R2024-057 2024-03-25RESOLUTION NO. R2024-57 A Resolution of the City Council of the City of Pearland, Texas, approving participation in the Harris County Precinct 2 Partnership Project, requesting $400,000.00 towards the total estimated cost of $800,000.00 for the rehabilitation and erosion repairs to the Pearland Parkway Bridge, located in Harris County, Texas. WHEREAS, the City of Pearland is a city with residents who are also constituents of Harris County Precinct 2; and WHEREAS, both entities share the goal of improving the experiences of their shared constituents residing in the boundaries of the City of Pearland and Harris County Precinct 2; and WHEREAS, the proposed REHABILITATION AND REPAIRS OF PEARLAND PARKWAY BRIDGE SHAFTS AND CHANNEL BANKS is critical infrastructure that serves the shared goals of the City of Pearland and Harris County Precinct 2; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS; Section 1. The City built the road/bridge all the way up to the beltway, so it makes sense that a partnership oetween the County and the City aaaress this problem. The total proposed cost is $800,000. Project Narrative The City of Pearland requests $400,000 for 50% of the cost of stabilizing the channel bank under the Pearland Parkway bridge at Clear Creek, where an erosion problem located on the Harris County side of the Creek. The Texas Department of Transportation inspected the Pearland Parkway Bridge in August 2023, finding soil erosion concerns around the bridge shaft, channel bank, and channel bottom. The potential for compromised structural strength and durability is an issue that strongly supports the need to make improvements. 8. Project Readiness and Available Funding The project has recently been identified as a result of the TxDOT bridge inspection in August 2023, The project is located mostly on the north side of Clear Creek in the City of Houston within Harris County. The city staff completed the review of record drawings, and site visits, and developed a project to repair and rehabilitate the drainage channel slopes and bottom. The city has also hired a consulting firm to develop alternative mitigation measures and preliminary cost estimates. The project has not been funded and currently seeking grant funding to complete the project. C. Consistent with Prior or Current Planning Due to the only recent discovery of the problematic conditions, no prior or current planning documentation has been established that puts the project in alignment with Capital Improvement Program (CIP) planning. However, the conditions are urgent enough to warrant immediate action, so the City is seeking additional funds to share in the cost of this interlocal matter. D. Infrastructure Resiliency, Vision Zero or Traffic Safety, and Traffic Operations U.S. Department of Transportation bridge rehabilitation and resiliency standards will be used to reinforce the eroding conditions, using strategies known to create resiliency factors that are sustainable for no less than 20 years. Standard design codes and strengthening procedures will be used to rehabilitate any shafts in need of improvement, the channel bank, and other parts of infrastructure impacted by the erosion. The project will improve traffic safety and operations, as a failure could result in catastrophic impacts if the bridge failed due to these conditions. While this is not the case at this time, the work needs to be done as quickly as possible to avoid further erosion and concerns. E. Flood Protection, Mobility Level of Serve, and Multimodal Connectivity The proposed project will help stop further erosion of the existing channel. Continuous slope erosion may not only cause a threat to the structural strength of the bridge pier and wash away the roadway but also can cause flooding of the area. F. Infrastructure Needs and Project Benefits The average daily traffic count for the area along Pearland Parkway at Clear Creek varies from 26,445 to 30,108. This is a major thoroughfare used by as many as 200,000 vehicle travelers each week. The impact for the area would have tremendous, long-term, negative impacts if a failure occurred, with life -threatening consequences. While the conditions This project consists of rehabilitating the existing drainage channel located in the City of Houston within Harris County and adjacent to the Harris County Flood Control District drainage facility (Clear Creek). The City of Pearland, the City of Houston, and the Harris County Flood Control District will benefit from the project as the unexpected failure of the bridge and the drainage channel will impact the residents living in all these areas. G. Environmental, Economic, and Quality of Life Benefits The proposed slope repair project will help to reduce and mitigate the potential environmental issues resulting from the continuous erosion of slopes and the surrounding area. The primary purpose of TxDOT bridge inspection is to ensure public safety and to preserve the life of the structures through early detection and mitigating the deficiencies, Addressing the issues identified by TxDOT's bridge inspector will help to avoid the economic burden caused by potential structural failure and enhance the safety and serviceability of the bridges. A failure of the bridge and/or unplanned intervention/rehabilitation will have a much higher economic impact than a planned effort, Traffic management and manageable traffic detouring, beneath the life/health/safety issues at the core of the concern, make this an important priority. H. Stakeholder Partnerships and Contributions The proposed partnership contribution involves a 50% allocation of City funds ($400,000) and a 50% cost contribution from Harris County Precinct 2. The total project cost is estimated to be $800,000 which includes survey, design, and construction of the project. I. Project Life Cycle Costs The proposed drainage improvement is located outside the city limit and is expected to be maintained by the City of Houston or Harris County.
