PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
SEPTEMBER 12, 2024
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on September 12, 2024, at the Pearland Recreation & Natatorium,
Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions
taken in the order they occurred during the meeting.
I. CALL TO ORDER
Chair Baker called the meeting to order at 8:35 am.
II. ROLL CALL AND CERTIFICATION OF QUORUM
Present are Chair Baker, Member Datta, Member Waguespack, and Member Campo.
Member Dixon joined virtually at 8:39 am. Member Pecknold joined the meeting at
8:41 am. Vice Chair Allen joined the meeting at 8:44 am.
Other present are Kevin Carter, Assistant Director of Parks and Recreation; August
Vandiver, Outdoor Recreation Specialist; Lindsey Taylor, Special Events Coordinator;
Ali Suma, Special Events Recreation Specialist.
III. CITIZEN COMMENTS
No citizens attended.
IV. REGULAR AGENDA
I. Consideration and Possible Action to approve the minutes of the Parks &
Recreation Beautification Board meeting held on August 8, 2024.
Motion made by Member Campo to approve minutes as written, seconded by
member Datta.
Aye: Unanimous
Nay:
Motion to approve the August 8, 2024, Meeting minutes as written passed.
II. Consideration and Possible Action to excuse the absence of Member
Waguespack and Member Allen from the August 8, 2024 Parks,
Recreation & Beautification Board Meeting.
Motion to excuse the absence of Member Waguespack and Member Allen
made by Chair Baker, seconded by Member Campo.

Motion to excuse the absences passed.
III. Board Report
Vice Chair Baker mentioned that the Animal Shelter had asked whether there
are surveillance cameras near the dog parks, as there have been incidents of
dogs being abandoned in those areas. The Animal Shelter also inquired about
the possibility of partnering to install cameras if none are currently in place. In
response, the Assistant Director asked for more details about the specific types
of cameras being considered and the potential locations where they could be
installed, based on the type of camera.
Member Waguespack shared that there had been discussions in her
neighborhood about the need to increase attendance at activities and classes
at the Recreation Center to prevent them from being canceled. She admitted
that she was unaware the events and activities were still taking place and was
unsure where to find information about the programs. In response, Member
Campo and Assistant Director Carter explained where to access details about
upcoming events and how to sign up for email updates. Mr. Vandiver added
further information about the programs, noting that their format had recently
changed.
Member Datta inquired about the infrastructure of the bridge near the Shadow
Creek Nature Trail, asking for updates on the plans for that area. The Assistant
Director provided updates regarding the future plans for the bridge. Member
Datta also raised concerns about certain areas that have appeared run-down
since Hurricane Beryl. Assistant Director Carter explained that while the initial
cleanup has been completed, additional work is still ongoing in the
background, such as replacing fences, signs, and other damaged items.
Vice Chair Allen asked about the status of the tarps at Southdown and when
they would be put back up following damage from Hurricane Beryl. He also
mentioned that he enjoyed the Celebration of Freedom event but had difficulty
finding parking.
Member Dixon wanted to confirm when his term ends with the Parks Board.
IV. Forever Parks Foundation Report
V. Staff Presentation on Upcoming Events
Lindsey Taylor and Ali Suma presented on the upcoming Special Events.
August Vandiver presented on the upcoming Outdoors for All and Run for All
events.
VI. Discussion on Board Meeting Day and Time Changes
Board discussed the different options for meeting days and times to be voted
on in the October meeting.
VII. Discussion and Possible Action on Election of Board Officers

Member Campo motioned to nominated Member Pecknold Vice Chair and
Member Waguespack for Chair; Chair Baker seconded the motion.
Aye: Unanimous.
Nay:
Motion for Member Waguespack to be Chair and Member Pecknold to be Vice
Chair effective November 2024 passed.
VIII. Director's Report
Assistant Director Carter shared information on the following items:
CIP coordination meeting for the upcoming projects
Working with PEDC and drainage to get Mary's Creek Trail/Pasternak
Park to complete a survey of the area to make sure there has been no
encroachment.
Natatorium project is expecting delays. New completion date TBD.
Knapp Activity Center update is still in process.
The Centennial Park Storage project was denied by Council so we are
working with Community development on rescoping to get better
pricing.
Centennial Restrooms between fields 5 and 6 are on schedule to be
delivered. Site work will start shortly after delivery.
Hickory Slough phase two for the detention project and sports plex
project is still in the planning process.
Independence Park Phase II still looking at the end of next year.
Release of the Texas Horned Lizards.
Parks Master Plan update
