RESOLUTION NO. R2024-233 A Resolution of the City Council of the City of Pearland, Texas, authorizing a contract with Ardurra Group, Inc., for professional services associated with the Hughes Road Widening Project (Pearland Parkway to Pearland City Limit), in the estimated amount of $1,433,711.28. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain contract for professional services associated with the Hughes Road Widening Project, a copy of which is attached hereto as Exhibit “A” and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute and the City Secretary to attest a contract for professional services associated with Hughes Road Widening Project. Revised 04/2019 CONTRACT FOR PROFESSIONAL SERVICES THIS CONTRACT is entered into upon final execution by and between the City of Pearland ("CITY") and Ardurra Group, Inc. ("CONSULTANT"). The CITY engages the CONSULTANT to perform professional services for a project known and described as Hughes Road Widening from Pearland Parkway to City Limit ("PROJECT"). (Project #TR2303) (Contract #P1025-02) SECTION I - SERVICES OF THE CONSULTANT The CONSULTANT shall perform the following professional services to CITY standards and in accordance with the degree of care and skill that a professional in Texas would exercise under the same or similar circumstances: A.The CONSULTANT shall provide professional engineering services to prepare contruction plan for Hughes Road Widening from Pearland Parkway to City Limit. See Exhibit A, attached, for a detailed SCOPE OF WORK and PROJECT schedule. The PROJECT schedule shall be submitted in digital and hard copy form in the Microsoft Project for Windows format. B.The CONSULTANT shall prepare and submit a detailed opinion of estimated cost of the PROJECT. C.The CONSULTANT acknowledges that the CITY (through its employee handbook) considers the following to be misconduct that is grounds for termination of a CITY employee: Any fraud, forgery, misappropriation of funds, receiving payment for services not performed or for hours not worked, mishandling or untruthful reporting of money transactions, destruction of assets, embezzlement, accepting materials of value from vendors, or consultants, and/or collecting reimbursement of expenses made for the benefit of the CITY. The CONSULTANT agrees that it will not, directly or indirectly; encourage a CITY employee to engage in such misconduct. D.The CONSULTANT shall submit all final construction documents in both hard copy and electronic format. Plans shall be AutoCAD compatible and all other documents shall be Microsoft Office compatible. The software version used shall be compatible to current CITY standards. Other support documents, for example, structural calculations, drainage reports and geotechnical reports, shall be submitted in hard copy only. All Record Drawings electronic files shall be submitted to the CITY in TIF format. E.The CONSULTANT recognizes that all drawings, special provisions, field survey notes, reports, estimates and any and all other documents or work product generated by the CONSULTANT under the CONTRACT shall be delivered to the CITY upon request, shall become subject to the Open Records Laws of this State. Docusign Envelope ID: 7E41BA96-497C-4E77-B732-E0233D3A0771 Design 2 of 7 D2 Revised 04/2019 F.The CONSULTANT shall procure and maintain for the duration of this Agreement, insurance against claims for injuries to persons, damages to property, or any errors and omissions relating to the performance of any work by the CONSULTANT, its agents, employees or subcontractors under this Agreement, as follows: (1)Workers’ Compensation as required by law. (2)Professional Liability Insurance in an amount not less than $1,000,000 in the aggregate. (3)Comprehensive General Liability and Property Damage Insurance with minimum limits of $1,000,000 for injury or death of any one person, $1,000,000 for each occurrence, and $1,000,000 for each occurrence of damage to or destruction of property. (4)Comprehensive Automobile and Truck Liability Insurance covering owned, hired, and non-owned vehicles, with minimum limits of $1,000,000 for injury or death of any one person, $1,000,000 for each occurrence, and $1,000,000 for property damage. The CONSULTANT shall include the CITY as an additional insured under the policies, with the exception of the Professional Liability Insurance and Workers’ Compensation. The CONSULTANT shall agree to waive its Right to Subrogation. Certificates of Insurance and endorsements shall be furnished to the CITY before work commences. Each insurance policy shall be endorsed to state that coverage shall not be suspended, voided, canceled, and/or reduced in coverage or in limits (“Change in Coverage”) except with prior written consent of the CITY and only after the CITY has been provided with written notice of such Change in Coverage, such notice to be sent to the CITY either by hand delivery to the City Manager or by certified mail, return receipt requested, and received by the City no fewer than thirty (30) days prior to the effective date of such Change in Coverage. Prior to commencing services under this CONTRACT, CONSULTANT shall furnish CITY with Certificates of Insurance, or formal endorsements as required by this CONTRACT, issued by CONSULTANT’S insurer(s), as evidence that policies providing the required coverage, conditions, and limits required by this CONTRACT are in full force and effect. G.The CONSULTANT shall indemnify and hold the CITY, its officers, agents, and employees, harmless from any claim, loss, damage, suit, and liability of every kind for which CONSULTANT is legally liable, including all expenses of litigation, court costs, and attorney's fees, for injury to or death of any person, for damage to any property, or errors in design, any of which are caused by the negligent act or omission of the CONSULTANT, his officers, employees, agents, or subcontractors under this CONTRACT. Docusign Envelope ID: 7E41BA96-497C-4E77-B732-E0233D3A0771 Design 3 of 7 D2 Revised 04/2019 All parties intend that the CONSULTANT, in performing services pursuant to this CONTRACT, shall act as an independent contractor and shall have control of its own work and the manner in which it is performed. The CONSULTANT is not to be considered an agent or employee of the CITY. SECTION II - PERIOD OF SERVICE This CONTRACT will be binding upon execution and end November 11, 2028. SECTION III - CONSULTANT'S COMPENSATION A.The total compensation for the services performed shall not exceed the total noted in Section B. B.The CITY shall pay the CONSULTANT in installments based upon monthly progress reports and detailed invoices submitted by the CONSULTANT based upon the following: 1.Basic Services (Not to Exceed)$ 748,392.00 2. Additional Services shall require independent and specific authorization and shall be billed as (Not to Exceed): 3. Bid Phase Services (Hourly Not to Exceed) 4. Construction Phase Services (Hourly Not to Exceed) 5. Reimbursable Expenses (Not to Exceed) 6.Total:$1,433,711.28 C.The CITY shall make payments to the CONSULTANT within thirty (30) days after receipt and approval of a detailed invoice. Invoices shall be submitted on a monthly basis. D.CONSULTANT shall invoice for work performed during the preceding thirty day period (“Billing Period”). The Billing Period shall run from the 26th day to the 25th day of each consecutive month. Invoices shall be submitted to CITY not more frequently than once every 30 days. CONSULTANT shall be responsible for timely submittal of all invoices and CONSULTANT shall not be entitled to payment for invoices in arrears. All invoices shall reflect most recent single Billing Period only and represent the true, correct and accurate account of work performed during the Billing Period. E.For an agreed contract amount identified as “Lump Sum”, Not to Exceed” and “Reimbursable” the CONSULTANT shall not exceed the fixed contractual amount without written authorization in the form of a Contract Amendment. CONSULTANT shall be responsible for