1993-11-15 Parks, Recreation and Beautification Board Minutes A. Aft November 1993 Minutes MINUTES OF THE MEETING OF THE CITY OF PEARLAND PARKS , RECREATION AND BEAUTIFICATION BOARD, HELD ON MONDAY , NOVEMBER 15, 1993 , AT 7 :00 P.M. , AT THE PEARLAND COMMUNITY CENTER, 3523 LIBERTY DRIVE, PEARLAND TEXAS. The meeting was called to order at 7 : 00 p.m. , with the following present: Bari Scherrer Chairperson Pro-tem Bob Pond Acting Secretary Retta Absher Board Member Nell Fuller Board Member Michelle Lilie Board Member Tootie McComb Board Member Gary Walters Board Member (entered @ 7 : 30 ) D. A. Miller Council Liaison Ed Hersh Parks & Recreation Director Sherry Reed Parks & Recreation Secretary Absent from the meeting: Board Chairman Bill Chase and Board Secretary James Skipper. Others in attendance: Three visitors attended the meeting. Bari Scherrer welcomed the new Board Members, Nell Fuller and Michelle Lilie. She also gave a welcome to returning Board Member, Retta Absher. (This was done before roll call . ) APPROVAL OF MINUTES: Retta Absher made a motion to accept the minutes of the October 9, 1993 Board Meeting as presented, Bob Pond seconded the motion. Motion passed 4 - 0 - 2 , with Michelle Lilie and Nell Fuller abstaining due to the fact that this is their first meeting. STAFF REPORTS: McLean Park (Centennial) Project- Ed Hersh reported that he and City Engineer, John Hargrove have reviewed the plans, and directed the consultants to make changes. Grant Application for Independence Park- Ed Hersh stated that he had spoken with Nydia Rafols-Blair, the City's grant writer, and there is still no word from the state on the status of this project. The federal funds have still not been released. Softball Update- Ed Hersh reported that several softball leagues are playing. New leagues are expected to be forming in December. At the present time, we have Men's Leagues playing on Monday, Wednesday, and Thursday nights; and a Women's League playing on Friday nights. Our staff is currently working on getting a Women's League started on Tuesday nights, and a Co-Ed League started on Sundays. Financial Report- Retta Absher questioned the Pool Concessions account, Ed Hersh told her that the revenue was recorded when the checks were received. Tootie McComb wanted to know if the Seniors revenue account was due to the Seniors Dance, Ed acknowledged that it was. Activity Report- Tootie McComb discussed the classes which have younger children in them, and their use of paints and colors in the Arts & Crafts Room. Ed Hersh discussed the insights on those classes and their activities. PARK BOARD CHAIRMAN'S REPORT: None. COMMITTEE REPORTS: None. UNFINISHED BUSINESS: None. NEW BUSINESS: Recognition of Bob Pond: Tootie McComb made a motion to recognize Bob Pond for his services as secretary to the Park Board. Nell Fuller and Retta Absher seconded the motion. Motion passed 5 - 0 - 1 , with Bari Scherrer, Retta Absher, Nell Fuller, Michelle Lilie, and Tootie McComb voting for the motion, and Bob Pond abstaining. Bari Scherrer gave a word of thanks to Bob Pond, then passed around a Certificate of Recognition for all present to sign. (Those not present will be telephoned to come to Parks Office to sign the certificate. ) Bob Pond stated that he is working on a history of the Park Board which goes back about ten years. He hopes that this will be benefit the new members, in the future. Inviting the City Attorney to a Park Board meeting: Tootie McComb made a motion to invite City Attorney, Dick Gregg, Jr. , to a Park Board Meeting. This motion was seconded by Michelle Lilie. Retta Absher questioned whether the Board would need City Council or City Manager approval due to a budget expenditure. D. A. Miller felt that the Board will have no problem getting said approval . Nell Fuller stated that this would be very appropriate for new and old members. D. A. Miller agreed and told the Board that he was sure the City would find a way to help with the City Attorney's fees, possibly being funded for by Administration or Parks Board. Motion passed 6 - 0. COMMUNICATIONS: None. DIRECTOR'S REPORT: Park Plantings: Ed Hersh told the Board that a group of students representing the Pearland Junior High, East Campus , Student Council , spent the morning of October 15, 1993 , planting pansies in the entrance berm at Independence Park. Carrie Woodum is the faculty sponsor of the group. This was instrumental in teaching the students about the beautification of the park and hopefully, to encourage their friends to keep it beautiful and clean. Exchange Club: Ed Hersh reported that last month the Exchange Club recognized three operations within the City. A plaque was presented at the City Council meeting to the Community Center, City Hall , and Police Department. They were recognized for flying the flag. The plaque is proudly displayed in the Parks office for everyone to see. Facility Use Agreement: Ed Hersh stated that the Facility Use Agreement with the First Baptist Church of Pearland, was presented to City Council at their November meeting and was denied by Council . Council/PZ Workshop: Ed Hersh reported that on November 22 , 1993 , at 5: 30 P.M. , there will be a joint workshop for City Council and the Planning and Zoning Commission to review the proposed Park Master Plan and update. Ed extended an invitation to all Board Members to attend the workshop. Tootie McComb inquired about changes to the Plan which the Board had recommended, and if these changes had been made. Ed responded that he had reiterated these changes to J. T. Dunkin, consultant, and he had assured Ed that these changes had been included in the update plan. Vandalism: Ed Hersh informed the Board about vandalism, specifically graffiti , in the Parks. Ed talked about the agreement the Parks Dept. has with the Police Dept. The Parks staff takes pictures of the graffiti , to assist the Police Dept. in their efforts to catch the vandals. Tree Lighting Ceremony: Ed Hersh urged all to be present at the annual Christmas Tree Lighting Ceremony, December 2 , 1993 , at 7 : 00 P.M. , in front of City Hall . Ed said this year's entertainment will be provided by the Pearland High School's Band and Chorus, and that Bari Scherrer will be in charge of the refreshments. Bari reported that she has several local restaurants willing to donate to this years function, and issued a request for help, that evening, from the Board Members. OTHER BUSINESS: Nell Fuller commented on the plaque the Exchange Club had presented to the Community Center, and stated that this was to be shared equally with the Library, as well as the Parks Dept. Tootie McComb made a request of Ed Hersh to inform St. Andrews Episcopal Church that at future craft shows not to have pony rides on the grass, as the ponies eat the trees. Nell Fuller discussed the very important date of September 24 , 1994 . This will be the City's Centennial Celebration. D. A. Miller had two questions to discuss. 1) Day of the Tree Lighting Ceremony. 2) Notebooks for the new members to keep their Park Board information in. Ed Hersh responded that the day of the Tree Lighting Ceremony is a Thursday, and also that the new Board Members had already received their notebooks. The binders were sent to new members in advance of the meeting. Ed also offered new binders to members who might need them. ADJOURNMENT: Retta Absher made a motion to adjourn the meeting. The motion was seconded by Tootie Mc Comb. 401. Tootie McComb made a comment to recognize the visitors that were present and Ed Hersh welcomed the visitors and asked if they might have any questions. One gentleman asked if there would be any buildings at West Side Park? Ed Hersh informed him that the only building on that site would be a concession building, which would primarily be used for the ball fields. Ed also told him that City Council had approved renaming the park from McLean Park to Centennial Park. There will be an official renaming ceremony and ground breaking after the bids are awarded. A question was asked about how late the lights at the parks stay on. Ed Hersh stated that the general time was 10:00 P.M. for most parks, but the lights stay on until 12:00 P.M. , at Centennial Park, to try and deter vandalism. Motion passed to adjourn 6 - 0.
