MINUTES OF A SPECIAL (EMERGENCY) MEETING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, HELD ON MAY 18, 1977, AT 7:30 P.M. IN THE CITY HALL, 2335 N.
TEXAS AVENUE, PEARLAND, TEXAS.
The meeting was called to order with the following present:
Mayor Carlton McComb
Councilman Dennis Frauenberger
Councilman Harry Farley
Councilman Terry Gray
Councilman Morris Wilson
City Manager William E. Wolff
City Engineer Malcolm Collins
City Secretary Dorothy L. Cook

Owen Ralston, Corps of Engineers, Ron Wicker, Director of Planning & Transportation,
Lloyd Yost, Superintendent of Brazoria County Drainage District No. 4,
Commissioners Griffin and Hunter of Brazoria County Drainage District No. 4,
Aldermen Zamorsky and Satterwhite of Brookside Village.
UPDATE OF CITY'S COMPREHENSIVE PLAN:
Ron Wicker presented an application for updating the City's Comprehensive Plan
and explained that this would permit the City to take advantage of some funds
under a 701 Grant under the Local Planning and Assistance Program. This is
available through the 23rd of May. This cost of reprinting our original plan
would cost $2,000 for 100 sets. The Grant to update the Plan would be a
matching amount of 2/3 on the part of the State $ Federal Agencies and 1/3
on the part of the City. Mr. Wicker explained that there is no guarantee that
we can get the funding; however, he felt we had a good chance of obtaining funds.
It was moved by Councilman Frauenberger, seconded by Councilman Wilson that the
City submit an application for 701 Local Planning and Management Funds to the
Texas Department of Community Affairs. Motion passed 4"to 0.
CLEAR CREEK FLOOD PROJECT:
Mayor McComb asked Mr. Johnny Griffin, Chairman of the Drainage District, to
explain the Drainage District's position. Mr. Griffin advised that the Drainage
District felt that the 100 year project was,the most advantageous for the
Pearland Area, however, in discussing this with other sponsoring agencies,
�-- indicated that there is no way that the 100 year flood plan would be acceptable.
Mr. Griffin explained that unless all sponsoring agencies agreed there would
be no way the plan would go through. Under the circumstances the Drainage
District has instructed its,Attorney to prepare a resolution that the District
prefers the 100 year project; however, it would accept the 25 year project,but
nothing less than.the 25 year project would be acceptable.
Mr. Owen Ralston of the Corps of Engineers answered questions from the audience
and City Council regarding the Hearing to be held by the Corps on May 25, 1977.
The 25 year project would involve some 200 acres of land and 5 houses.
Mr. Ralston advised that this information would be available on a map in the
Corps of Engineer's Office between now and Monday. City Manager Wolff to go
to Galveston and obtain this information Monday.
It was moved by Councilman Farley, seconded by Councilman Wilson that a
Resolution be prepared for consideration on May 23, 1977 outlining the City's
position along the same lines as the Drainage District. Motion passed 4 to 0.
Mayor McComb to represent the City of Pearland at the Public Hearing to be
held on May 25, 1977.
