Nineteen Pearland Students Advance in Prestigious Houston Rodeo Art Competition
In a significant achieve-ment for the Pearland In-dependent School District, nineteen student artists have been selected to advance in the highly competitive Houston Livestock Show and Rodeo art program. This advancement marks a pivot-al moment for these young artists as their works prog-ress to the Grand Prix round of judging. In this phase, 72 pieces of art will be careful-ly selected by judges to be auctioned, with the proceeds aimed at supporting student awards and contributing to the rodeo’s educational fund. In a notable accom-plishment, one student from the district was also award-ed a gold medal in the Spe-cial Needs category.The judging for the ro-deo art, held on January 19, saw an impressive array of Western-themed art created by these talented students. Recognitions were awarded across several categories in-cluding Best of Show, Gold Medal, and Special Merit.In the Best of Show cat-egory, students who stood out with their exceptional artwork were Sion Joo and Brooklynn Carmen from Dawson High School, both celebrated for their 3D art creations, along with Emi-ly Anderson from Pearland High School, Laura Bunta from Berry Miller Junior High, and Alan Bishop from Alexander Middle School.The Gold Medal category showcased the extraordinary talents of Katherine Xie and Jack Liu from Dawson High School, Rachel Huynh from Berry Miller Junior High, Gwyneth Cass from Magno-lia Elementary, and Logan Roque from Pearland High School.In the Special Merit cate-gory, the creativity and skill of Binita Halder, Grace Ji, Ruith Hea, Shelby Clauson,
Faith Nguyen, Rubi Thorn, Caitlin Davie, Sion Joo, Kaitly Bui, and Zoe Yang, all from Dawson High School, were recognized, highlighting the depth of talent at this institution.The students’ success is also a testament to the dedi-cation and expertise of their art teachers. At Dawson High School, Teri Zuteck has been instrumental in guiding the students, while
Pearland High School’s art instruction is led by Alyssa Hartgrove and Rebeka Hill-burn. Sara Mendoza at Ber-
ry Miller Junior High, Isaac Mardis at Alexander Middle School, and Katie White at Magnolia Elementary have also played significant roles in nurturing these young art-
ists.Pearland ISD has proudly congratulated both the stu-
dents and their art teachers on this remarkable achieve-ment. The students’ ad-vancement in the Houston
Rodeo art competition not only showcases their artistic prowess but also emphasiz-es the strong arts education provided by the district. This success serves as a bea-
con of inspiration and pride for the entire Pearland ISD community.

Twenty-One Pearland ISD Students Achieve Prestigious TMEA All-State Status
In a significant display of musi-cal excellence, Pearland Independent School District recently celebrated the achievement of twenty-one of its high school musicians who have secured spots in the Texas Music Educators Association (TMEA) all-state per-forming groups. These students from Dawson and Pearland High Schools have demonstrated outstanding talent and dedication, epitomizing the adage that practice makes perfect by reaching the pinnacle of musical achievement for Texas high school students.On February 10, these all-state stu-dents are slated to engage in three days of intensive rehearsals under the leadership of nationally recognized conductors. This preparation will lead up to their performance at the annual TMEA Clinic/Convention in San Anto-nio, a significant event and the nation’s largest music educators convention.Tom Bell, the Director of Fine Arts at Pearland ISD, expressed immense pride in the students’ accomplish-ments. “Making all-state is the highest achievement a high school music stu-
dent can attain. It is an indicator that the students not only have received great instruction from their elementary music teachers up to their current high school directors, but also that they ap-plied themselves to develop their skills to the best of their ability,” he stated.The DHS All-State Choir proudly includes Camden Baker, Daniel Jacob, Amber Schaefer, and Samantha Walk-er. Representing the PHS All-State Choir are Armando Cabrera-Ontiveros and Carlos Garza. The DHS All-State Band boasts a lineup of talented musi-cians, including Scott Cripps, Hantao Jin, Daniel Jones, Joshua Linerode, Callie Meng, Ethan Montes, James Powers, Devin Saljuud, Konstantin Sinyak, Amy Zhang, Efran Zhao on the violin, and Ares Zhou. The PHS All-State Band features Anthony Macias, Jackson Frerking, and Carden Tran.Bell also highlighted the broader de-velopmental benefits of participating in such a competitive process: “When practicing for the competition on their own, the students develop grit, perse-verance, and discipline. This not only
makes every student that participates in the process, regardless of the out-come, a better musician but also de-velops habits that the students can then transfer to every aspect of their aca-demic and personal lives.”Guiding these talented young musi-cians are band directors Aaron Brown from DHS and Ryan Demkovich from PHS. The DHS Choir is directed by Roxan Silva, and the PHS Choir by Michael Kessler.Each year, TMEA rigorously selects approximately 1,800 students state-wide for performance in one of 18 all-state band, orchestra, and choir en-sembles. This selection represents only the top 2.6% of musicians who initially audition, filtered down from more than 70,000 students who begin the compe-tition through regional auditions. A se-lect group of the highest-ranking per-formers advances to area and then to state, marking this achievement as not only a milestone for the individual stu-dents but also a testament to the caliber of Pearland ISD’s music programs.

