CALL TO ORDER
Chairperson Derrell Isenberg opened the meeting for the P&Z Regular Meeting at 6:30 P.M.
In attendance were:

Martin Griggs, Planning Manager Katya Copeland, Senior Planner Florence Buaku, Planner II
Patrick Bauer, and Executive Assistant Jennifer Danley.
CONSENT AGENDA
All items listed under the "Consent Agenda" are considered to be routine and require little or no
deliberation by the Planning & Zoning Commission. These items will be enacted / approved by
one motion unless a commissioner requests separate action on an item, in which event the item
will be removed from the Consent Agenda and considered by separate action (ix. Matters
removed from Consent Agenda). Approval of the Consent Agenda enacts the items of legislation.
Consideration and Possible Action - Excused Absences - Excuse the absence of
Commissioner Jenifer Stockdick from the July 15, 2024, P&Z Regular Meeting.

minutes from July 15, 2024.
Consideration and Possible Action - PLAT 24-39: Preliminary Plat of Dragon Academy
A request by Sally Hasan of LJA Engineering, the applicant; on behalf of Rong Wong, owner; for
approval of the Preliminary Plat of Dragon Academy, creating one lot on 2.00 acres of land located
east of Smith Road (CR 666) and south of Broadway Street, described to wit:
Legal Description: A subdivision of 2.00 acres of land situated in the H.T.& B.R.R Company
Survey, Abstract 309, City of Pearland, Brazoria County, Texas, being all of Lot 1, Block 1, A
subdivision recorded in volume 2, Page 23-24, Brazoria County Deed Records.
General Location: East of Smith Road (CR 666) and South of Broadway Street.
Chairperson Isenberg asked for the motion to approve the Consent Agenda. Commissioner
McDonald made the motion to approve the consent agenda, and Commissioner Kuhn seconded
the motion.
Motion passed 5-0.

(Dixie Farm Boat and RV Storage)
Public Hearing: A request by Scott R Sheridan, the applicant; on behalf of Dixie Farm Property
LLC, owner; for approval of the Replat of Lot 2 of the Zamarron Special Subdivision, now called
Dixie Farm Boat and RV Storage, combining a platted lot and two unplatted parcels into one lot, and

Deputy Director Griggs stated the applicant withdrew their request.

Conditional Use Permit Application: CUP 24-15.

Public Hearing: A request by Trung Doan & Sheila Rowley, applicant, on behalf of The Archdiocese
of Galveston -Houston, owner, for approval of a Conditional Use Permit (CUP) for the expansion of
a Church use within the Single -Family Residential-1 (R-1) District, on approximately 19.934 acres
of land, to wit:
Legal Description: Lot 1, Block 1, Minor Plat of Catholic Community of St. Luke The Evangelist, a
subdivision of 19.934 acres of land in Harris County, Texas, according to the map or plat recorded
in County Clerk's File No. 20130343245 in the Plat records of Harris County, Texas.
General Location: 1750 Riverstone Ranch Drive, Pearland, Texas.
Planner II Bauer presented the staff report with exhibits. Mr. Bauer stated that the request was to
allow for the development of two buildings and additional parking on a property with an existing
Church use within the Single-family Residentil-1 (R-1) District. Mr. Bauer discussed that staff have
not received public comments in favor or against the request, the history of the property, and the
Zoning Board of Adjustment approved the delay of the landscape buffer. Mr. Bauer stated that the
CUP met all seven approval criteria of the Unified Development Code (UDC), and staff
recommends approval.
Applicant, Sheila Rowley of Studio Red Architects at 1320 McGowen Street, Houston, Texas
77004, was in attendance in -person in Council Chambers to answer any questions for the P&Z
Commission.
Chairperson Isenberg called for public input.
There were no persons wishing to speak for or against the proposed request.
Vice Chairperson Henrichs stated that the Commission approved the 2013 use for the property
and does not pose any problem.
There was no further discussion from Staff, P&Z Commission or Public input.
Chairperson Isenberg read into the record the item on Consideration and Possible Action —
Conditional Use Permit Application: CUP 24-15. Vice Chairperson Henrichs made the motion to
approve the CUP, and Commissioner Stockdick seconded the motion.

Public Hearing: A request by Shonli Motor LLC., applicant, on behalf of Texas Lonestar Cut
Stone, represented by Bruce Honore, owner, for approval of a Conditional Use Permit (CUP) for
an Auto Repair (Major) use within the General Commercial (GC) District, on approximately 2.066
acres of land, to wit:
Legal Description: Lot 1, Block 1, Replat of Lots 4-8, Block 1 and 0.331 Acre of Abandoned
Right -of -Way of Detenbeck & Barnhart Subdivision, a subdivision in Brazoria County, Texas,
according to the map or plat thereof, recorded in County Clerk's File No. 2015029683 in the Plat
records of Brazoria County, Texas.
General Location: 5929 Bardet Street Suite 159, Pearland, Texas.
Planner II Bauer presented the staff report with exhibits. Mr. Bauer stated that the request is for
the CUP to allow Auto Repair major use within a lease space in the General Commercial (GC)
District. Mr. Bauer discussed that staff had not received public comments in favor of or against the
CUP, the history of the property, and the site plan. Mr. Bauer pointed out that the CUP met all
seven criterions of the UDC, and staff recommends approval.
Applicant, Mauricio Larios at 6819 Altadena Drive, Rosharon, Texas 77583, was in attendance in -
person in Council Chambers to answer any questions for the P&Z Commission.
Chairperson Isenberg called for public input.
There were no persons wishing to speak for or against the proposed request.

Conditional Use Permit Application: CUP 24-18. Commissioner Kuhn made the motion to approve
the CUP, and Commissioner McDonald seconded the motion.
Motion passed 5-0.
DISCUSSION ITEMS
1City Council Update Report: Deputy Director Griggs stated that the July 22, 2024'
Council meeting had two sessions. Mr. Griggs stated at the 4:00 pm meeting the
Council approved Z(]NE24-1O o[Province Village located on Peor|and Parkway. Mr.
Griggs remarked that the Council approved ZONE 24-09 with conditions for an
amendment tothe K1yueoy Oaks Planned Development. M[ Griggs stated atthe G:OO
prn meeting the Council approved the second reading of the ZONE 24-09 to amend the
Massey Oaks Planned Development and the voluntary annexation of the land located
at the intersection of Glenview Drive and De Leon Lane. Mr. Griggs discussed the
Counci|'sapproval ofZONE 24-11'for azone change from the Office &P[ofeSSi0D8|
(OP) District hzthe GC District located at Roy Road. M[. Griggs stated that the Council
approved CUP 24-16 with a 4-3 vote for an auto wash within the General Business
(GB) District and CUP 24-17 was approved for u cigar shop within the GC District.
