Chair Phil Cessac called the meeting to order at 2 00 p m
Present were Chair Phil Cessac, Vice Chair Charles McMurrey, and Member James
Gilbert

Civil Service Director Ron Fraser gave an overview of the Directors Report

2021-20 Approval of Minutes from the June 16, 2021 meeting.
Vice Chair McMurrey made the motion, seconded by Chair Cessac, to amend the
minutes to include the following language
2021-12 Discussion and Input regarding revising Section 081 of the local rules
and approving members of a medical board
Vice Chair McMurrey discussed local Civil Service Rule Section 081 and
recommended the City Staff to consider drafting revisions to this Section for the
Commission's consideration The use of outside legal counsel may be appropriate due
to the complex aspects of civil service law and adoption of local civil service rules
appropriate for Pearland
Vice Chair McMurrey opined Section 081 should have wording similar Local Rule
Section 022 PHYSICAL REQUIREMENTS AND EXAMINATIONS 3) authorizing the
Civil Service Director to annually review the list of physicians, psychiatrist or
psychologist for the Commission's annual approval
Vice Chair McMurrey opined this section of local Civil Service rules needs to have to
have specificity for implementation and provide delegated authority to the Civil Service
Director for implementation of an evaluation of an employee's physical or mental
fitness or an appeal thereof
2021-13 Discussion and Input regarding revising Section 022 of the local rules
and approving members of a medical board
Vice Chair McMurrey stated repeated his previous desire for City Staff to consider
drafting revisions of this Section to provide delegated authority to the Civil Service
Director for implementation of an applicant's appeal when an applicant has failed the
medical or mental exam
In response to a question from Commissioner Gilbert Vice Chair McMurrey reiterated
his desire for the Commission to annual approve the list of physicians, psychiatrist or
psychologist for appeals while delegating implementation of an applicant's appeal to
the Civil Service Director

2021-21 Consideration and Possible Action regarding revising Section 017 toprovide
for the audio/video recording of Civil Service meetings.
Commissioner Gilbert made the motion, seconded by Chair Cessac, to provide for
only the audio recording of Civil Service meetings

2021-22 Consideration and Possible Action appeal of Sergeant Exam Question #4.
Officer Matthew Mattocks stated his recommendation relating to Sergeant Exam
Question #4.
Vice Chair McMurrey made the motion, seconded by Chair Cessac, to sustain the
answer key This ruling rejects the appeal presentation to the Commission and
required the Director to accept the answer as given on the answer key, while grading
the promotional examinations of all eligible candidates

answer key This ruling which rejects the appeal presented to the Commission and
requires the Director to accept the answer as given on the answer key, while grading
the promotional examinations of all eligible candidates

Officer Matthew Mattocks stated his recommendation relating to Sergeant Exam

answer key This ruling which rejects the appeal presented to the Commission and
requires the Director to accept the answer as given on the answer key, while grading
the promotional examinations of all eligible candidates.

Delgado stated their recommendations relating to Sergeant Exam Question #84
Member Gilbert made the motion, seconded by Vice Chair McMurrey, to eliminate the
test question

Vice Chair Mc Murrey made the motion, seconded by Member Gilbert, to overrule the
answer key This ruling which sustains the appeal as presented The Commission
hereby designates answer (s)A, B, C, and D to be accepted and required the Director
to accept a different answer or accept two (2) or more answers, as directed in the
Ruling, while grading the promotional examination of all eligible candidates

answer key This ruling which rejects the appeal presented to the Commission and
requires the Director to accept the answer as given on the answer key, while grading
the promotional examinations of all eligible candidates.

answer key This ruling which rejects the appeal presented to the Commission and
requires the Director to accept the answer as given on the answer key, while grading
the promotional examinations of all eligible candidates
