MINUTES OF THE MEETING OF THE CITY OF PEARLAND PARKS, RECREATION
AND BEAUTIFICATION BOARD, HELD ON MONDAY, FEBRUARY 21 , 1994, AT
7:00 P.M. , AT THE PEARLAND COMMUNITY CENTER, 3523 LIBERTY DRIVE,
PEARLAND TEXAS.
The meeting was called to order at 6: 58 p.m. , with the following
present:

Ed Hersh Parks & Recreation Director

Absent from the meeting were Retta Absher, Gary Walters, and
Council Liaison, D. A. Miller.
APPROVAL OF MINUTES:
The minutes were corrected on the spelling of Bob Burger to Bob
Berger. Nell Fuller made a motion to accept the minutes of the
January 21 , 1994 Board Meeting as presented with correction, Bob
Pond seconded the motion.
Motion passed 6 - 0.
STAFF REPORTS:
Centennial Park (McLean Park) Project- Ed Hersh reported that staff
is reviewing the plans and specifications with the consultants
prior to the start of the bidding process.
Hyde Park- Ed Hersh reported at the last meeting, City Council had
awarded a contract to Vernon Henry and Associates to prepare a
master concept plan for Hyde Park. Staff has met with the
consultant to review a draft of the plans. Staff is working with

Banberry Cross Homeowners Association's Park Subcommittee and they
are very pleased with the plans. Staff anticipates bringing the
plans to the March Park Board meeting. The City's Grant Writer,
Nydia Rafols-Blair informed staff last week that applications are
being accepted for the next S B A Tree Grant Program. She was also
informed that this will be the last year of that grant, therefore
staff will seek a grant for trees in Hyde Park. Grant applications
must be in by early March, with award of grants in October.
Tree Grant Program: Ed Hersh reported that Vernon Henry &
Associates are working on the plans, and staff has reviewed the
first draft. Bids will be going out in the next couple of weeks to
meet the deadline for the grant, due to the fact that the trees
have to be planted by the end of April . The plans will be
presented to Park Board at the next meeting. Michelle Lilie
questioned if the bid was for the purchase of the trees only, or
maintenance included. Ed Hersh responded that the bid will be for
purchase of the trees, planting the trees, or both. The objective
of the S B A is to have many small businesses gain financially from
this. Jim Skipper questioned if the plans specified a particular
area where the trees would be planted. Ed Hersh replied that this
grant was specifically for the City Hall , Shadycrest, and the
Chamber area.
Entrance Signs Project: Ed Hersh reported that Vernon Henry &
Associates have not started on this project since Hyde Park and the
Tree Grant were priority projects.
Nell Fuller questioned who had made the decision to plant the trees
at City Hall , Chamber, and the school area. Ed Hersh stated that
this decision had been made several months ago, and that City
Council had passed a resolution authorizing the use of City funds
for the required match (in-kind and cash) . Michelle Lilie wanted
to know if the City, itself, had applied for the grant, and Ed
Hersh stated that this was so.
Financial Report- Bill Chase requested that a correction be made
on the January Financial Report in the column of the previous
year's revenue, the dates should read 10/92 - 1/93 . Jim Skipper
replied that he was impressed by the amount of revenue generated by
the Parks Programs for January.
Activity Report- Bill Chase stated that the attendance in January
looked very good.

DIRECTOR'S REPORT:
Senior Citizens Dances: Ed Hersh reported that he was saddened to
share the news that Doc and Suzie Sellars, who had coordinated the
dances which we sponsor once a month for Senior Citizens, have
decided to retire from that role. They are assisting in the
process of finding someone to take over these responsibilities, and
have found volunteers for the March dance.
Winter Recreation Class Programs: Ed Hersh reported that today
began the fifth week of the eight week program. Staff is in the
process of interviewing for swimming pool staff (the Pool Manager
and Assistant Manager have already been hired) . March 1 , 1994
staff will be administering a water test to lifeguard applicants.
Staff is also beginning the interview process for day camp
counselors and learn-to-swim instructors. The Spring Brochure is
due out March 8, 1994 , and registration is scheduled for March
19th - 26th. Classes will begin April 4, 1994 .
OTHER BUSINESS:
I. By-Laws Update:
Bill Chase stated that after reviewing the By-Laws, they do
need updating. Bill asked Bob Pond to chair a committee
with Michelle Lilie and Tootie McComb to review and update, in
order to meet today's standards. There are several issues
that do not comply with the City Charter.

II. Centennial Parade
Bill Chase reported that if the Parks and Recreation Board
would like to have a float in the parade, the Board members
will have to coordinate this project. Nell Fuller suggested
the possibility of getting trees and hay and placing them on
a flat-bed trailer with children to sit on the float. Several
ideas were discussed, and Nell Fuller told the Board of some
safety regulations for parades. Bill Chase asked for
volunteers to chair this committee, then tabled this item
until next month in order to give the Board members a chance
to consider the various options.
ADJOURNMENT:
Nell Fuller made a motion to adjourn the meeting. The motion was
seconded by Bari Scherrer.
Motion approved, 6 - 0 .
The next meeting will be scheduled for the third Monday in March,
( 3-21-94) .
