R2004-014 02-02-04MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON FEBRUARY 2, 2004, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. • The meeting was called to order with the following present: Mayor Mayor Pro-Tem Councilmember Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid Richard Tetens Woody Owens Charles Viktorin Larry Marcott Klaus Seeger Bill Eisen Darrin Coker Young Lorfing • Others in attendance: Deputy City Manager Alan Mueller; Executive Director of Economic Development Corporation Fred Welch; Project Director Joe Wertz. PURPOSE OF THE MEETING: COUNCIL ACTION RESOLUTION NO. 2004-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, DECLARING ITS INTENT TO IMPOSE A MORATORIUM ON MULTI -FAMILY USE DEVELOPMENTS IN THE CITY AND AUTHORIZING THE CITY ATTORNEY TO PREPARE AN ORDINANCE ESTABLISHING A MORATORIUM. Mr. Darrin Coker, City Attorney. ttorne . Mayor Pro-Tem Tetens made the motion, seconded by Councilmember Marcott, to approve Resolution No. R2004-14. City Manager, Bill Eisen, stated this is a follow-up to the Public Hearing held earlier this evening. This Resolution instructs the City Attorney to prepare a City Ordinance that establishes a moratorium. He stated the Ordinance, thereafter, would need to be approved on two readings. The first reading of the Ordinance will be set for the next Regular Council Meeting on February 9, 2004. Voting "Aye" Councilmernbers Seeger, Marcott, Tetens, Owens, and Viktorin. Voting "No" None. Motion Passed 5 to 0. EXECUTIVE SESSION UNDER TEXAS GOVERNMENT CODE Page 1 of 2 - 2/2/2004 Council adjourned into Executive Session under Texas Government Code at 8:30 p.m. to discuss the following: 1, SECTION 551.071 -- CONSULTATION WITH CITY ATTORNEY' REGARDING ZONING WITHIN THE CITY OF PEARLAND. Mr. Darrin Coker, City Attorney. NEW BUSINESS (CONTINUED): Council returned from Executive Session at 9:34 p.m. COUNCIL ACTION - REGARDING ZONING WITHIN THE CITY OF PEARLAND. City Council.
