Ord. 1358-30 2024-09-23 ORDINANCE NO. 1358-30
An Ordinance of the City Council of the City of Pearland, Texas, amending
non-development usage and service fees; containing a savings clause, a
severability clause, a repealer clause, providing for publication and an
effective date.
WHEREAS, various departments of the City charge fees for usage, permits, and other
services not related to development; and
WHEREAS, the organization of all such non-development fees into one ordinance enhances
the efficiency of the fee amendment process and improves customer service; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the charges and fees contained in the attached Exhibit “A” are hereby
adopted.
Section 2. Savings. All rights and remedies which have accrued in favor of the City
under this Chapter and amendments thereto shall be and are preserved for the benefit of the City.
Section 3. Severability. If any section, subsection, sentence, clause, phrase or portion
of this Ordinance is for any reason held invalid, unconstitutional or otherwise unenforceable by any
court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent
provision and such holding shall not affect the validity of the remaining portions thereof.
Section 4. Repealer. All ordinances and parts of ordinances in conflict herewith are
hereby repealed but only to the extent of such conflict.
Section 5. Publication and Effective Date. The City Secretary shall cause this
Ordinance, or its caption, to be published in the official newspaper of the City of Pearland, upon
passage of such Ordinance. The Ordinance shall then become effective ten (10) days from and
after its publication, or the publication of its caption, in the official City newspaper.

Residential Wastewater Billing for Existing Customers
Monthly volumetric billing amount (gallons) to be based on the lesser of the customer’s:
1) monthly metered water usage used for water billing, or
2) Winter Quarter Average (WQA), which is the average consumption of the months of December,
January, February, which are typically billed in Jan, Feb, Mar, not to exceed 12,000 gallons. The
WQA will be adjusted each April or May.
Residential Wastewater Billing for New Residents
Monthly volumetric billing amount (gallons) to be based on the customer’s monthly metered water
usage used for water billing, not to exceed 12,000 gallons until a WQA can be established.
Residential water/sewer rates for existing/new customers
If a larger (1” or 2”) domestic water meter is required for a residential home to maintain water
pressure due to the location of the home from the water main, the request submitted by the
developer/resident will be assessed by Engineering to evaluate the distance, friction loss, and
water pressure. The distance between the home and the water main shall be a minimum of 100’
for consideration. The use of a 5/8” water meter size for determining the rate for water/wastewater
impact fee/base fee and a monthly fee for a single-family residential home will be approved by
Engineering if found applicable.

Billing Adjustments
Water adjustments may be given for leaks, excluding irrigation leaks, for all customers.
Residential customer sewer adjustments may be given only after evaluating the residential
customer’s billed consumption, determined in accordance with Ordinance 870-6.

Default billing amount (gallons) of 10,000.
Customer outside City Limits
All charges for water and sewer service are at a rate of 1 ½ times that existing in the City.

Master Gardeners to host 3rd Fall Festival in LaMarque

October is an excellent month for fall festivals, and the upcoming Galveston County Master Gardeners’ Fall Festival will delight all who attend. The third annu-al Fall Festival is set for Oc-tober 12 from 9 am to 2 pm in the Discovery Garden at Carbide Park in La Marque.Guests can arrive early at 8:30 am to attend a Festi-val Overview presentation. They will get information on all the events as well as get a preview of all plants being sold. Many Master Gardener Grown plants will be in limited amounts, and knowledge of what they are will allow guests to pur-chase them at 9 am.
Plants for sale include plumeria, snaptinis, fall veg-etables, a variety of herbs, a beautiful variety of bulbs that are not readily available for buyers in the county out-side of this sale, lilies, irises, ferns, succulents, trees, gin-gers, hibiscus and more in a wide variety of perennials.After the overview semi-nar, four more free seminars will be offered. At 9:30, Fall Vegetables will be present-ed by MG Gene Speller. At-tendees will learn what va-rieties grow in the area and how to grow and harvest the produce successfully. At 10:30 am, MG Donna Mer-ritt will give a presentation on Herbs. She recently or-ganized a team to renovate
and replant the Discovery Garden’s Herb Garden. Those who attend will learn about herbs that do well in the county.Harvesting and Storing Produce will be presented by Extension Agent Ginger Benson. She will advise those attending on how to store food in a way that benefits families safely. At 12:30 pm, MG Loretta Os-teen will share her knowl-edge on plumeria. Osteen is known for her success at growing from seed, propa-gating from growing plume-ria, and successfully main-taining large amounts of varieties of plumeria. Guided tours of the Dis-covery Garden will be given
at 10 am, 11 am, noon, and 1 pm. Guides will provide plant information as they tour the different areas, in-cluding a Pollinator Garden, Orchard, Vegetable Beds, Herb Garden, Serenity Gar-den, Bulb Garden, Green-
house, Aquaponics area, and more.An area will be available for free fun kids’ events during the festival.A craft booth will have artisan made items for sale. Gardening Information will be offered at an Ask a Master Gardener booth and will include information about soil testing. Master Gardeners and Junior Mas-ter Gardeners will be at the event.Texas A&M AgriLife Ex-
tension, Family & Commu-nity Health will have a fun activity to ‘ride a blender bike’ and The Bluebonnet Antique Tractor Club will have tractors on site for ev-eryone to see and enjoy.Galveston County Master Gardeners will have food available during the event.The Discovery Garden is located at Carbide Park at 4102 B Main Street (FM 519) in La Marque.Attendance is free. The Fall Festival offers fun and information for all ages.

Red Cross issues call for disaster shelter volunteers
This week, the American Red Cross Texas Gulf Coast Re-gion called for volunteers willing to travel to support emer-gency shelters for major national disaster relief efforts.Interested volunteers are urged to sign up at redcross.org/volunteer. All candidates must complete the necessary training and be able to commit to a two-week deployment. Applicants who don’t have disaster experience but have su-pervision, management, or organization skills, a desire to help, and the ability to thrive in a fast-paced environment are encouraged to apply.“When disasters upend lives, Red Cross volunteers are on the frontlines providing refuge and comfort to people in their darkest hours,” Jake Peters, Regional Disaster Officer of Texas Gulf Coast Region, said. “They truly are the heart and soul of the Red Cross — comprising 90 percent of our work-force — to help ensure families never face a crisis alone.”Red Cross disaster volunteers provide a safe place to stay, necessities like food and water, critical services like mental health support, and basic health services such as replacing lost medications or medical equipment.As of Monday, more than 900 Red Cross disaster respond-ers are on the ground across 10 states devastated by Hurri-cane Helene in the Southeast, including hard-hit North Car-olina, Tennessee, Georgia, and Florida.On Sunday night, more than 2,600 people stayed in 69 emergency shelters supported by the Red Cross and other community organizations. That overnight total jumped by some 600 people in just one day — and as storm-ravaged communities like those in North Carolina become more ac-cessible, the Red Cross expects the need will continue to grow. While disaster assessments are still underway in hard-to-reach areas, emergency officials are planning for shelter operations to last at least several weeks based on the storm’s initial widespread destruction.Beyond becoming a Red Cross volunteer, people can help in other ways, too, following Helene.