ensuring that such authorization is complete and executed by all parties performing any work or submitting any invoices for work that exceeds the fixed contract amount under any expense category. F.Allowable Reimbursable Expenses CONSULTANT shall identify and include in the proposal any anticipated Reimbursable Expenses, and shall itemize Reimbursable Expenses by work category. Reimbursable Expenses shall be invoiced AT COST without subsequent markup by the CONSULTANT. All invoices containing a request for Reimbursable Expenses shall include copies of the original expense receipts itemized per the allowable category. Allowable Reimbursable Expenses include: •Hard copy reproductions, copies and/ or binding costs •Postage •Mileage, for travel from Consultant’s local office (within a 25 mile radius) to meetings at the City or job-site. Mileage shall be charged at the current IRS rates. •Travel expenses, mileage from local office to State or federal regulatory agency office beyond 100 miles. •Lodging expenses, for destinations beyond 100 miles from the Consultant’s local office AND when business hours exceed eight hours within one business day OR requires more than one eight hour day. F.2. Disallowed Expenses Disallowed Expenses include travel expenses for professional expertise traveling into the greater Houston area from Consultant offices outside of the greater Houston area. SECTION IV - THE CITY'S RESPONSIBILITIES A.The CITY shall designate a project manager during the term of this CONTRACT. The project manager has the authority to administer this CONTRACT and shall monitor compliance with all terms and conditions stated herein. All requests for information from or a decision by the CITY on any aspect of the work shall be directed to the project manager. B.The CITY shall review submittals by the CONSULTANT and provide prompt response to questions and rendering of decisions pertaining thereto, to minimize delay in the progress of the CONSULTANT'S work. The CITY will keep the CONSULTANT advised concerning the progress of the CITY'S review of the work. The CONSULTANT agrees that the CITY'S inspection, review, acceptance or approval of CONSULTANT'S work shall not relieve CONSULTANT'S Docusign Envelope ID: 7E41BA96-497C-4E77-B732-E0233D3A0771 Design 5 of 7 D2 Revised 04/2019 responsibility for errors or omissions of the CONSULTANT or its sub- consultant(s) or in any way affect the CONSULTANT’S status as an independent contractor of the CITY. SECTION V - TERMINATION A.The CITY, at its sole discretion, may terminate this CONTRACT for any reason -- with or without cause -- by delivering written notice to CONSULTANT personally or by certified mail at 11750 Katy Freeway, Suite 300, Houston, Texas 77079. Immediately after receiving such written notice, the CONSULTANT shall discontinue providing the services under this CONTRACT. B.If this CONTRACT is terminated, CONSULTANT shall deliver to the CITY all drawings, special provisions, field survey notes, reports, estimates and any and all other documents or work product generated by the CONSULTANT under the CONTRACT, entirely or partially completed, together with all unused materials supplied by the CITY on or before the 15th day following termination of the CONTRACT. C.In the event of such termination, the CONSULTANT shall be paid for services performed prior to receipt of the written notice of termination. The CITY shall make final payment within sixty (60) days after the CONSULTANT has delivered to the CITY a detailed invoice for services rendered and the documents or work product generated by the CONSULTANT under the CONTRACT. D.If the remuneration scheduled under this contract is based upon a fixed fee or definitely ascertainable sum, the portion of such sum payable shall be proportionate to the percentage of services completed by the CONSULTANT based upon the scope of work. E.In the event this CONTRACT is terminated, the CITY shall have the option of completing the work, or entering into a CONTRACT with another party for the completion of the work. If the CITY terminates this CONTRACT for cause and/or if the CONSULTANT breaches any provision of this CONTRACT, then the CITY shall have all rights and remedies in law and/or equity against CONSULTANT. Venue for any action or dispute arising out of or relating to this CONTRACT shall be in Brazoria County, Texas. The laws of the State of Texas shall govern the terms of this CONTRACT. The prevailing party in the action shall be entitled to recover its actual damages with interest, attorney’s fees, costs and expenses incurred in connection with the dispute and/or action. CONSULTANT and CITY desire an expeditious means to resolve any disputes that may arise between under this CONTRACT. To accomplish this, the parties agree to mediation as follows: If a dispute arises out of or relates to this CONTRACT, or the breach thereof, and if the dispute cannot be settled through negotiation, then the parties agree first to try in good faith, and before pursuing any legal remedies, to settle the dispute by mediation of a third party who will be selected by agreement of the parties. This CONTRACT may be amended only by written instrument signed by both parties. SECTION VII – COVENANT AGAINST CONTINGENT FEES The CONSULTANT affirms that he has not employed or retained any company or person, other than a bona fide employee working for the CONSULTANT to solicit or secure this CONTRACT, and that he has not paid or agreed to pay any company or person, other than a bona fide employee, any fee, commission, percentage brokerage fee, gift, or any other consideration, contingent upon or resulting from the award or making of the CONTRACT. For breach or violation of this clause, the CITY may terminate this CONTRACT without liability, and in its discretion, may deduct from the CONTRACT price or consideration, or otherwise recover, the full amount of such fee, commission, percentage brokerage fee, gift, or contingent fee that has been paid. Per your request, the proposed scope of services to be provided for the project is presented as Exhibit A and the corresponding fee proposal is presented as Exhibit B. UNDERSTANDING Based on our discussions, it is our understanding that the segment of Hughes Road between Melillo Middle School and Pearland Parkway is to be expanded to be a standard boulevard section including the widening of the bridge over Clear Creek. A detailed scope of work has been prepared and has been included as Exhibit A. PROJECT FEE AND SCHEDULE ARDURRA will provide the proposed professional engineering services listed above for a lump sum fee of $1,433,711 (including expenses). The level of effort to develop the project fee has been included as Exhibit B. We will submit monthly invoices on a project percentage complete basis. We propose to start work immediately as soon as we receive notice to proceed (NTP). This time does not include any review time by review agencies. The proposed project schedule is 6 months for the Preliminary Engineering Report and 12 months for the Phase II engineering services (total 18 months for design). Currently, we estimate 2 months for the bid phase and another 12 months for construction. However, the traffic signals and intersections will be ready for bid by December 2025. Practice Director Attachments Exhibit A Docusign Envelope ID: 7E41BA96-497C-4E77-B732-E0233D3A0771 EXHIBIT “A” SCOPE OF SERVICES AND DELIVERABLE DOCUMENTS CITY OF PEARLAND HUGHES ROAD IMPROVEMENTS A.General The Engineer shall provide professional engineering services as described in the Contract, and as further defined by this Attachment A, Scope of Services. Reference to City Engineer throughout document refers to the City Engineer of City of Pearland. Reference to Engineer throughout document refers to the Ardurra Engineering team. B.Description of Project The Project generally is described as follows, based on City of Pearland Hughes Road Technical Memorandum dated February 2023, for the proposed improvements: Construction of roadway widening of