PARKS, RECREATION & BEAUTIFICATION BOARD MEETING MINUTES
August 10, 2023
The Parks, Recreation & Beautification Board of the City Council of Pearland, Texas,
convened in a meeting on August 10, 2023, at the Pearland Recreation Center &
Natatorium, 3519 Liberty Drive, Pearland, Texas. The following represents the actions
taken in the order they occurred during the meeting.
I. CALL TO ORDER
Chairman Jackson called the meeting to order at 8:33
II. ROLL CALL AND CERTIFICATION OF QUORUM
Members present were Chairman Jackson, Vice Chair Baker, Member Dixon, Member
Campo, Member Allen
Member Allen arrived at 8:35
Members absent were Member Bankson and Member Waguespack
Others present were Carry Capers, Director of Parks and Recreation, Kevin Carter,
Assistant Director of Parks and Recreation, Kelly Moody, Special Events & Development
Manager and May Grey, Business Administrator.
Citizen(s) present were Dat & Damian Huynh
III. CITIZEN COMMENTS
No Citizens comments.
IV. REGULAR AGENDA
1. Board Report
Chairman Jackson has been using the Veterans field and RCN with his family. He is happy
to see the community using the facilities.
Vice Chair Baker has not been getting out as much due to the heat. She was happy to see
the Special Olympics unified basketball game in partnership with Pearland police officers.
Member Dixon has been visiting City parks and using park amenities. He reported an issue
with a net and was pleased with the submission process. He received notification when
the issue was resolved and was asked to provide feedback. He asked regarding court
availability for pickleball players and if there are any complaints regarding availability.
Director Capers provided information regarding leagues and court availability and looking
for alternative options to meet demands in the future. Vice Chair Baker mentioned that in
the past there was a discussion about turning existing racquetballs courts into courts to
use for pickleball. Director Capers provided an update on discussion.
Member Campo did not get the opportunity to get out as much and did not have anything
to report on.
Member Allen enjoyed the Celebration of Freedom event. He shared with the board that
a citizen expressed concerns about the nature trail bridge, an issue for bicycle riders.
2. Consideration and Possible Action - Certification and Approval of Minutes
from July 13, 2023
Motion to approve by Vice Chair Baker; Member Dixon seconded the motion. Approved.
3. Staff Presentation - Ed Thompson Inclusive Park and Adaptive Programming
Staff provided presentation and highlighted the importance of continuing to raise
awareness of the need in the community and continuing to push forward the play initiative.
Chairman Jackson mentioned that a common question from citizens is if the city will be
adding inclusive amenities to other City Parks.
Member Allen asked about the possibility of adding an all-inclusive water park by the
inclusive playground. Director Capers explained that there isn’t room to add more
amenities at this location, however, they are looking into adding water features at
Independence Park.
4. Consideration and Possible Action - Vendor Selection Policy
Director Capers provided an overview of the policy and answered board questions.
Motion to accept recommendation to approve Vendor Selection Policy –Member Allen,
Seconded by Vice Chair Baker. Motion approved.
5. Consideration and Possible Action - Political Campaign Policy
Director Capers provided an overview of the policy and answered board questions.
Motion to accept recommendation to approve Political campaign policy –Member
Campo, Seconded by Member Dixon. Motion approved.
6. Director’s report
Director Capers provided the following updates:
• The first budget meeting this upcoming Saturday. Budget highlights: Base
budget stayed flat from Fiscal Year 2023 to Fiscal Year 2024, Parks Crew and
Part Time to Full Time positions are being submitted to Council as
supplemental but added to base budget as a cost neutral request. Centennial
Park restroom addition between fields 5 and 6 will also be added using
Convention Visitors Bureau funds as a Capital Improvement Program (CIP)
project.
• Provided future dates for Budget meetings with Council.
• August 14th we will be requesting approval from City Council to enter into a
cost sharing agreement with Pearland Economic Development Corporation
(PEDC) associated with Hickory Slough Sports Complex Phase II renovations.
• Summer programming is wrapping up; this is the final week of camp.
• Centennial Park splashpad is continued to be cleaned twice a week to ensure
cleanliness.
• Cost recovery is at about 70% and membership sale these past months have
surpassed previous highest memberships sales, while maintaining quality level
of service.
• The number to contact for transportation during an emergency period is 211.
• Elections will be held in September’s meeting for the Chair and Vice Chair
position.
• October meeting date will be changed due to NRPA Conference.
• Woodcreek Park bridge installed and at the end of this month it should be back
open.
• Centennial Park storage building project is still ongoing.
• Natatorium projects are going out for bid and looking for April/May closure for
completion.
• Park Recapitalization
o Irrigation ongoing; Veterans is the next location and then neighborhood
parks.
o Shade Structures are in production.
o Year 5 sidewalk and trail connectivity will be going for bid soon.
• Southgate Playground is being manufactured, looking at a December
installation.
• Upcoming tree planting in the fall through Urban Forester.
• Aquatics Manager position has been filled, introduction to Andrew Pudwill will
happen in the future.
Vice Chair Baker asked regarding the trees blocking the pearlandparks.com sign at West
Pearland Community Center and if there were plans to relocate the sign. Director Capers
responded, it’s possible in the future.
V. ADJOURNMENT
Motion to adjourn by Member Dixon; seconded by Member Allen. Meeting adjourned at
9:53 am.
