SUMMARY: The developer for Twin Lakes residential subdivision is proposing an
amendment to the approved Planned Development District (PD) for Twin Lakes
subdivision, which is located on the east side of Veterans Drive, and south of Walnut Street
(south of the police station). The Twin Lakes PD was approved on March 22, 2004, by the
City Council.

At a joint workshop between the City Council and the Planning and Zoning Commission on
March 20, 2006, the developer presented modifications to the existing PD regarding
fencing types that were specific to the PD approved in 2004.
The applicant is proposing to relocate the solid 8 foot polymason wall that was to be
constructed between the detention basins and the railroad tracks on the east boundary of
the property to the back property lines of the homes that back up to the detention basins.
The original PD indicated the fence would be a wrought iron or aluminum fence along the
rear property line. The movement of the fence from the far eastern boundary along the
tracks would remove the requirement for the wrought iron fence, so only one fence would
be built. The Polymason fence will be concrete instead.
No other changes within the PD are being considered.
PUBLIC COMMENTS: Public notice/comment forms were mailed to property owners
within 200 feet of the subject property under consideration. A legal notice of public hearing
was published in the local newspaper, and a Zoning Sign was placed on the subject
property.

Please accept this memorandum as our formal request to modify the subject eastern
property line fencc'wall of the Pl'I). We're requesting that the approved Pt ID) be
modified to reflect the following;
I. Due to unforeseen problems to the eastern detention area the City. I)rainagc Uistrict
and subject enuineering firm (I JA I ng.) modified the detention area. As a result, the
‘vall no longer can he constructed as design nor functions as intended, therefore we're
requesting the eastern gall along the property line next to the railroad track he remo\cd
from the Pt I).
2. We request that the approved Pt 1) requiring the rear lots along the eastern detention
area to be fenced with a six-foot high wrought iron and or aluminum fence he replaced
by the following:
Precast concrete post and concrete panels to a height of is feet.

9. PERIMETER TREATMENT OF PLANNED UNIT
DEVELOPMENT
The wall along Veterans Road will consist of six-foot high precast concrete
rockstyle spanning between brick columns provided by Fencerete American
Inc. The tot lot playground area will be of the same type of product with
various elevations. The north perimeter side of the development will be
fenced with a six-foot high precast concrete panel. The rear lots along
detention area (Eastern rear lot line) will be fenced with an eight-foot precast
concrete panel. Both North and Eastern rear lot lines precast concrete panels
will be placed in precast concrete post.
