2023-10-19 PEARLAND PARKS, RECREATION AND BEAUTIFICATION BOARD REGULAR MEETING MINUTES Pearland Parks, Recreation & Beautification Board Minutes October 19, 2023 CITY OF PEARLAND, TEXAS PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES OCTOBER 19, 2023 The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas, convened in a meeting on February 3, 2023, at the Pearland City Hall Sacramento Room, 3519 Liberty Drive, Pearland, Texas. The following represents the actions taken in the order they occurred during the meeting. I. CALL TO ORDER Vice Chairman Baker called the meeting to order at 8:32 a.m. II. ROLL CALL AND CERTIFICATION OF QUORUM Members present were Heather Campo, Ryan Dixon, Julie Waguespack, Nancy Bankson Members absent were Chairman Dennis Jackson, Dennis Allen Others present were Carry Capers, Director of Parks & Recreation; Kevin Carter, Assistant Director of Parks & Recreation; and Amy Coykendall, Executive Assistant. III. CITIZEN COMMENTS No citizens attended IV. REGULAR AGENDA I. Board Report Heather Baker is looking forward to Sunset Cinema. In the Shadow Creek Facebook group there has been discussion about citizens being kicked off the field for a reservation, but they only used half the field. She provided the citizen with the time and date of the Parks Board meeting, and has forwarded the feedback to Carry and Kevin. The Daughters of the American Revolution will be cleaning headstones at the Cemetery on Veteran's Day. Julie Waguespack attended a delayed National Night Out at Woodcreek and experience the new bridge. She noticed graffiti on the basketball court at Independence Park, including drug paraphernalia drawings. Nancy Bankson attended the July Sunset Cinema, the start time was listed as 7:00 pm but movie did not start until 8:25 pm. Her husband went for a run right before Labor Day and noticed a leak at Woodcreek, found a number at the Pavilion and called. He went back the next day and it was gushing. Heather Baker mentioned that due to the drought there were multiple leaks through the city. She attended the Keep Pearland Beautiful event to clean the waterways, which she spoke to a lady who was upset about graffiti under the bridge at McLean. Ryan Dixon asked if there would be any consideration for those who would want to do morning workouts to turn the lights on at Independence Park, especially during the summer before the heat gets too high. When it was mentioned that virtual attendance does not count towards quorum he was a little disappointed as his ability to make it to the meetings will be harder. Carry explained that it is part of the Texas Open meetings Act. II. Consideration and possible action to approve the minutes of the Parks & Recreation Beautification Board meeting held on September 14, 2023. Member Dixon made the motion to approve, seconded by Member Campo. AYES: 5 NAYS: 0 The motion carried. III. Staff Presentation on Special Events and Introduction of New Special Events Specialist. IV. Discussion on Expanding Event Hosting. Carry Capers discussed the requested audit from City Council of the Special Events. She provided the Memo sent to Council with the highlights and opportunities for improvement with the events. This will be discussed at the Monday, October 23, 2023, City Council Meeting. V. Discussion on Parks Board Expectations. Carry Capers discussed the by-laws regarding attendance, and opened it up for discussions if there were any updates to the by-laws or changes to the meeting days and times. Discussion on the by-laws and meeting days and times to be added to the December meeting. VI. Forever Parks Foundation Report. Heather Baker has attended the last two meetings with the Forever Parks Foundation. She wants to create a stronger connection/relationship between FPF and Parks Board.  Last payment was made on the Ed Thompson Park, discussions on what is next at Independence Park  Turkey Trot is their next event and discussions on how to get more donations from registrants  Tour De Lites sign up has not opened yet, waiting for t-shirt costs. $20 registration, $5 for additional family members  Mayor Cole Golf Tournament information to come soon  Grand opening event to be planned when the Disc Golf course is completed  Next meeting is November 15, 2023 Page 2 of 3 Docusign Envelope ID: 8DC93095-F1F8-454C-B331-C94AF4094BEE Pearland Parks, Recreation & Beautification Board Minutes October 19, 2023 VII. Director's report. Carry discussed the following:  Thirteen staff members attended NRPA Conference in Dallas. Department officially received CAPRA re-accreditation during the conference. They met with many potential vendors.  Event staff attended the IFEA conference  FY24 budget has officially been adopted. Seven part-time to full-time positions were approved. In November terminating contractual maintenance and were given a four person crew to replace, with a $30,000 cost savings for next year.  New Assistance City Manager starts on Monday, October 23, 2023. Parks and Recreation will report directly to him. V. ADJOURNMENT Meeting was adjourned at 10:03 am Minutes approved as submitted and/or corrected this the 9th of November 2023.