Hughes Road from west of Pearland Parkway to the eastern City limits, including widening the current roadway from 2 lanes to a 4-lane boulevard section along with a 6-ft sidewalk along the northern side of the road. The proposed typical sections consist of a curbed roadway, four 12-foot travel lanes, a 22-foot raised median, 6-foot-wide sidewalks, and a 4-foot safety buffer. Additional improvements required for the project include, but are not limited to, a bridge over Clear Creek that mirrors the existing bridge, a sidewalk connection with retaining wall to Green Tee Terrace Trail, landscaping, irrigation, and utility relocations within the project limits, and the installation of raised medians throughout the project to match existing. The scope also includes intersection improvements, replacing the northbound right-turn-only lane at Riverstone Falls Drive with a through lane, and the removal of pavement markings near the intersection of Riverstone Falls Drive to create a through lane, modifications to turn lanes at the Pearland Parkway intersection. Additionally, pedestrian crossing pavement markings are proposed at Riverstone Fall Drive and at Alexander Ridge Lane, and Left turn median openings are proposed at Harbor Ridge Drive leading into Enclave at Highland Glen. Intersection improvements include modification of signal at Pearland Parkway, Alexander Ridge Lane and Riverstone Falls Drive. A 12-inch force main relocation, updating existing drainage design to City of Pearland’s design standards, storm water detention and floodplain mitigation of the proposed improvements together with corresponding drainage impact analysis, intersection and approach improvements, street lighting, existing sidewalk connections and related appurtenances will also be required for construction of the proposed improvements. The existing northern lanes from Alexander Ridge Lane to Riverstone Falls Drive are also expected to be replaced to accommodate detention Reinforced Concrete Boxes (RCBs), and pavement along the northern half of the intersections may need to be replaced to center the crown of the road. Standard design for SWPPP, Traffic Control Plan and will be part of the scope as well. No ROW acquisition is anticipated for the proposed roadway based on parcel lines and as-builts. However, this will need to be further analyzed at intersections during the design phase after survey. C.Review of Existing Information a)There is existing utility information, record drawings of previous contracts, and survey information which is available via the City’s CIS system. The City shall provide access to such information. It is the responsibility of the Engineer to gather this information from all available sources. It is expected that the investigative work involved in these previous engineering efforts will not be duplicated, except as included in this Scope of Services. D. Correspondence a) The Engineer shall reference the City's Project Title and City's Engineering & Planning Project Number on all correspondence and submittals. b) The Engineer shall manage the efforts of the Project team members and subconsultants, assign manpower, delegate responsibilities, review work progress, monitor conformance to the scope regarding the budget and schedule, and otherwise direct the progress of the work. c) Periodic meetings shall be held to review the progress of the engineering effort, or to address other issues which may arise. The City Project Manager shall initiate meetings that include the Engineer and his Consultants, and if necessary, the City Engineer and other applicable parties. The Engineer shall prepare and deliver meeting agenda in advance of the meeting, and record memorandum of decisions and action items to the City within 3 working days after each meeting. d) The Engineer shall notify the City Project Manager immediately of any deviation from the Scope of Engineering Services and Fee agreed to in this Scope of Services. The Engineer shall not perform services outside of the Contract scope without an Amendment to this Contract. e) Engineer shall route all written communication with regulatory agencies, neighborhood associations, and City Council through the City Project Manager. f) Submit invoices on City's standard form, or other approved format, to include a progress report documenting the status of each milestone and/or task noted in the fee schedule to record activities and deliverables completed within the invoice period and to note activities planned for next month. g) Engineer will assign a Project Manager that shall be the main point of contact throughout the duration of the project, including design through construction. Any changes to the assigned PM by Ardurra shall be communicated immediately to City’s Project Manager, and City’s Project Manager shall authorize such changes. All coordination between City and Ardurra, and vice-versa, shall be done by the project managers assigned to the project. BASIC SERVICES 1. Preliminary Phase Services a) Engineer shall meet with the City & external agencies including the County, State and other agencies to solicit the project related information. b) Engineer shall gather all the available information related to the project from the City. c) Engineer shall procure information for other agencies related to the proposed project. d) Engineer shall move forward with the design progress until concurrence from stakeholder, other jurisdictional agencies, and other utility agencies have provided responses with no objections to design plan. 2. Preliminary Engineering services Engineer shall prepare a Preliminary Engineering Report (PER), including exhibits, and attachments in support of the Paving and Drainage improvements for the Hughes Road from west of Pearland Parkway to the eastern City limits. The project is approximately 1.5 miles in length and includes the reconstruction and widening with concrete paving and curbs, storm sewers, sidewalks, street lighting, traffic signals and utilities. Scope of services is as follows: a) Field investigations Make field visits obtain existing conditions of roadway, drainage, sidewalks, utilities and other appurtenances. Field documentation will include field notes, and photographs of the project area. b) Existing Document Review Contact the City, TXDOT and Utility companies to obtain existing reports, drawings and surveys. Determine the condition of existing roadway, drainage, and other appurtenances in the project area based on the field investigations and existing documents review. Engineer shall develop the recommended paving and utilities improvement alternative recommended in Technical Docusign Envelope ID: 7E41BA96-497C-4E77-B732-E0233D3A0771 3 Memorandum dated February 2023. Ardurra will identify and seek the City approval if there is any deviation in design. c) Existing Utility Review Gather existing public utility information from known sources including the City database and as-built drawings. Gather existing private utility information from private utilities and as-built drawings. Coordinate with private utility companies to gather franchise utility information. Coordinate with water and wastewater utility planning groups to determine future needs and if existing lines need to be replaced or upsized. d) Existing Street and Traffic Review Gather information on existing right-of-way, existing pavement widths, street geometry, traffic volumes and bridges from Technical Memo report and other sources. e) Surveying Topographic surveying will be performed in accordance with City requirements. Topographic survey will be used in developing the Schematic Plans. Scope of Surveying is included in Additional Services. f) Existing Drainage Analysis Review Verify the watershed and prepare a Drainage Area Map using the information provided in the Technical Memo Report. Identify any changes to Drainage Area Map and discuss with the City. Review the hydrology and hydraulics performed in the Technical Memo Report and identify the level of services of existing drainage