JOINT PLANNED DEVELOPMENT WORKSHOP MEETING MINUTES
AUGUST 28, 2023
The City Council and the Planning and Zoning Commission of Pearland, Texas convened in a
meeting on Monday, August 28, 2023 at the Pearland City Hall Council Chambers, 3519 Liberty
Drive, Pearland Texas. The following represents the actions taken by City Council and Planning
and Zoning Commission in the order they occurred during the meeting. All motions are made by
Council and Planning and Zoning in consecutive order, as determined by the Mayor.
I.CALL TO ORDER - COUNCIL | PLANNING AND ZONING COMMISSION
Mayor J. Kevin Cole called the meeting to order at 5:00 p.m.
II.ROLL CALL - CITY COUNCIL AND CERTIFICATION OF QUORUM

There were no citizen comments.
V.PURPOSE OF THE WORKSHOP NO. 1
I.Input and Discussion: A request by Mona Malone and Karla Canada,
applicant, on behalf of Adnan Usmani, owner, for a Planned Development
Workshop, as required by the Unified Development Code, regarding a
proposed multifamily development consisting of 180 dwelling units with

urban modern aesthetic and amenities, on approximately 9.6251 acres of
land, to wit:
Legal Description: A tract or parcel of land containing 9.6251-acre tract or
419,268 square feet of land, being out of and part of a called 10 acre tract
being the same tract conveyed to Doris T. Graham described in warranty
deed in instrument in Volume No. 847, Page 771 of the Brazoria County
Deed Records in the H.T. & B.R.R. CO. Survey, Abstract No. 241, Brazoria
County, Texas.
General Location: North of Fite Road, East of Manvel Road
Presentation was provided by Martin Griggs, Assistant Director of Community
Development.
Jorge Bisbal, 5161 San Felipe Street, Houston, Texas 77056, Karla Canada 272
Westwood Drive, League City, Texas 77573, applicants, were present to answer
questions from the Council.
VI.ADJOURNMENT
Mayor Cole adjourned the meeting at 5:32 p.m.
