PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
JANUARY 11, 2024
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on January 11, 2024, at the Pearland Recreation & Natatorium,
Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions
taken in the order they occurred during the meeting.
I. CALL TO ORDER
Chair Baker started the meeting at 8:45 am.
Members present Vice Chair Allen, Member Campo, Member Pecknold, Member
Waguespack.
Member Datta joined the meeting at 8:53 am.
Member absent is Member Dixon.
Others present were Kevin Carter, Assistant Director of Parks & Recreation; and Amy
Coykendall, Executive Assistant; and Monica Montoya-Phelps, Service Administrator.

IV. REGULAR AGENDA
I. Consideration and possible action to approve the minutes of the Parks &
Recreation Beautification Board meeting held on November 9, 2023.
Location and date to be corrected in the ICompass system to reflect correct
date of November 9, 2023 and location of Recreation Center and Natatorium
int he second-floor conference room.
Motion to accept the minutes with corrections by Heather Campo. Julie
Waguespack seconded. Passes unanimously,
II. Board Report
Chair Baker shared that there was disappointment on the cancellation of the
Hometown Christmas and that it showed how much the community cared
about and supported the event. The parade was fantastic; kids laughing at the
minions decorations was fun. She stated there were conversations on the
move of the lights to another location, and that there were discussions that
they were disappointed the lights had moved. Her husband was able to fill in
as the Santa at the Farmers Market. Chair Baker started volunteering at
Animal Services; had discussions on how the animal shelter would like to
attend more events, but was not sure about how. Follow up questions on

discussions from 2023 on when updates will be provided on: skatepark and
adaptive signage at the parks.
Member Campo attended the Parade and likes seeing the city in a different
light. Member Campo wanted to advocate for her neighborhood regarding the
Tejano Festival. People who lived near the park stated it was loud, caused
window shaking, and that it went beyond their permit time; she did not hear it
due to the berm. Monica stated that it is helpful feedback for not just this event,
but for future events and how it impacts the neighborhoods.
Member Allen attended the Parade and stated it was well organized. The only
drawback he saw was that they named off the old board members and not the
current board. He was happy how they were able to take the float to City Hall
at the end of the parade.
Member Datta brought up an idea to elevate the area of 288- large flower pots
similar to the Galleria area with flowers or cactus at Independence Park. He
attended the West Pearland Library recently for a concert, and he stated that
adding some string lights and offering the option to use the outside area after
the Library closed would possibly bring in some monetary options. At the
Broadway and McHard light scones, he stated that it is not noticeable and
thought maybe changing scone light color would help- blue or purple. Asst.
Director Carter stated that he will bring those to the attention of the CVB. Close
to the Cricket Field at Shadow Creek Ranch at the trails it looks as the trees
are planted random, but if they are planted in rows it could be a good
photography spot or picnic areas. At the west end of the trail it looks like there
is land that is not being used and asked about possibly adding picnic tables. At
Shadow Creek Nature Trail, he noticed some of the benches are starting to rot.
Member Waguespack attended the Parade and stated it was well organized
and put together. She stated it was good to see all the entries and was well
attended. She stated that there was negative chatter on the light display being
moved to the Town Center and was missed. Woodcreek Park had work orders
put in that it needed to be power washed- the sign and the playground area-
but it did not seem like it. A citizen was going to attempt to do it themselves.
The first two times it was not cleaned completely, and then a contractor was
hired to complete the power washing. Asst. Director Carter stated he did a walk
through yesterday and it was cleaned.
III. Forever Parks Foundation Update
There was not a meeting in December. Tour De Lites was cancelled mid-event
due to the storms. Registrants were given the option to move their registration
to next year or get a wristband for Spring Fest. The 3rd Annual Charity Golf
event is scheduled for April 15th and registration is now open.
IV. Staff Presentation on Staff/Professional Development with Monica
Montoya
Member Allen asked for clarification the acronym for C.R.A.SE. He also asked

if citizens were able to test and become certified playground inspectors
alongside Parks staff. Monica also provided information on trainings offered to
the community by the City and Department.
Member Waguspack asked where to find the CPR training for the community.
Monica stated that it is on the Parks Website under aquatics.
V. Discussion on Meeting dates and times.
Add to the July or August Agenda to take action in October.
VI. Discussion on annual park tour scheduling.
Park tour to be scheduled for April 11th meeting.
VII. Director's report.
Assistant Director Carter discussed the following:
Sunset Cinema is ahead of us on February 10th which will include the
rescheduled fireworks from Hometown Christmas Tree Lighting.
Our staff successfully completed the Winter Break camps at the RCN
and DFNC.
Project updates:
o Natatorium is being prepared for council approval and staff are
meeting with all user groups to develop a detailed schedule
o KAC outdoor area improvements is currently in design phase.
o Year 3 Park recapitalization – Irrigation upgrades is wrapping up
at the final sites.
o Year 4 Park recapitalization – Shade structures will start by end
of February
o Year 5 Park recapitalization – Finalizing Bid documents by end
of February
o Hickory Slough Phase 2 – has contract approval in place for
Council consideration
o Restrooms @ Centennial Park – preparations for surveying
moving along with finalizing purchase contract for consideration
of building
Pearland Prosperity Plan met and we are excited to have our input with
the future plan development
Budget process is in full swing and staff are working on expenses for
FY 25.