system for 2-year and 100-year rainfall events. g) Environmental Engineering Phase I Environmental Site Assessment (ESA) will be performed in accordance with City requirements. Findings from the Phase I ESA investigation will be summarized in the report. Scope of Phase I ESA Investigation is included in Additional Services. h) Geotechnical Investigation Geotechnical investigations will be performed in accordance with the City requirements. Findings from the geotechnical investigation will be summarized in the report. Geotechnical recommendations will be considered in designing the pavement, utilities, and earthwork within the project limits. Scope of Geotechnical Investigation is included in Additional Services. i) Proposed Roadway Improvements Review Engineer shall confirm the proposed design as recommended in the Technical Memo Report. The PER will include additional items which are not addressed in the Technical Memo Report or require further details. The report will discuss any substantive changes to the Technical Memo solution. j) Proposed Utility Improvements Review Review recommendation proposed in the Technical Memo Report for water and wastewater. Identify any other improvements required and discuss with the City. Identify the critical locations and possible relocations of existing utilities to accommodate proposed improvements. k) Proposed Condition Street and Traffic Review Identify the locations for additional right-of-way. Review and confirm the proposed pavement alternative recommended in the Technical Memo Report will not require any substantive changes. If any issues with the recommended alternative, recommend a new solution and discuss with the City. The roadway elements design shall conform to the City requirements. Sidewalk shall be designed per City guidelines. Conduct field visits to evaluate the level of development at each access point in addition to aerial photography analysis. Develop exhibits depicting existing conditions including lane configurations, traffic volumes, and Driveway Density, etc. Develop exhibits depicting proposed conditions including recommended median closure locations, consolidation of driveways (if there are opportunities that benefit a given property). Perform qualitative analysis of traffic operations and demand at the proposed median closure locations. Evaluate driveway and median consolidations along the study limits. Prepare a draft Access Management Study report documenting data collection, study methodology, findings and recommendations for the City review; m)Proposed Drainage Analysis Review the drainage improvement recommended in the Technical Memo Report and identify any substantive changes to solution developed. If any issues with recommended alternative, propose other alternatives for drainage improvements. n)Coordinate with Brazoria Drainage District 4 and HCFCD Engineer shall coordinate with HCFCD and Brazoria Drainage District 4 during all phases of the project. The engineer shall coordinate with HCFCD, Brazoria Drainage District 4, and any other agency as may be required for their review and approval of the plans. o)Traffic Control Describe general phasing traffic construction phasing plan. Identify the disruptions to business and measures to address the concerns. p)Storm Water Pollution Prevention Plan Describe general approach of Strom Water Pollution Plan. q)Tree protection plan Describe the potential impact on existing trees and landscaping and discuss general approach to protecting during construction of the project. Note all tree removals and why no other options exist. When authorized, coordinate with the City to determine location of trees to be relocated. r)Real Estate Acquisition Review the real estate acquisition recommended in the Technical Memo and identify if any additional right-of-way acquisition is required. s)Inter-Agency Coordination with City Project Manager Coordinate with the City to obtain information on all projects in the vicinity of this project and the corresponding schedules. Evaluate the impacts of those projects on the current project. Provide recommendations on if any of the planned projects should be accelerated or delayed after looking at the “big picture” so as not to disrupt the residents for extended periods due to construction. t)Estimated Construction Cost Provide the Engineer’s Opinion of Probable Construction Cost at Schematic (20% contingency), 60% (15% contingency) and 90% (10% contingency), and 100% design for the project. u)Review Meeting Present the status of the of the project to include, but not limited to, Survey/Right-of-Way Maps, Roadway Alignment, Geotechnical, Environmental Site Assessment, Traffic Studies, Drainage Concept, Drainage Report, Utilities, and Variances. Review constructability Review cost estimates v) Preliminary Engineering Report (PER) Develop a technical memo containing following exhibits and attachments: This description should be included under draft PER. Final PER scope should only include incorporation of City comments and number of copies. Location Map- citywide map with project location noted and freeways labeled. Include Council District boundaries and letter designation. Vicinity Map-Neighborhood level map with project boundary and streets labeled. Identify watershed, receiving drainage system, Key Map, and GIMS Facet Numbers. Proposed Drainage Area Map – If drainage area boundaries or overland flow characteristics are proposed to be modified by the project, provide a proposed drainage area map in a format that clearly shows the project drainage area boundaries at the inlet level, 2-yr flow direction arrows, the area (acres), and 2-yr flow rate (cfs) into each inlet, 100- yr sheet flow arrows, and any offsite flow contributing to the storm water drainage system. Be sure to identify overland flow path and street conveyance characteristics. Include floodplain boundaries if applicable. Public Utility Map – An exhibit in one-line detail that clearly shows overall layout of all existing public utilities, including water, wastewater, storm, and all appurtenances. Private Utility Map - An exhibit in one-line detail that clearly shows overall layout of all existing private utilities in the project area. The Engineer shall request private utility location information from the owning franchise and include the exhibit in the PER. Typical Cross-Sections – Show horizontal dimensions, pavement structure makeup and thickness, typical locations of existing and proposed buried utilities, right-of-way and easements, sidewalks, shoulders and drainage ditches. Floodplain Maps – 100-yr floodplain limits from FEMA’s FIRM (if project located in 1% flood hazard area then show more frequent flood limits.) Utility Tables: Provide a table of the existing utilities. The table shall include ID number for the potential conflicts, stations at the left right-of-way, the centerline, and right right-of-way, the utility in conflict, the owner of the utility, contact name, address, phone number, and email address, notes, and an estimated cost to relocate if necessary. Identify the conflict on the conceptual layout with the ID number. ROW Acquisition Table: Provide a table of parcels to be acquired for those parcels intersecting the proposed ROW line. The table shall include a parcel ID number, acreage (and square footage) to be acquired, acreage of the parent tract, acreage remaining of the parent tract, current owner, recording information, current floodplain zone, notes, estimate cost of acquisition of the tract. The table shall be accompanied by preliminary Right-of-Way maps. The maps shall not include any abstracting at this time. Environmental Site Assessment Report: Identify potential environmental issues. This should include obvious hazardous materials concerns. Variances: Should any variances be required, these shall be clearly identified in the Preliminary Engineering Report. The variance shall include the variance sought along with the reasons the variance is necessary. The requested should include support