MINUTES OF A SPECIAL (EMERGENCY) MEETING OF THE CITY COUNCIL OF THE CITY OF _
PEARLAND, TEXAS, HELD ON JANUARY 11, 1979, AT 7:30 P.M. IN THE CITY HALL, 2335

1. CONSIDERATION AND POSSIBLE ACTION - CHANGE ORDERS TO CONSTRUCTION
OF KNAPP ROAD.
City Manager Wolff advised that representatives of Brown & Root, Inc., the
Contractors on the Knapp Road project, felt that the design of Knapp Road from
Highway 35 to Mykawa Road was not adequate to hold up under the type of truck
traffic going over this section of the project.
Mr. William of Brown & Root, Inc. advised that from observation of the trucks
traveling on Knapp Road (West) his firm did not think the base material was
adequate to take care of the load. Malcolm ,Collins, City Engineer, advised that
he designed the road for 80,000 pounds total load. Mr. Collins outlined the
specifications for 80,000 pounds as follows: li inches of hot mix asphalt;
7" of flexible base; and 6" of lime stabilized subgrade. The specifications
for 140,000 pounds is outlined as follows: 11-2 inches of asphalt; 9" of flexible
base; and 121' of lime stabilized subgrade.
City Manager Wolff asked the City Council to hear from Mr. Ray Bellew and Mr.
Bob Lingle, operators of commercial establishments along this road, as to the
type of loads they feel their activity would use. Mr. Wolff pointed out that
this is the main road into Brookside Village from Highway 35 and that trucks
going into that area would use the road. Mr. Ray Bellew advised that he felt'a
road between 80,000 pounds and 150,000 pounds would be adequate. He advised
that the truck traffic moving on Knapp Road would be at a low rate of speed, and
as a result, he really felt that the 80,000 pounds would be enough. Mr. Wolff
asked Mr. Bellew if he could advise the City Council on the weight of the trucks
coming into his establishment. Mr. Bellew advised that the trucks coming into his
establishment or Gaido-Lingle could be permitted for overload since they do not
r-- move anything in one piece.
Mr. Lingle advised that the pipe coming into their yard did not belong to their
firm, therefore, they did not control the transportation. He advised that he felt
the frequency of the trucks would be a greater factor than the weight and that from
125 to 150 trucks per day traveled this road to his firm. He also felt that a
road between 80,000 pounds and 150,000 pounds would be adequate. He advised that
he felt his firm could alleviate the problem of trucks parking along the edge of
the street which results in the breaking down of the sides of the road.
Mr. Harold Lee, a resident of the City and General Manager for Joe D. Hughes Truck
Lines, advised that he handled quite a few of the trucks going into this area and

that every truck was not going to weigh 80,000 pounds. There will be quite a few
trucks going into this area that will weigh near 90,000 pounds. He advised that
now is the time to be assured of a good road that would withstand the weight of
these trucks. Mr. Collins advised that the following changes need to be made in
the specifications for Knapp Road whether or not the base materials are increased
for heavier loads. These changes include extra depth lime stabilization for the
subgrade in the north lane, lowering the ditch on the north side, and moving and
replacing 18" culverts that were not originally intended to be moved and replaced.
This cost would be approximately $9,186.00
A discussion was held regarding the money amount involved in a change order. T~
MEETING RECESSED AT 8:10 P.M. - RECONVENED AT 9:35 P.M.
It was moved by Councilman Farley, seconded by Councilman Frauenberger that based
on the observation of anticipated increased traffic flow on Knapp Road between
Mykawa Road and State Highway 35 the specifications be revised to insure an
adequate structure to provide 120,000 pounds total load. The increased money is
to come from the bond fund interest and is not to exceed 25% of the contract
price, and the City Engineer is hereby authorized to prepare any necessary
addendums to the contract, and the Mayor is authorized to execute same.
Motion passed 5 to 0.
