A Resolution of the City Council of the City of Pearland, Texas, extending the
Mayor’s July 6, 2024 Declaration of a Local State of Disaster and Public
Emergency (“Declaration”) associated with the imminent threat and public
emergency resulting from Hurricane Beryl.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That on July 6, 2024, as authorized by Chapter 418 of the Texas Government
Code (the “Code”), the Mayor executed a Declaration, attached hereto as Exhibit “A”, associated
with the imminent threat and public emergency resulting from Hurricane Beryl.
Section 2. That pursuant to the Code, the Declaration shall continue for a period of not
more than seven (7) days from the date of the declaration unless continued or renewed by the City
Council of Pearland.
Section 3. That the City Council, recognizing the ongoing public emergency, hereby
extends the Mayor’s Declaration for sixty (60) days unless terminated earlier by action of the City
Council.

PROCLAMATION DECLARING A LOCAL STATE OF DISASTER AND PUBLIC EMERGENCY
(Hurricane Beryl)
WHEREAS, On July 5, 2024, Acting Governor of the State of Texas, Dan Patrick issued a disaster
proclamation ("Proclamation") certifying that Hurricane Beryl ("Beryl") poses a threat of imminent
disaster, including widespread and severe property damage, injury, and loss of life due to widespread
flooding, life-threatening storm surge, damaging wind, and heavy rainfall in various Texas counties; and
WHEREAS, On July 6, 2024, the Proclamation was amended to include additional Texas counties,
including Brazoria, Fort Bend and Harris Counties; and
WHEREAS, the Mayor of the City of Pearland recognizes the imminent threat and the potential for severe
damage, injury or loss of life or property that Beryl poses to the general public; and
WHEREAS, due to the potential impacts of Beryl, the Mayor of Pearland has determined that extraordinary
measures must be taken to alleviate the suffering of individuals and to protect or rehabilitate property in the
City of Pearland; and
NOW, THEREFORE, BE IT PROCLAIMED BY THE MAYOR OF PEARLAND:
1. That a local state of disaster and public emergency is hereby declared pursuant to §418.108(a) of
the Texas Government Code.
2. Pursuant to §418.108(b) of the Government Code, the state of disaster shall continue for a period
of not more than seven days from the date of this declaration unless continued or renewed by the
City Council of Pearland.
3. Pursuant to §418.108(c) of the Government Code, this declaration of a local state of disaster shall
be given prompt and general publicity and shall be filed promptly with the City Secretary.
4. Pursuant to §418.108(d) of the Government Code, this declaration of a local state of disaster
activates the City Emergency Management Plan.
5. That this proclamation shall take effect immediately from and after its issuance.
