MINUTES OF THE MEETING OF THE CITY OF PEARLAND PARKS, RECREATION
AND BEAUTIFICATION BOARD, HELD ON MONDAY, SEPTEMBER 19, 1994, AT
7 : 00 P.M. , AT THE PEARLAND COMMUNITY CENTER, 3523 LIBERTY DRIVE,
PEARLAND TEXAS.
The meeting was called to order at 7 :00 p.m. , with the following
present:
Bill Chase Chairman
James Skipper Secretary
Retta Absher Board Member
Nell Fuller Board Member
Tootie McComb Board Member
Bob Pond Board Member
Ed Hersh Parks & Recreation Director
Sherry Reed Parks & Recreation Secretary
Absent from the meeting were Board Members Bari Scherrer who had to
attend an Open House for school , and Michelle Lilie who was out of
town. Gary Walters, Board Member was also absent, but did not call
in.
Dr. Bobby Stevener, Board Member designate was present at the
meeting.
APPROVAL OF MINUTES:
Tootie McComb made a motion to accept the minutes of the August 15,
1994 Board Meeting as presented. Retta Absher seconded the motion.
Motion passed 5 - 0 .
STAFF REPORTS:
Centennial Park Project- Ed Hersh reported that the Drainage
District is completing the excavation process of the fishing pond.
It is hopeful that we will go out for bids in late October.

Financial Report: Tootie McComb asked why the Pool Attendance
Report was higher than the Pool Revenue
Report. Ed Hersh answered that more season
passes had been sold this year compared to
last season.
Activity Report: Comments were directed to both the Financial
Report and Activity Report.
PARK BOARD CHAIRMAN'S REPORT:
Bill Chase reported that City Council had appointed three new
Board Members; Vince Bruno, Dr. Bobby Stevener, and Rosella
Webb. These new members will replace outgoing Board Members,
Tootie McComb, Bob Pond, and James Skipper. The newly
appointed Members will begin their terms in October, 1994 .
Bill extended his appreciation for all the time and hard work
Tootie, Bob, and Jim had given to the Board, and stated they
will be missed.
COMMITTEE REPORTS:
I . Centennial Parade Update
Retta Absher presented the banner that was donated to the
Parks Board by First Impression Signs . Retta stated that
she and Bari will carry the sign followed by students
from the Karate and Gymnastic classes. Bill Chase suggested
that a thank you letter be sent to First Impression Signs and
Ed Hersh replied that he would take care of that.
UNFINISHED BUSINESS:
Tootie McComb questioned what had happened to the metal poles
that had been acquired several years ago to replace the wooden
electrical poles in Independence Park. Ed Hersh responded
that they had been sold at the City's auction since no action
had been taken to use them for several years , and it is too
costly to use them.
Tootie McComb inquired whether Independence Park would be
cleaned up in time for the Centennial Celebration. Ed Hersh
replied that this was being taken care of.
NEW BUSINESS:
Bill Chase appointed Bari Scherrer, Michelle Lilie, and
himself to serve as the Nominating Committee. The Committee
will recommend a slate of officers to the Board for FY
1994/95.

COMMUNICATIONS:
None.
DIRECTOR'S REPORT:
Swimming Pool Attendance- Ed Hersh reported the pool staff has
received lots of positive comments which caused a lot of pride to
go into their work this season. The success of the Learn-to Swim
program also contributed to a complimentary season. Bob Pond asked
if the Post-Season was successful . Ed Hersh responded that numbers
were low, but the public relation aspect was very successful . Ed
also stated that the season lasted through Labor Day.
Kids Fishing Derby - Ed Hersh discussed this new program being
offered in October and January to educate children on recreational
fishing. Ed stated that Strickland Chevrolet is covering the cost
of the fish. In October catfish will be available, in January
there will be trout. Staff is looking forward to this new
endeavor.
Recreation Superintendent - Ed Hersh announced that Michael Hopping
has joined the Parks and Recreation staff as Recreation
Superintendent. Michael began his position on September 8 , 1994 .
Michael was not present for this meeting as he was away at a
Texas Amateur Athletic Federation Conference.
City Grants - Ed Hersh reported that the City has received two
grants . The first grant is an Urban Forest Grant which will allow
the City to hire a consultant to do a survey of trees on public
lands which will lead to a tree preservation ordinance. This grant
will also establish a training program for City employees. A
manual will be published for the public as part of the grant.
The second grant is from the Small Business Administration which
will fund the planting of 100 trees in Hyde Park. This grant will
begin in November, 1994 , and the trees must be planted by the end
of March, 1995.
Tree Memorial - Ed Hersh reported that on September 2 , 1994 , a
30-gallon Magnolia tree was planted in Pasternak Park in memory of
two year old Aleghia Clifford. Her parents live next door to the
park and plan to adopt the tree.
Clean Pearland - Ed Hersh told the Board that Clean Pearland had
donated $400 .00 to plant flowers at the berm in honor of Pearland's
Centennial Celebration.
Fall Programs - Ed Hersh reported that Fall Registration was a
success and classes began September 12 , 1994. No attendance
numbers were available at the meeting date due to continuing
registration.

OTHER BUSINESS:
Nell Fuller asked for consideration for some of the Park Board
meetings to be held at the Knapp Building. Ed Hersh replied that
if no rooms were available at the Community Center he would give
this consideration.
ADJOURNMENT:
Tootie McComb made a motion to adjourn the meeting. The motion was
seconded by Retta Absher.
Motion approved, 5 - 0 .
The next meeting is scheduled for the third Monday in October,
(10-17-94) .
Meeting adjourned at 7 : 50 P.M.
