2024-05-09 Parks Recreation and Beautification Board Regular Meeting Minutes Pearland Parks, Recreation & Beautification Board Minutes May 09, 2024 CITY OF PEARLAND, TEXAS PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES MAY 9, 2024 The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas, convened in a meeting on May 9, 2024, at the Pearland Recreation & Natatorium, Second Floor, 4141 Bailey Road, Pearland, Texas. The following represents the actions taken in the order they occurred during the meeting. I. CALL TO ORDER Chair Baker called the meeting to order at 8:34 am. II. ROLL CALL AND CERTIFICATION OF QUORUM Members present Chair Baker, Member Pecknold, Member Campo, Vice Chair Allen. Member Dixon attended virtually. Members absent are Member Datta. Member Waguespack arrived at 8:47 am. Others present were Carry Capers, Director of Parks & Recreation; Kevin Carter, Assistant Director of Parks & Recreation; and Amy Coykendall, Executive Assistant; May Grey, Management Assistant; Monica Montoya-Phelps, Assistant Director of Parks & Recreation. III. CITIZEN COMMENTS No citizens present. IV. REGULAR AGENDA I. Consideration and possible action to approve the minutes of the Parks & Recreation Beautification Board meeting held on April 11, 2024. Member Campo made the motion, seconded by Vice Chair Allen, to approve the April 11, 224 meeting minutes as presented. II. Board Report Chair Baker: 498 attendees at Pear Run. Raised approximately $20,000. Noticed that coming south at Pearland Parkway to Independence Park, due to trees you will miss the park. Having a wayfinding sign pointing towards the park would be beneficial for those coming to Pearland for events that are not familiar with the city. Member Pecknold: Participated in the Mayor Cole golf tournament and met Parks and Recreation employees from other cities. Vice Chair Allen: Enjoyed Spring Fest. Followed up on the graffiti at Centennial- Parks staff were able to clean it up. He was able to talk to and get to know the crew at the Park. Member Dixon: Feedback from a Pear Run participant that there was not a water table for the first one or two miles. Screens around the tennis courts at Centennial had fallen after the winter and was asking about replacements, as they are being used more. Asked if there are alternatives for those wanting to use park facilities earlier in the morning (lights on when it is still dark). Chair Baker informed Board that there were groups that backed out last minute. Asst. Director Carter said the screens are on order and would be delivered in the next month. Member Waguespack: Enjoyed opportunity for the Parks tour last month. Southdown volleyball is getting used; there is always a line. III. Consideration and Possible Action - FY25 Budget Presentation was provided by May Grey, Management Assistant. Chair Baker made the motion, seconded by Vice Chair Allen to approve the FY25 Budget. AYES: Baker, Campo, Allen, Waguespack NAYS: The motion carried. IV. Consideration and Possible Action - Athletic Field Use Policy and Fees Update Presentation was provided by Carry Capers, Director of Parks and Recreation. Vice Chair Allen made the motion, seconded by Member Campo, to approve the Athletic Field Use Policy and Fees Update. AYES: Baker, Pecknold, Campo, Allen, Waguespack NAYS: The motion carried. V. Discussion - Organizational Structure and Staffing Update Update was provided to the Board Members. VI. Discussion - Natatorium Recapitalization Project Update Update was provided to the Board Members. VII. Director's report.
