse-style multi-family residential community consisting of 101 units, on approximately 7.9731 acres of land, to wit: Legal Description: A 7.9731-acre tract of land, being part of Lots 17 & 18 out of the Allison-Richey Gulf Coast Home Company Subdivision, Section 19, situated in the H.T. & B.R.R. Co. Survey, Abstract 243, according to the map or plat recorded in Volume 2, Page 23, of the Plat records of Brazoria County, Texas. General Location: 8210 McHard Road, Pearland, Texas. Presentation was provided by Katya Copeland, Planning Manager and Martin Griggs, Deputy Director of Community Development. The applicant, Andrew Allemand, Owner/Project Manager with Beacon Land Services, LLC., was present to answer questions from the Council and Commissioners. 2. Discussion: A request by Peter Billipp, Skyhawk Partners, applicant, on behalf of Dolmar Legacy LP, RAMLZM LP, NMCRDC LP, David W. Ley, and Beltway Land Partners LTD., owners, for a Planned Development Workshop as required by the Unified Development Code, regarding a proposed addendum to the LNR Clear Creek Spectrum Planned Development to incorporate approximately 39.93 acres into the PD, to wit: Legal Description: 39.93 acres of land, being Tract 5, Block 1, Tracts 1M- 1P, Block 2, Tracts 2A-2I, Block 2, and Tracts 3 & 4, Block 2 of the Parker Subdivision, being situated within the James Hamilton Survey, Abstract No. 881, Harris County, Texas. General Location: Southwest Corner of South Sam Houston Parkway & Promenade Shops Drive, Pearland, Texas. Presentation was provided by Martin Griggs, Deputy Director of Community Development and Vance Wyly, Director of Community Development. Peter Billipp, Founder and Managing Partner with Skyhawk Partners; David Ley, property owner; and Trent Perez, Principal with Dunaway were present to answer questions from the Council and Commissioners.
