CALL TO ORDER
Chairperson Derrell Isenberg opened the meeting for the P&Z Regular Meeting at 6:30 P.M.
In attendance were:
P&Z Chairperson Darrell Isenberg

P&Z Commissioner Alton Dugas
P&Z Commissioner Brad Kuhn
Also, present were Deputy City Attorney Lawrence Provins, Assistant City Engineer Francisco
Reyes, Community Development Director Vance Wyly, Deputy Director Martin Griggs, and
Executive Assistant Jennifer Danley.
CONSENT AGENDA
All items listed under the "Consent Agenda" are considered to be routine and require little or no
deliberation by the Planning & Zoning Commission. These items will be enacted / approved by
one motion unless a commissioner requests separate action on an item, in which event the
item will be removed from the Consent Agenda and considered by separate action (ix. Matters
removed from Consent Agenda). Approval of the Consent Agenda enacts the items of
legislation.
CONSIDERATION AND POSSIBLE ACTION - EXCUSED ABSENCES
Excuse the absence of Commissioner Ashlee Boswell, Commissioner Brad Kuhn, and
Commissioner Derrell Isenberg from the December 18, 2023, meeting.

CONSIDERATION AND POSSIBLE ACTION - PLAT 23-126: PRELIMINARY PLAT
OF SOUTH HAVEN
A request by Hilda Zeller of JC Morales Inc, Applicant; on behalf of Joseph Millil TechPro Estates,
LLC, owner; for approval of the Preliminary Plat of South Haven creating 54 single family lots, and
3 reserves on 15.8 acres of land located on the west side of O'day Road.
Legal Description: A Subdivision of 15.8 acres of land in the City of Pearland and located
in thein the H.T.&B. R.R. Company Survey, Abstract No. 219, City of Pearland, Brazoria
County, Texas.
General Location: West side of O'day Road.
CONSIDERATION AND POSSIBLE ACTION - PLAT 23-134: PRELIMINARY PLAT
OF LEVEY LANE RIGHT OF WAY (ROW) DEDICATION
A request by Patrick Lane, of LJA, the applicant; on behalf of the City of Pearland, owner; for
approval of the Preliminary Plat of Levey Lane Street Dedication, dedicating a generally 75 to 80-
foot-wide section of street right of way for Levey Lane on ± 0.4715 acres of land from the Beltway
8 ending in a cul-de-sac.
Legal Description: A subdivision of 0.4715 acres of land situated in the James Hamilton Survey,
Abstract 876, and the Richard T Blackburn Survey, Abstract 160, City of Pearland, Harris County,
Texas.
General Location: South of Beltway 8 and West of Almeda School Lane.
Chairperson Isenberg read into the record the items on the Consent Agenda. Vice Chairperson
Henrichs made the motion to approve, Commissioner Dugas seconded the motion.

Chairperson Isenberg read into the record the items on Consideration and Possible Action — PLAT
23-140: Replat of J.C. Rodriguez Subdivision.
CONSIDERATION AND POSSIBLE ACTION - PLAT 23-140: REPLAT OF J.C. RODRIGUEZ
SUBDIVISION
A request by Donna Eckels of PRO-SURV, the applicant; on behalf of Mario Jonathon Moreno,
owner; for approval of a partial replat of JC Rodriguez Estates subdivision splitting Lot 1 into 2 lots
on 1.0001 acres described to wit:
Legal Description: A subdivision of 1.0001 acres of land, being Lot 1 Block 1 of Minor Plat of JC
Rodriguez Estates. A subdivision in Brazoria County, Texas, according to the Map or Plat thereof,
Recorded under Brazoria County Clerk's File No. 2013006674, Official Public Records, Brazoria
County, Texas.
General Location: 13025 Wilke Road, Pearland.
Deputy Director Griggs presented the staff report with exhibits. Deputy Director Griggs stated that
it is a single lot in the Single -Family Residential District (R-1) Zone. Deputy Director Griggs
discussed that the proposal is to split the lot down the middle into two lots. Deputy Director Griggs
stated that it meets all criteria of the Unified Development Code (UDC) for approval, and staff
recommends approval.
Applicant Representative, Donna Eckles of PRO-SURV at 211 Laurel Drive, Friendswood, Texas
77546, was in attendance in -person in Council Chambers to answer any question for the P&Z
Board.
Chairperson Isenberg called for public input.
There were no persons wishing to speak for or against the proposed request.
There was no further discussion from Staff, P&Z Commission or Public input.
Chairperson Isenberg read into the record the item on Consideration and Possible Action — PLAT

approve the replat, Commissioner Kuhn seconded the motion.

23-130: Replat of Magnolia Commons and Extension.
CONSIDERATION AND POSSIBLE ACTION - PLAT 23-130: REPLAT OF MAGNOLIA
COMMONS AND EXTENSION
A request by Sean Ratterree, CTC Residential, LLC., applicant, on behalf of Signature Eubanks &
Associates Ltd. and Magnolia 8.716 Acres Ltd., owner, for approval of a Replat of Magnolia
Commons and Extension creating 3 lots and 2 reserves on 22.63 acres of land located at the
corner of Manvel Road and Magnolia Parkway to wit:
Legal Description: A subdivision of 22.628 acres being out of and a part of a called 8.7166-acre
tract BCCF No. 2009013537 out of and a part of a called 22.4075-acre tract BCCF No
2006028088 and being a replat of Lot 2, Minor Plat of Magnolia Commons BCCF No.
2007012458, Located in the H.T.& BRR CO. Survey, A-547, located in the City of Pearland,
Brazoria County Texas.
General Location: Southwest Quadrant of Magnolia Parkway and Manvel Road.
Deputy Director Griggs presented the staff report with exhibits. Deputy Director Griggs stated that
the Plat is in a Planned Development (PD) and is creating three lots into reserves. Deputy Director
Griggs discussed that a portion of the lot is a Multi -Family Development, Commercial Flex Space,
and a dedicated City Park. Deputy Director Griggs stated that it meets all criteria of the UDC for
approval, and staff recommends approval.
The applicant was not in attendance. Deputy Director Griggs discussed that he spoke with the
applicant and based on the weather they would not be in attendance. Deputy Director Griggs
stated that he could answer any questions for the P&Z Board as he is well versed in the project.
Chairperson Isenberg called for public input.
There were no persons wishing to speak for or against the proposed request.
Vice Chairperson Henrichs stated that she has seen this project a few times, is familiar with it, and
is in favor of the replat.
There was no further discussion from Staff, P&Z Commission or Public input.
Chairperson Isenberg read into the record the item on Consideration and Possible Action — PLAT
23-130: Replat of Magnolia Commons and Extension. Vice Chairperson Henrichs made the
motion to approve the replat, Commissioner Kuhn seconded the motion.

regular meeting on Jonuary9. 2024` Council approved CUP23-21 for the Single -Family
Detached use located nnNorth Houston Avenue.