The project will entail the construction of drainage improvements on Scott Lane
from Hatfield Road to Mykawa Road, Woody Road from McHard Road to Comal
Street, Garden Road from FM 518 to Hickory Slough, O’Day Road from FM 518
to Hickory Slough and Woody Road from Cherry Street to West Orange Street.
The scope of the drainage improvements includes, but not limited to removing
existing driveways, pipe culverts and pavement, 31,000 CY of drainage ditch ex-
cavation and regrading, installation of approximately 1,474 LF of 18-inch RCP,
2,699-LF of 24-inch RCP, 585 LF of 30-inch RCP, 779 LF of 36-inch RCP, 338
LF of 36-inch EQ Arch Pipe, 454 LF of 48-inch RCP, 534 SY of gravel driveway,
1,602 SY of asphalt driveway, 1,408 SY of concrete driveway, 25 fire hydrant
relocations, hydro mulch seeding, and site restoration.
A Mandatory Pre-Bid Conference will be held in person at the City of Pearland
Engineering and Public Works Facility located at 2016 Old Alvin Road, Pearland,
Texas 77581 at 11:00 a.m. on Thursday, January 25, 2024.
All bids should be submitted through the E-Bid system located on the City’s
website at: https://pearland.ionwave.net/Login.aspx. All interested Bidders are
advised to register as a “supplier” on the City’s E-Bid System at the above web-
site by clicking on “Supplier Registration” and completing a short registration
questionnaire. Electronic Bid Documents, including Plans, Technical Specifica-
tions and Bid Forms are available for download after registration is approved by
City Purchasing office. No plan fees or deposits are required for bid documents
obtained through the City’s E-bid System. Questions regarding electronic bidding

Federal Requirements: The City’s funding for the PROJECT comes through the
Texas General Land Office and originates from the U.S. Department of Hous-
ing and Urban Development (HUD). Therefore, various federal regulations and
statutory requirements are applicable to the successful offeror; including but not
limited to Appendix II of 2 CFR Part 200 and HUD Uniform Administrative Re-
quirements in 24 CFR 570. All federal and/or State requirements can be found
in Section 00800 of the PROJECT MANUAL. Federal labor requirements can be
found in Section 00811.
DBE/SBE Goal: The Disadvantaged Business Enterprise (DBE) goal for this
project is 11%. The Small Business Enterprise (SBE) goal for this project is 0%.
Race neutral participation is encouraged and can be achieved through various
supplier and subcontracting opportunities.
HUD Section 3 Economic Opportunities: The HUD Section 3 program requires
that recipients of certain HUD financial assistance, to the greatest extent possi-
ble, provide training, employment, contracting and other economic opportunities
to low- and very low-income persons, especially recipients of government assis-
tance for housing, and to businesses that provide economic opportunities to low-
and very low-income persons. The City’s selection will heavily consider bidders
that are certified HUD Section 3 businesses. Bidders are strongly urged to seek
high levels of familiarity with HUD Section 3 requirements.
Selection Criteria: The Contract is to be awarded on the basis of Lowest Re-
sponsible Bidder. In identifying this criteria the City will consider: 1) lowest total
bid price for all work listed and specifically requested, including but not limited
to: Base Bid, Extra Work items and selected Alternates. The City of Pearland
reserves the right to award a contract based on any combination of the above
considered to be in its best interests or to reject any or all bids.
