MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS,
HELD ON MARCH 19, 1979, AT 8:00 P.M. IN THE CITY HALL, 2335 N. TEXAS AVENUE,
PEARLAND. TEXAS.
The Public Hearing was called to order with the following present:

Dorothy L. Cook
Representatives from Entex, Inc: Arlen Williams, Tom Tyson, Howard G. Bell,
and Roy Baker.
Others present: Charles Mack
PURPOSE OF THE HEARING:
Request by Entex, Inc. for an increase in rates for residential and commercial
service.
PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST:
Mr. Williams advised that on February 28, 1979, his Company, Entex, Inc., filed
a statement of intent to increase the rates by 47� for residential and small
commercial customers. He advised that Entex was basing this request on changes
in the basic operating expense. Mr. Tom Tyson advised that the last request his
Company asked for7ascost of service adjustment. He stated that Entex could not
increase the rates by this means this year since they had agreed with the City
two years before to increase Pearland rates 10� less than other cities in the
division. He advised that the 47� increase was just enough to offset their
cost on a division basis. He advised that this increase was primarily due to
inflation. Mr. Tyson reviewed the following Exhibits: Exhibit I, Wages; Exhibit
II, Increases in Prices - Consumer Index and Producer Index; Exhibit III,
Investment Per Customer in Dollars - Texas Coast Distribution System; Exhibit IV,
Moody'.s Average A Bond. Mr. Tyson advised that ample gas supply is available
now, and his Company sees no future shortage.
PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST:
Charles Mack, 2103 Willow, advised that he was speaking neither for or against the
request; however, he would like to know what effect it would have on the rate if
the usage in this area was reduced. Mr. Bell of Entex, Inc. advised that regard-
less of the amount used the bill would be increased by the 47�. The reason for
this is the fact that they were asking that the minimum bill be increased by 47¢.
He advised that if a person uses 400 cubic feet or less, the bill will still be
increased by 47¢ to the level of $4.97. He advised that the cost of providing
service to every individual customer,excluding gas cost and expenses, will
exceed the amount of the minimum bill on the per customer basis.
