2022-12 Call to Order
Chair Charles McMurrey called the meeting to order at 4 00 p m
Present were Chair Charles McMurrey, Vice Chair Phil Cessac, and Member James
Gilbert

2022-13 Director's Report
Civil Service Director Ron Fraser gave an overview of the Directors Report
2022-14 Citizen Comments
Adam Carroll, President and John Albin, Vice President of the Pearland Police
Association voiced concerns of video recording versus audio recording of the
minutes
2022-15 Approval of Minutes from the March 23, 2022 meeting.
Chair McMurrey made the motion, seconded by Vice Chair Cessac, to approve the
minutes from the September 23, 2021 meeting with the following changes.
Agenda Item 2022-06 to read "Chair Cessac made the motion to eliminate having
audio recording with the meeting Motion failed due to lack of second "
Agenda Item 2022-10 to read "Vice Chair McMurrey made the motion, seconded by
Member Gilbert, to have the Local Rules submitted to legal for outside legal
counsel review at least every 2 years following the regular session in the
legislature "

Nays None.
The motion carried.
2202-16 Presentation regarding the recognition of the Pearland Police Academy for the
Graduation of BPOC 1
Vice Chair Cessac congratulated the recent graduates and commended the
Department for the making the graduation happen
2022-17 Consideration and Possible Action regarding Section 017 of the Local Rules
regarding the audio recording of Civil Service meetings.
Not action taken
2022-18 Consideration and Possible Action regarding Fitness-for-Duty examination
providers
Member Gilbert made the motion, seconded by Vice Chair Cessac, to accept the
Fitness for Duty examination provider list to include psychologist and physicians.

2022-19 Consideration and Possible Action regarding regular consultant review of Local
Rules.
No action taken
2022-20 Consideration and Possible Action regarding adoption of Local Rules
Vice Chair Cessac made the motion, seconded by Member Gilbert, to adopt the
Local Rules as posted

Nays None
The motion carried.
2202-21 Discussion regarding Commission training
Director Fraser advised the Commission on the TMHRA Civil Service/Labor
Relations Conference on February 1 -3, 2023.