documentation from other design guidelines and any risk associated with the request. w) Schematic Plans Prepare schematic design plan and profile drawings to scale on 11-in x 17-in page size. The drawings shall adhere to the graphic requirements as required by current City design criteria. All existing infrastructure and utilities in plan and profile shall be shown as required by current City design criteria. Plan view will include, but not limited to, the following: o Storm sewer, water line, and sanitary sewer with size and material identified. o Manholes with node identification and rim and invert flow line elevations. o Centerlines of roadside ditches with arrows indicating direction of flow. o Existing and proposed right-of-way and easements, edge of pavement and medians. Profile view will include the following: o Storm sewer with size and material identified, and water line and sanitary sewer at all critical locations. o Pavement grades. o Flowlines of roadside ditches. o Design rainfall hydraulic grade line and extreme storm event water surface elevation. o Clearly identify and describe the potential conflicts and critical locates between proposed storm sewer and existing public and private utilities. Include the location of the water and wastewater improvements. OPCC, drainage map, typical sections, project layout, back sidewalk profile, intersection layout, cross sections, Docusign Envelope ID: 7E41BA96-497C-4E77-B732-E0233D3A0771 6 preliminary landscape plans, survey and Geotech bore locations. 3. Phase II Design Phase II Final Design will consist of 60%, 90 and 100% developing design, design basis memo and construction bid documents, including plans, specifications, and estimates (PS&E), for the paving and sewer reconstruction. The final design and construction bid documents will include the PS&E and all required bid forms. All the drawings and documents will to the City standard requirements. Engineer will share each design submittal via Bluebeam session. City will review the documents and provide comments. Engineer will address City’s comments and provide a comment/response log in excel or pdf for every design submittal review and will submit that with the subsequent design submittal. Specific Basic service tasks for development of the paving and sewer reconstruction package will include, but not limited to: a) Meetings, Coordination and Management Development of the project will require meetings and coordination occurring both in person and by telephone. Regular meetings will occur to document and confirm the project status and progress. Additional meetings will occur for coordination with other agencies, utility owners, and other affected stakeholders. All meeting shall include City’s Project Manager. Meetings related to the project will be monthly. Engineer shall perform coordination necessary to obtain required reviews and approvals from applicable agencies and utility owners. Other agency and stakeholder coordination, including but not limited to: o Harris County, for coordination of on-going projects and approvals o HCFCD & DD4, mainly for coordination of the outfall in HCFCD tributaries o Adjacent property owners and facility users Progress meetings Pre-bid conference, addenda, bid evaluations and recommendations. Engineer’s Opinion of estimated quantities and construction costs Exhibits and Letters for private utility conflicts Project construction schedule g) Agency Approvals and Signatures The Engineer shall obtain required signatures from other governmental agencies, public utilities, and private utilities, which may impact the Project prior to final approval by the Department of Public Works and Engineering. Sufficient time in the project schedule should be allocated to secure these approvals. Governmental agencies include, but are not limited to, Brazoria County and Brazoria County Drainage District, Harris County and Harris County Flood Control District. Utility signatures include, but are not limited to, SBC, CenterPoint Energy Entex, Inc., AT&T, and cable TV. Obtain necessary approvals (permits, license agreements, etc.) from TXDOT, railroad and pipeline companies prior to final approval by the Department of Public Works and Engineering. Sufficient time in the project schedule should be allocated to secure these approvals prior to bid advertisement. 4. Bid Phase Services The Engineer shall assist the City in conducting the pre-bid conference, prepare an Agenda and submit meeting minutes within 3 working days. The Engineer shall prepare necessary addenda to address issues or clarifications necessary for completion of the bidding process. The Engineer shall tabulate the bids, check references and provide written recommendation for the award of a construction contract, after the bid opening. This includes checking the bids for mathematical errors and unbalanced bids. 5. Construction Phase Services Engineer shall perform Construction Phase Services. These services will generally include the following: Attend pre-construction meeting and report summary of items discussed. Effort will include but are not limited to, providing an Agenda 2 days in advance of the meeting, and minutes 2 days after the meeting. Attend regular site visits or progress meetings and reports of items discussed. Effort will include but are not limited to, providing an Agenda 2 days in advance of the meeting, and minutes 2 days after the meeting. Review and respond to Contractor submittals Review and respond to requests for information (RFIs) Docusign Envelope ID: 7E41BA96-497C-4E77-B732-E0233D3A0771 8 Review and provide recommendations on any change order, or claims. Attend site visits for substantial and final completion and report on outstanding or remaining items of work. Provide recommendation and issue Substantial and Final Completion Certificates. Prepare and submit record drawings, including CAD files and GIS shapefiles. Address minor changes in the work that do not materially and adversely affect the work, including the design, shall not incur in change order request from the Engineer. Engineer shall not be responsible for ensuring that any General Contractor's or any subcontractor's work conforms to the project's plans and specifications. Review of and reporting on the construction work by Engineer shall be based upon visual observations for open and obvious non-conformance with the plans and specifications by the contractors that are performing the construction work. Monitoring and reporting on construction work and on payment applications shall be solely for the benefit of the COP, and no third party is the intended beneficiary of these services or the performance by Engineer. Engineer is entitled to rely on information provided by the General Contractor for quantities of materials provided and need not independently verify this information. Engineer shall not guaranty and shall have no liability for the failure of contractors performing construction work to comply with any construction schedules or any plans or specifications or to perform the work to contract prices or to achieve anticipated construction costs. Site visits or inspections will not involve the review of or responsibility for the means and methods of work, for worksite safety, or the safety of work performance. Any review or approval of submittals is intended solely to note conformance with expressed design elements and specifications, not to determine the accuracy or completeness of details like dimensions or quantities, which are the General Contractor's responsibility. Engineer is not responsible for the remediating or monitoring hazardous materials, hazardous waste, or pollution at the project site. Engineer is not responsible for the costs of altering their work to account for unforeseen issues that could have not been reasonably foreseen by Engineer. discovered conditions at the site that were not apparent from a visual review of the project site and, if conditions are encountered at the site that were unforeseen and not apparent from a visual review, Engineer may be entitled to a supplemental agreement to account for additional costs required for Engineer to perform their work. Contract time increase is Engineer’s sole remedy for any delays or hindrance to the project at no fault from the Engineer. 