2024-06-13 Parks Recreation and Beautification Board Regular Meeting Minutes Docusign Envelope ID:65DC79F6-24DC-4ABB-8C22-2F76B5ACOOFC CITY OF PEARLAND, TEXAS PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES J U N E 13, 2024 The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas, convened in a meeting on June 13, 2024, at the Pearland Recreation & Natatorium, Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions taken in the order they occurred during the meeting. I. CALL TO ORDER Chairman Baker called the meeting to order at 8:41 a.m. Members present are Member Datta, Member Campo, Chair Baker, Members absent are Members Waguespack, Member Dixon, and Vice Chair Allen. Others present were Carry Capers, Director of Parks & Recreation; Kevin Carter, Assistant Director of Parks & Recreation; and Amy Coykendall, Executive Assistant. Citizen present is Daugherty, Curtis. II. ROLL CALL AND CERTIFICATION OF QUORUM Members present are Member Datta, Member Campo, Chair Baker, Members absent are Members Waguespack, Member Dixon, and Vice Chair Allen. Others present were Carry Capers, Director of Parks & Recreation; Kevin Carter, Assistant Director of Parks & Recreation; and Amy Coykendall, Executive Assistant. Citizen present is Daugherty, Curtis. III. CITIZEN COMMENTS Citizen Daughtery had no comments. He is attending the meeting to learn more about the Parks Board. IV. REGULAR AGENDA I. Consideration and Possible Action to approve the minutes of the Parks & Recreation Beautification Board meeting held on May 9, 2024. Member Waguespack motioned to approve the May 9th minutes as written, seconded by Member Campo. Ayes: Member Datta, Member Campo, Member Waguepsack, Chair Baker Nays: Motion passed. II. She has invited citizens to the Parks Board meeting to present their concerns. She is excited about the Celebration of Freedom and Juneteenth events coming up. She is also advocating to City Council for staffing. Member Datta: A concern he has noticed online is the usage level of the lakes/waterfronts. Chair Baker mentioned that the Independence Park Phase 2 will include an expansion of the pond for recreational use. Director Capers expanded on the plans for Phase 2 expansion and that some of the water is not city owned. Member Datta asked if there was plans for the West side of Pearland. Director Capers mentioned Ivy Park has a body of water, but it is not open for recreational use. Natural Resources division has done some research and the levels and nature of the water is not conducive for that kind of use. He put forth a recommendation of adding benches so people can sit and look at the water. Member Campo: Asked about the number of people expected to attend the Juneteenth event this weekend. Director Capers provided information regarding the planning, attendance, promotion of the event, road closure, and Bun B as a guest speaker. Estimated attendance could be 3,000-15,000- a rough estimate close to Celebration of Freedom. Member Waguespack: The drainage works as there was not flooding for hte Farmers Market after the first big rain in May. Can tell a big difference with having an on-call Maintenance person when there are issues and how quick it is resolved. Has noticed the chatter online about the Natatorium repairs and is advocating for it, reminding people that the budget was set prior to this year and was organized/well-planned out. She is also advocating to City Council for staffing. III. Forever Parks Foundation Report Update was provided to the Board Members by Chair Baker. IV. Consideration and Possible Action- Pearland Parks and Recreation Vision and Pillars Update Presentation provided by Carry Capers, Director of Parks and Recreation. Member Campo motioned to approve the Pearland Parks and Recreation Vision and Pillars Update, Seconded by Member Waguespack and Member Datta. Ayes: Chair Baker, Member Campo, Member Waguespack, and Member Datta Nays: Motion approved. V. Consideration and Possible Action- Excused Absence Criteria Page 2 of 4 Pearland Parks, Recreation & Beautification Board Minutes June 13, 2024 Docusign Envelope ID:65DC79F6-24DC-4ABB-8C22-2F76B5ACOOFC Presentation was provided by Carry Capers, Director of Parks and Recreation. • Board would like to wait for City Council to define what an excused vs unexcused absence would be. Motion to record excused absence on the Agenda by Member Campo, seconded by Member Waguespack. Aye: Member Campo, Chair Baker, Member Datta, and Member Waguespack Nay: Motion passes. VI. Discussion- Board Meeting Date and Time Presentation provided by Carry Capers, Director of Parks and Recreation. • Communication to be sent to Members not present regarding discussion by Chair Baker. Possibility of a short survey to be created for the public on the Parks website to get feedback regarding dates and times. VII. Director's Report Director's Report was presented by Carry Capers, Director of Parks and Recreation, for: • Independence Park Phase 1 included drainage • Multiple events happening in Independence Park this month. All events are listed on the City Website. • Concerts in the Park- Fab Five this Friday- through June • There will be a spray for Mosquito control due to all the rain, along with Brazoria County • There was a Family Reunion that is scheduled to end at 5 pm on Saturday, and Juneteenth event starts at 6. We have worked with the Family to help make the transition smoother. • Juneteenth Celebration o There are four events beginning on Friday, June 14th o Worked with CetTrax for a cooling tent to help with possible heat exhaustion o Done in partnership with two organizations- Visionary outreach and Melanin Moms • Farmers Market will be at the RCN on Saturday due to the Juneteenth event • Celebration of Freedom details have been provided to the Board. We will introduce City Council, Parks Board, Mayor Cole, and Forever Parks Foundation. • Houston Caribbean Festival will be taking place in July. Currently in the permit process. Attendance expected will be 3,000 or less. • Sunset Cinema will begin 3rd Saturday in July. • Natatorium Closure. Design began during the pandemic- Replacement of the dehumidification units, replacing bulkheads, replacing the pool plaster, and updating to a new filtration system for the pools. Facts for the closure can be found on the Parks and Recreation website.
