R2024- 54 A Resolution of the City Council of the City of Pearland, Texas, approving participation in the Harris County Precinct 2 Partnership Project, requesting $1,710,000.00 towards the total estimated cost of $3,420,000.00 for improvements to the Riverstone Ranch Regional Lift Station, located in Pearland, Harris County, Texas. WHEREAS, the City of Pearland is a city with residents who are also constituents of Harris County Precinct 2; and WHEREAS, both entities share the goal of improving the experiences of their shared constituents residing in the boundaries of the City of Pearland and Harris County Precinct 2; and WHEREAS, the proposed Rehabilitation and Improvements to the Riverstone Ranch Regional Lift Station is critical infrastructure that serves the shared goals of the City of Pearland and Harris County Precinct 2; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS; Section 1. That the City of Pearland has submitted a partnership application with Harris County Precinct 2 for the proposed Rehabilitation and Improvements to the Riverstone Ranch Regional Lift Station and commits a total of $1,710,000.00 toward this goal. The total proposed cost is $3 420,000. The City's Capital Improvement Plan (CIP) policy indicates if the City is able to secure any additional funding towards the cost of CIP project, Certificates of Obligation (CO) funding can be used to complete the work. Therefore, Pearland is able to match Harris County Precinct 2 grant funding to bring this project to fruition/completion, which is outlined in the budget portion of the application as being $1,710,000 (50% of total project costs). The City's application is complete to the extent required by the Precinct, but project staff and management are available to provide clarification, additional information or other documents necessary as the process moves forward. Project Narrative The city is requesting $1,710,000 in 50% matching funds to upsize lift station pumps at the Riverstone Ranch Regional Lift Station, in addition to other improvements at the facility, located at 1898 Dry Willow in Riverstone Ranch subdivision. The project will increase the capacity as required by the City's Wastewater Master Plan. A PER will be completed to determine if pumps should be upsized to 2.4 MGD. Also, install an odor control unit, new electrical control panel, flow meter, new electrical rack and SCADA. As a regional lift station this site will require a permanent natural gas generator with automatic transfer switch. Installation of a 2" water service and cedar fence. Installation of odor control unit for this lift station will reduce odors. These unpleasant odors are nuisance to the residents. The pump station is a main regional pump station that has flow coming from several other lift stations. Due to the critical nature of these lift stations will require an alternate power source to maintain wastewater flows in the event of loss of line power. This lift station's priority rating is based on being in fair condition with a very high impact due to location or high probability of sanitary sewer overflow, according to the Wastewater Master Plan. B. Project Readiness and Available Funding The project has been identified as a priority within the Waste Water Master Plan 2020 update. It is situated within Harris County. Our City staff has thoroughly reviewed the Waste Water Master Plan, conducted site visits, and is in the process of hiring a consultant to conduct a Preliminary Engineering Report (PER) to assess the necessity of upsizing pumps. Based on the findings of the PER, a design will be developed. Additionally, the consultant will provide a preliminary cost estimate for the project. Adopted Budget for Fiscal Year 2024: $300,000 Projected Costs for Fiscal Year 2025: $3,120,000 Total Project Costs $3,420,000 C. Consistent with Prior or Current Planning The City Council has outlined various strategic priorities to guide the future development of the community. The proposed project aims to increase capacity due to its significant impact resulting from its location or the high likelihood of sanitary sewer overflow, as outlined in the Wastewater Master Plan. Given the critical nature of these lift stations, an alternate power source will be necessary to ensure continuous wastewater flows in the event of a power outage. This proposed expansion aligns closely with the sustainable Infrastructure strategic priority, which emphasizes the importance of building a high quality of life on a foundation of well -planned and maintained essential water, transportation, and flooding infrastructure. It also focuses on creating appealing amenities and ensuring long-term value for the community. Importantly, this project is consistent with our current planning efforts. D. Infrastructure Resiliency, Vision Zero or Traffic Safety, and Traffic Operations The proposed expansion project will incorporate measures to ensure that the Infrastructure is well -designed to enhance resilience against various environmental hazards. Pumps and equipment, power, casing, shafting, Impellers, and other material characteristics of the station's mechanics will be state-of-the-art, based on the City's resiliency standards for constructing sustainable/critical Infrastructure. Protective coatings, valves, ductile Von pipe, rigid galvanized conduit, and fittings will all be made of high -specification materials. E. Flood Protection, Mobility Level of Serve, and Multimodal Connectivity The proposed project will assist the City of Pearland and Harris County in maintaining regulatory compliance by preventing surcharging and sanitary sewer overflows within the gravity sewer system. The facility will meet local floodplain elevation standards. F. Infrastructure Needs and Project Benefits The project involves expanding the capacity of a regional lift station. Analysis of wastewater flow monitoring records revealed instances of surcharging during multiple rain events throughout the field-testing period. Additionally, the calibrated hydraulic wastewater model identified surcharging in the gravity lines upstream of the lift station under 2-year 24-hour design storm conditions, Indicating insufficient capacity to handle peak wet weather wastewater flows. Both the City of Pearland and Harris County stand to benefit significantly from this project, as it will ensure regulatory compliance by preventing surcharging and sanitary sewer overflows within the gravity sewer system. G. Environmental, Economic, and quality of Life Benefits The proposed regional lift station expansion alms to alleviate and mitigate potential environmental issues arising from surcharging during multiple rain events observed during the field-testing period The occurrence of surcharging in the gravity lines upstream of the lift station under 2-year 24-hour design storm conditions indicates a capacity deficiency in handling peak wet weather wastewater flows. By addressing this capacity shortfall, the project seeks to prevent potential structural failures, thereby avoiding associated economic burdens. H. Stakeholder Partnerships and Contributions The proposed partnership contribution entails a 50 % allocation of City funds, amounting to $1,710,000.00, with a corresponding request for a 50 % cost contribution, also totaling $1,710,000.00, from Harris County Precinct 2. The total estimated project cost is $3,420,000.00. Harris County will have the option to take the lead and provide input during various phases of the project if desired. However, the City is fully prepared to lead, facilitate meetings, gather information, and drive the project forward with guidance from Harris County. 1. Project Life Cycle Costs The proposed Lift Station Capacity Expansion is located inside the city limit and is expected to be maintained by the City of Pearland.