6. Additional Services Unless otherwise authorized or modified by the City Project Manager, the Engineer shall perform Additional Services in accordance with the following: a) Survey Horizontal and vertical controls will be established and tied to the Texas State Plane Coordinate System, South Central Zone NAD 83 and datum NAVD 88, 2001 (Adj) GEOID 18 for vertical geo-referencing. Cross sections will be surveyed at every 100 feet interval along the project route. All planimetric features will be surveyed along the road right-of-way within the limit specified in the City design Manual. The survey will be extended on all sides of street intersections at least to 100’ as per the requirements of design manual, unless otherwise warranted for your design. All existing utilities (i.e. manholes, culverts, power poles, etc.) will be located and pipe size and flow line measure downs in the manholes and inlets (that can be opened) will be obtained. Texas one-call system will be notified, and pipeline companies will be contacted to probe and mark their pipeline (if any) locations to be tied to the survey. Attempt will be made to recover and verify sufficient monumentation along the existing roadway to establish estimated right-of-way lines for topographic surveying scope. Task of establishing estimated ROW may involve some limited abstracting and deed research, however, detail boundary category survey is excluded in determination. Plan view drawings will be prepared containing all topographic information and utility features according to the City standards in Microstation and AutoCAD format. Signed and sealed field books containing notes as well as ASCII files of point numbers, coordinates, and descriptions will be provided. The nearby TSARP monument will be tied to the survey and an equation will be provided in between surveyed Docusign Envelope ID: 7E41BA96-497C-4E77-B732-E0233D3A0771 9 elevation (on the CORS datum) and published elevation of the TSARP (on NAVD 88, 2001 adj). Survey ditch crossings at the location of existing culvert. Survey one cross section at upstream face and downstream face of the culverts and one cross section in the vicinity of ROW line A survey control map will be prepared to the City standard showing swing ties to traverse and baseline points as well as TBM’s. Sketch of each City monuments either found or set will be included on the survey control map. The survey control map will be signed and sealed by a responsible professional in charge of the project. Boreholes will be located in the field and an overall layout plan will be prepared to show their location and elevation in DGN or any other compatible format. Implement limited traffic control measures as necessary to do survey work. b) Geotechnical Investigation Geotechnical investigations will be performed to support the design of pavement, utilities, and earthwork within the project limits. In general, geotechnical investigations will be performed in accordance with the City requirements and will include the following: Drill borings up to a depth of 15 to 30 feet below existing grade. Identify the pavement thickness. Identify the groundwater levels. Perform laboratory testing on boring samples and determine site stratigraphy. Develop recommendations for pavement, traffic signal and utility design and construction. c) Environmental Assessment Historical Review: Review available current and historical aerial photographs and historical city directories. Regulatory Data: Obtain data from registered hazardous waste and petroleum sites in the immediate vicinity of the sites. Physical Setting: Review local/regional hydrogeology and soil conditions to determine the path of migration of the contamination. Geologic Faulting: Literature review and site reconnaissance to determine the active geologic faults. A Phase I Environmental Site Assessment Report will be prepared detailing the results of the above investigation. Draft copies of the report will be submitted to the City for review and comment. After comments are received, the final report will be submitted to the City. d) Drainage Impact analysis Prepare drainage study to include impact analysis and recommendations for detention and floodplain mitigation, if necessary, and required improvements to facilitate construction of proposed improvements identified in this scope. The study scope of the proposed 5-year storm drainage system and storm water detention for the proposed improvements is to show no impact to the existing outfall channel. e) Tree Protection, Mitigation, and Planting Plan Tree Protection plans shall be provided, if required, at 1”=50’ scale (minimum) consistent with overall layouts. f) Storm Water Pollution Prevention Plan (SWPPP) Prepare Storm Pollution Prevention Plan Report, as required. Prepare Storm Pollution Prevention Plan drawings having a minimum scale of 1-inch equals to 100 feet and showing all existing and proposed streets, Project alignments, applicable notes, proposed storm water conveyance systems, overland flow arrows, and pollution prevention measures. Prepare Strom Pollution Prevention Plan Specifications. Prepare Strom Pollution Prevention Plan construction quantities and estimate of Construction Cost. The TCEQ Notice of Intent form (if required). Storm Water Quality Management Plans shall be required for projects discharging into Harris County, Harris County Flood Control District, Texas Department of Transportation or other MS4 operator-maintained facilities. g) Construction Traffic Control Plan (TCP) and construction phasing Plans will be developed to show construction sequencing and traffic phasing. Traffic control and construction sequencing plans will show the proposed work areas and the location of traffic during each construction phase. Coordinate and obtain approval for improvements in Harris County ROW Scope of Traffic Signal design is included in Additional Services. i) Street Lighting Plans Street Lighting shall be designed per CenterPoint recommendations. The lighting plans shall be provided, if required, at 1”=50’ scale (minimum) consistent with overall layouts. Design consultant will prepare the lighting layout, spacing the streetlights at a distance of approximately 200 feet spacing. The design should include any existing street lighting and generally begin layouts at intersections working away from them. Street lighting plans shall show the proposed street lighting locations, electrical conduits, pull boxes and power feed locations prepared in accordance with published CenterPoint Energy specifications. The lighting layout will be submitted to the City for review and approval. Upon approval of the City, the approved layout will be submitted to CenterPoint Energy for review and cost estimate preparation for temporary or new fixtures. Conduit and pull box costs shall be included in the Engineers Project Construction Cost Estimate. REIMBURSABLE EXPENSES CobbFendley’s direct expenses shall be those costs incurred on or directly for the CLIENT’S project, including but not limited to necessary transportation costs including mileage at the current IRS rate, meals and lodging, laboratory tests and analyses, and printing and binding charges. These direct expenses shall be billed in accordance with the attached rate schedule. 2. OUTSIDE SERVICES When technical or professional services are furnished by an outside source, when approved by the CLIENT, an additional amount shall be added to the cost of these services by CobbFendley to cover CobbFendley’s administrative costs, as provided in the attached CobbFendley rate schedule. 