2023-12-06 ANIMAL SHELTER ADVISORY COMMITTEE MINUTES CITY OF PEARLAND, TEXAS ANIMAL SHELTER ADVISORY COMMITTEE MEETING DECEMBER 6, 2023 The Animal Shelter Advisory Committee convened in a meeting on Wednesday, December 6, 2023, at the Shari D. Coleman Pearland Animal Shelter and Adoption Center Training Room, 8311 Freedom Drive, Pearland Texas. The following represents the actions taken by Animal Shelter Advisory Committee in the order they occurred during the meeting. I. CALL TO ORDER The meeting was called to order at 5:32 p.m. II. ROLL CALL AND CERTIFICATION OF QUORUM: Present—Chairperson DVM Catherine Cupples—Position 1, Patrick Savage— Position 2, John Fischer— Position 3, Amy Stroud — Position 4, and Vice Chairperson Mary Hickling — Position 5. All members present. III. CITIZEN COMMENTS: There were no citizen comments. IV. APPROVAL OF MINUTES 1. Discussion and possible action regarding minutes from the August 2, 2023 Meeting. Motion to accept by Member Stroud, Seconded by Member Fischer. Unanimous vote to approve. V. DISCUSSION ITEMS 1. Shelter Operational Update from Police Support Bureau Asst. Chief Savage: a. Staffing —All open positions have been filled and staff are in the training process. A part-time veterinarian position, which will be funded in January, 2024, will soon be posted. b. Supplemental staffing — Additional staffing from both outside vendors and internal overtime from non-Animal Services staff is scheduled to end December 22, 2023. c. Shelter Operations—The changes to daily operations discussed at the previous meeting remain in place for operational efficiency. Animal Shelter Advisory Committee— December 6, 2023 2. Staff Report from Animal Services Manager John Fischer. "Statistics for 8/1/23-11/30/2023 Cats Dogs Total Intake 137 218 955 Adoptions 99 67 166 Transferred to 76 83 149 Rescue Returned to 3 45 48 Owners Euthanasia 6* 25* 31 Live Release Rate 96.7% 90.7% 93.6% *6 dogs were owner requested euthanasia Rabies Update: 0 confirmed positive rabies test results in the City for the period. Supervisor Anderson is developing a map to track positive rabies results within the City limits. (Screen grab attached) Volunteer Program: Volunteer hours for the period totaled 1124.85. Programs Coordinator has held a volunteer orientation at least once a month. Procedures for tracking and training volunteers are under review. We had several events during the period including Hallow-woof and the Holiday parade which were huge successes. Volunteers were critical to that effort. Staffing: Our last open Animal Control Officer position has been filled and our Animal Services Supervisor position has also been filled. With these additions we are fully staffed. Training new staff is the focus moving forward. Training: A new training program for all staff has been installed. There are four phases of training. Total time in training is estimated to be between 12-14 weeks per employee. Transition to electronic tracking on the near horizon. Social Media: We now have 16,721 followers of our Facebook page and it continues to be an important resource for getting pets adopted, into rescue and returned home. We are still working out bugs and processes on our Instagram account. Foster Program: We currently have 6 dogs and 8 cats in foster homes.
