A Resolution of the City Council of the City of Pearland, Texas, approving
participation in the Harris County Precinct 2 Partnership Project, requesting
$1,925,000.00 towards the total estimated cost of $6,635,000.00 for Transite
Waterline Replacement in Green Tee Subdivision, located in Pearland, Harris
County, Texas.
WHEREAS, the City of Pearland is a city with residents who are also constituents of Harris County
Precinct 2; and
WHEREAS, both entities share the goal of improving the experiences of their shared constituents
residing in the boundaries of the City of Pearland and Harris County Precinct 2; and
WHEREAS, the proposed “Transite Waterline Replacement in Green Tee Subdivision” Project is critical
infrastructure that serves the shared goals of the City of Pearland and Harris County Precinct 2;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS;
Section 1. That the City of Pearland has submitted a partnership application with Harris County Precinct
2 for the proposed “Transite Waterline Replacement in Green Tee Subdivision” and commits a total of
$4,710,000.00 toward this goal.
Section 2. That the City of Pearland requests a total of $1,925,000.00 in additional funds from Harris
County Precinct 2 for the “Transite Waterline Replacement in Green Tee Subdivision.”

RE: Letter of Intent and Commitment of Matching Funds for HC Precinct 2 Project
Dear Commissioner Garcia:
I am writing this letter to notify Harris County Precinct 2 of the City of Pearland s intent replace an
estimated 87 linear miles of Transite Waterline in Green Tee Subdivision all in Pearland Harris
County, Texas.
The total proposed cost is $6 635,000. The City's Capital Improvement Plan (CIP) policy indicates
if the City is able to secure any additional funding towards the cost of CIP project, Certificates of
Obligation (CO) funding can De used to complete the work. Therefore, Pearland is apse to match
Harris County Precinct 2 grant funding to bring this project to fruition/completion, which is outlined
in the budget portion of the application as peing $1,925,000 (30% of total project costs).
The City's application is complete to the extent required by the Precinct, but project staff and
management are available to provide clarification, additional information or other documents
necessary as the process moves forward. On behalf of our citizens, we greatly appreciate the
opportunity and look forward to potential funding for this wonderful project.

A. Project Narrative
The City of Pearland is requesting $1,925,000 from Harris County Precinct 2, as a part of a $6,635,000 Transits
Waterline Replacement Project in Green Tee. Subdivision, located in Pearland, Harris County, Texas.
Approximately 87 linear miles of transite (A/C - Asbestos Concrete) waterline is in urgent need of replacement.
Aging transits pipe has become brittle and the risk of failure in that particular material has become a critical
reality (i.e., water main breaks). The Green Tee neighborhood was identified as a priority area for such water
line pipe replacements. Drought conditions during the Summer of 2023 have made conditions worse.
The project scope consists of approximately 33,600 feet (6.4 miles) of 6- and 8-inch diameter water distribution
lines with all necessary valves and appurtenances, which include the installation of a sampling station and a
pressure sensor. The work includes the replacement and addition of fire hydrants and valves along the entire
alignment to meet fire code standards, as there are aged compliance factors that dictate the need for additional
service points throughout the area. The proposed improvements will also build additional protective factors for
the entire subdivision, as fire suppression capabilities will improve due to additional hydrants and more reliable
infrastructure.
B. Project Readiness and Available Funding
This project is currently in the 2022-2026 Capital Improvement Program (CIP) - Project WA2203.
The design is at substantial completion (90% plans) as of the time of this submission. Available
funding is currently $4,710,000, but the project is estimated to cost a total of $6,635,000. Funding
to repair this critical service line issue is needed to complete the proposed work in full.
C. Consistent with Prior or Current Planning
At the governance level, City of Pearland Strategic Council Priorities are used to identify critical
strategies that utilize a trusted government to promote a safe, whole community, with sustainable
infrastructure, a strong economy, via resilient finances. Replacement of these waterlines has a
nexus to all of these priorities. The project's placement in the CIP is the primary indication of its
place in the current planning process where local improvements are concerned.
D. Infrastructure Resiliency, Vision Zero or Traffic Safety, and Traffic Operations
Plastic (PVC) is much more resilient, safe, and sustainable than asbestos-concrete/cement
waterline pipe, and is generally the replacement material of choice in modern water system
infrastructure, This material maximizing longevity and minimizes the need for expensive water main
repairs. A/C is more likely to result in main breaks, resulting in traffic safety and operations issues,
as opposed to the manageable impediments to traffic operations a planned replacement involves.
Replacing aging transite pipes with more durable PVC pipe waterlines will improve the resiliency of
the water distribution system infrastructure. Per the design and City standards, traffic control
measures will be implemented to protect the residents and contractors during construction. Where
feasible, the design proposes waterline installation outside of roadways to minimize traffic
disruption during construction. Following construction, no impact on traffic operations is anticipated.
E. Flood Protection, Mobility Level of Serve, and Multimodal Connectivity
Proposed construction within a Harris County Flood Control District (HCFCD) easement is being
coordinated with HCFCD. However, no impacts to flood protection, mobility level of service, or
multimodal connectivity are anticipated.
F. Infrastructure Needs and Project Benefits
Transite pipe water line has a failure rate significantly higher than that of comparable and like -sized
polyvinyl chloride (PVC) pipes. As the transite pipeline reaches the end of its design life, it is
responsible for a higher percentage of work orders and requires greater resources to maintain per
foot than comparable PVC lines. The project will provide an opportunity to resolve water loss to
broken lines and resource exhaustion. Further, up -sized waterline diameters in some cul-de-sacs
and the Installation of additional fire hydrants will improve the City's fire fighting capabilities in this
neighborhood.
G. Environmental, Economic, and Quality of Life Benefits
By replacing older, undersized transite pipe with PVC pipe waterlines meeting City's current design
standards, yielding an improved level of service and fire protection for neighborhood residents.
Pipe replacement will decrease the likelihood of water main failure and the associated risk of
service outages during repairs.
H. Stakeholder Partnerships and Contributions
The City of Pearland is requesting approximately 30% of the total estimated costs of $6,635,000.
The current available funds for the project total $4,710,000.
1. Project Life cycle Costs
The proposed improvements are located within City limits and will be maintained by the City. Thus,
any operations and maintenance life cycle costs will be borne by the City. Funding is requested
only for construction capital costs.