3. COST PROJECTIONS If included in CobbFendley’s scope of services, opinions or estimates of probable construction costs are prepared on the basis of CobbFendley’s experience and qualifications and represent CobbFendley’s judgment as a professional generally familiar with the industry. However, since CobbFendley has no control over the cost of labor, materials, equipment or services furnished by others, over contractor’s methods of determining prices, or over competitive bidding or market conditions, CobbFendley cannot and does not guarantee, represent or warrant that proposals, bids, or the actual construction cost will not vary from CobbFendley’s opinions or estimates of probable construction cost. 4. PROFESSIONAL STANDARDS CobbFendley agrees to perform its services in accordance with the standard of professional care used by other practicing professional engineers of ordinary prudence in the same field of engineering and performing the same type of work in CLIENT’S community under the same or similar circumstances. CobbFendley makes no other warranty, expressed or implied. 5. TERMINATION Either CLIENT or CobbFendley may terminate this authorization by giving 30 days written notice to the other party. In such event, CLIENT shall forthwith pay CobbFendley in fu ll for all work previously authorized and performed prior to effective date of termination. If no notice of termination is given, the relationships and obligations created by this Authorization shall be terminated upon completion of all applicable requirements of this Authorization. Failure by Client to make payments when due shall be cause for suspension of services or, ultimately, termination, unless and until CobbFendley has been paid in full all amounts due for services, expenses and other related charges, including interest on past due amounts. 6. OWNERSHIP OF DOCUMENTS All documents prepared or furnished by CobbFendley pursuant to this Agreement are instruments of CobbFendley’s professional service, and CobbFendley shall retain an ownership and property interest therein, including all copyrights. CobbFendley grants Client a license to use instruments of CobbFendley’s professional service for the purpose of constructing, occupying or maintaining the project. Reuse or modification of any such documents by Client, without CobbFendley’s written permission, shall be at Client’s sole risk, and Client agrees to indemnify and hold CobbFendley harmless from all claims, damages and expenses, including attorneys’ fees, arising out of such reuse by Client or by others acting through Client. 7. USE OF ELECTRONIC DOCUMENTS Copies of documents that may be relied upon by Client are limited to the printed copies (also known as hard copies) or fully-scaled PDF files that are signed and sealed by CobbFendley’s authorized design professionals. Files in electronic formats, or other types of information furnished by CobbFendley to Client such as text, data or graphics, are only for convenience of Client. Any conclusion or information obtained or derived from such electronic files will be at the user’s sole risk. When transferring documents in electronic formats, CobbFendley makes no representations as to long-term compatibility, usability, or readability of documents resulting from the use of software application packages, operating systems or computer hardware differing from those in use by CobbFendley at the beginning of this project. HAZARDOUS ENVIRONMENTAL CONDITIONS CobbFendley shall have no liability or responsibility for the discovery, presence, handling, removal, disposal, cleanup, or exposure of persons or other property to underground substances, hazards, or conditions or other latent substances, hazards or conditions (including but not limited to contaminants, pollutants, chemicals or other hazardous or toxic solids, liquids or gases of any kind), Client acknowledges that CobbFendley is performing professional services for Client and CobbFendley is not and shall not be required to become an “arranger,” “operator,” “generator” or “transporter” of hazardous substances, as defined in the Comprehensive Environmental Response, Compensation, and Liability Act of 1990 (CERCLA) 9. FORCE MAJEURE Neither party shall be deemed in default of this agreement to the extent that any delay or failure in the performance of its obligations results from any cause beyond its reasonable control and without its negligence. 10. CONSTRUCTION PHASE SERVICES If this Agreement provides for any construction phase services by CobbFendley, it is agreed that the Contractor, not CobbFendley, is responsible for the construction of the project, and that CobbFendley is not responsible for the acts or omissions of any contractor, subcontractor or material supplier; for time of performance; for safety precautions, programs or enforcement; or for construction means, methods, techniques, sequences and procedures employed by the Contractor. CobbFendley shall not be obligated to make exhaustive or continuous on-site inspections to check the quality or adequacy of construction or to verify that the work or materials of any contractor, subcontractor or materials supplier is in compliance with the plans and specifications. CobbFendley shall not be responsible for the Contractor’s failure to execute the work in accordance with the Construction contract. 11. LIMITATION OF LIABILITY FOR DAMAGES IN THE EVENT THAT CLIENT SHALL MAKE ANY CLAIM OR FILE ANY SUIT FOR DAMAGES AGAINST COBBFENDLEY ARISING OUT OF OR RELATED TO COBBFENDLEY’S PERFORMANCE OR NON- PERFORMANCE OF THE SERVICES TO BE PROVIDED UNDER THIS AGREEMENT, COBBFENDLEY’S LIABILITY TO CLIENT FOR ANY SUCH DAMAGES SHALL BE LIMITED TO ACTUAL AND DIRECT DAMAGES TO AN AMOUNT NOT TO EXCEED THE AMOUNT FEES CHARGED BY COBBFENDLEY TO CLIENT HEREUNDER. COBBFENDLEY SHALL HAVE NO LIABILITY FOR ANY CONSEQUENTIAL OR INDIRECT DAMAGES, INCLUDING BUT NOT LIMITED TO LOST PROFITS, LOST BUSINESS OPPORTUNITIES, ADDITIONAL OVERHEAD, OR DAMAGES FOR LOSS OF USE OR LOSS OF PRODUCTION. 12. ALTERNATIVE DISPUTE RESOLUTION In the event that any dispute shall arise between Client and CobbFendley regarding the parties rights or obligations under this Agreement, the parties shall, as a condition precedent to taking any action against one another make a good faith effort to resolve such disagreements by negotiation and/or non-binding mediation. 13. LEGAL EXPENSES In the event that legal action is brought by CLIENT or CobbFendley against the other party to enforce any of the obligations hereunder or arising out of any dispute concerning the terms and conditions hereby created, the losing party shall pay the prevailing party such reasonable amounts for fees, costs and expenses as may be set by the court. PAYMENT TO COBBFENDLEY Monthly invoices will be issued by CobbFendley for all work performed under the terms of this agreement. Invoices are due and payable within ten (10) business days of receipt. If CLIENT is not the OWNER, CLIENT agrees to pay CobbFendley within ten (10) business days of receipt of payment from OWNER. Pending resolution of any dispute concerning any portion of any invoice submitted by CobbFendley, all undisputed portions shall be paid in accordance with this paragraph. Progress payments on CobbFendley fees for percentage of project completion and reimbursable expenses incurred will be due and payable upon receipt of invoice at the end of each month. If payment is not received within 60 days from date of invoice, CobbFendley retains the right to cease further work on the project until such time that the overdue invoices are paid. CobbFendley also retains the right to withhold final approved plans and other deliverables until all overdue invoices are paid. 15. AUTHORIZATION OF OWNER Client hereby authorizes CobbFendley to enter upo n the property for the purpose of conducting CobbFendley services thereon. If Client is not the Owner of the property, Client agrees to obtain such authorization from the Owner and provide same in writing to CobbFendley. 16. CONTRACT DOCUMENTS This signed Authorization, together with the attached General Terms and Conditions of the Authorization for Professional Services and CobbFendley Rate Schedule contains the entire and integrated agreement between Client and CobbFendley and supersedes all prior negotiations, representations or agreements, either written or oral. This agreement may only be amended by written instrument signed by both parties. 17. SALES TAX To the extent that state sales taxes apply to any of the services or materials to be provided hereunder, such taxes are in addition to and are not included in the proposed fees of this Authorization. 18. BENEFICIARIES AND ASSIGNMENT This agreement is made for the sole benefit of Client and CobbFendley and nothing in this agreement shall create a contractual relationship or cause of action in favor of any third party against either Client or CobbFendley. Consultants (HTS) is pleased to submit this proposal to Ardurra Group Inc. to perform a geotechnical investigation pertaining to the proposed Hughes Road Extension project from Pearland Parkway to the City of Pearland city limit for an approximate length of 5,200 linear feet. It is our understanding that the improvements will consist of roadway construction, expanding a 2-lane concrete half-boulevard to a 4-lane concrete full boulevard road including sidewalks, landscaping, and irrigation. The project will also include construction of a 2-lane bridge over the Clear Creek with paved slope on each side of the channel. The remaining portions of this proposal present the proposed work scope, estimated costs, and an estimated schedule to complete the geotechnical investigation. 2.0 SCOPE OF WORK Based upon our understanding of the project requirements, it is proposed that the scope of work for the geotechnical investigation consist of the following: Drill a total of 11 geotechnical borings: 9 borings (at about 500 feet spacing) will be drilled to a depth of 15 feet beneath the surface along the proposed roadway alignment and 2 borings will be drilled to a depth of 100 feet beneath the surface at the top of the channel (1 on each side of the channel). See the attached Figure 1 for location of borings. HTS, Inc. Measure the depth to groundwater during drilling and within approximately 24 hours after the completion of drilling. The depth to which each boring is open will also be measured. Backfill the boreholes with cement grout after the completion of the drilling activities. Clearly mark each boring location and coordinate with the project’s surveyors to arrange for obtaining boring location survey elevations, stationing, and offset distances. Perform laboratory testing on soil samples obtained such as moisture content tests, unit weight determinations, Atterberg limits tests, tests to determine the percent soil particles passing a No. 200 sieve, unconfined compression tests, moisture-density relationship test of soils (Standard method), California Bearing Ratio tests, crumb tests, pinhole tests, unconsolidated undrained triaxial tests, and consolidated undrained triaxial tests in order to define soil classifications and physical soil properties of the site soils. Analyze the laboratory test data to define the engineering characteristics of each soil type. Prepare gINT boring logs and soil profile based upon the results of laboratory tests and visual soil classifications. Perform pavement design analyses for the roadway improvement project and determine the required pavement section in accordance with the American Association of State Highway and Transportation Officials (AASHTO), City of Pearland, and Harris County design guidelines and requirements for roadways. Develop/provide recommendations concerning the design and construction of the pavement section for the roadway extension project as well as site preparation and stabilization requirements for the pavement subgrade soils. Perform engineering analyses pertaining to the foundation systems (drilled shafts) that may be used to support the loads of the proposed bridge. Provide data for calculations of local scour around bridge foundations and provide D50 and D95 particle size data for cohesionless soils, as applicable. Perform slope stability analyses in order to determine the stability of the abutment slopes of the proposed bridge embankment in the short-term, rapid drawdown, and long term conditions using subsoil parameters of the site soils. Submit a pdf file of a report that presents the results of the geotechnical investigation. 3.0 ESTIMATED COST AND SCHEDULE HTS’ estimated cost to complete the scope of work for the task, as defined in Section 2.0 above, is $40,993.00 for the proposed roadway rehabilitation. The estimated cost is itemized in the attached Cost Estimate. After we receive your comments on our design change recommendations we will develop an Autocad drawn tree protection plan which will identify the mitigative and protective treatments needed to ensure long term tree survival. Plan and profile drawings, provided by the engineer, will be used to indicate each tree by number, and exact location of preservation treatments (protection fencing (which identifies to contractor where bore pits or come out holes cannot be located) root pruning trench, hand digging service leads immediately adjacent to trees, etc.). A specification, addressing tree protection, will be provided to address all recommendations made in the treatment schedule and on the plans. Any replacement planting that may be necessary to comply with Tree Ordinance will be included on the tree protection plan and a specification section provided. Traffic Engineering Study • Operational Analysis – An operational analysis will be prepared for the intersections of Hughes Road and Pearland Parkway, Hughes Road and Alexander Ridge Lane, and Hughes Road and Riverstone Falls Drive. Quality Assurance and Quality Control will be performed on the traffic report prior to each submittal identified in this scope of work. i. 13-hour weekday turning movement count data will be obtained at the following intersections. • Hughes Road at Pearland Parkway • Hughes Road at Alexander Ridge Lane • Hughes Road at Riverstone Falls Drive ii. Code Synchro models with existing geometry, existing year peak hour traffic volumes, and existing signal timings. Field verify queue lengths and delays are accurately represented in the model. iii. Establish the optimal lane assignments for the proposed Hughes Road and Pearland Parkway Intersection configuration. iv. Develop proposed AM and PM peak hour signal timings. Timing plans will include three plans: a morning peak period, an afternoon peak period, and off-peak operations. The timing plan will include cycle length, splits, offsets, and pedestrian crossing times. • Report i. Prepare and submit a draft report detailing the results of the operational and proposed signal timings for Hughes Road at Pearland Parkway, Alexander Ridge Lane, and Riverstone Falls Drive. Prepare and submit the final report detailing the operational and proposed signal timings for Hughes Road at Pearland Parkway, Alexander Ridge Lane, and Riverstone Falls Drive. 2. Full Traffic Signal Design (Hughes Road at Pearland Parkway and Hughes Road at Alexander Ridge Lane) • Conduct one (1) field visit to evaluate existing conditions. • The base map for the signal design will be developed from the topo survey done by others. • Participate in one 60% design review meeting. • Develop 60% PS&E to include pole locations, mast arm lengths, signal head types and locations, pedestrian pole locations, and pedestrian signal heads. • Develop 90% PS&E to include ground box locations, wiring and conduit tables, cable termination charts, vehicle detection layouts, traffic signal elevations, signing layouts, and pavement markings layouts. • Participate in one 90% design review meeting. • Develop 100% PS&E, which will be signed & sealed by an engineer licensed to practice in the State of Texas. • Tabulate quantities and prepare engineer’s opinion of probable cost. • Compile signal specifications and general notes. • Quality Assurance and Quality Control will be performed on design efforts prior to each submittal identified in this scope of work. 3.
