An Ordinance of the City Council of the City of Pearland, Texas, amending
Ordinance No. 1494-3, establishing prima facie speed limits established for
vehicles under the provisions of Section 545.356, Texas Transportation Code,
upon certain streets and highways, of parts thereof, within the corporate limits
of the City of Pearland, as set out in this ordinance and providing a penalty
(Broadway Street from State Highway 288 to Smith Ranch Road).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS:
Section 1. Pursuant to Section 545.356, Texas Transportation Code, the prima facie speed
limit for the street identified in Exhibit “A” attached hereto, are hereby determined and declared to
be reasonable and safe; and such speed limits are hereby fixed at the rate of speed indicated for
vehicles traveling upon the named streets and highways, or parts thereof.
Section 2. Penalty. Any person violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not more
than Two Hundred Dollars ($200).
Section 3. Savings. All rights and remedies which have accrued in favor of the City under
this Chapter and amendments thereto shall be and are preserved for the benefit of the City.
Section 4. Severability. If any section, subsection, sentence, clause, phrase or portion of
this ordinance is for any reason held invalid, unconstitutional or otherwise unenforceable by any
court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent
provision and such holding shall not affect the validity of the remaining portions thereof.
Section 5. Repealer. All City of Pearland Ordinances in conflict with this Ordinance are
hereby repealed.
Section 6. Publication and Effective Date. The City Secretary shall cause this ordinance,
or its caption and penalty, to be published in the official newspaper of the City of Pearland, upon
passage of such ordinance. The ordinance shall then become effective ten (10) days from and after
its publication, or the publication of its caption and penalty, in the official City newspaper.

The project will entail the following for Fire Station No. 2 & Fire Station No. 3 –
Repairs:
• Replacement of the existing duct insulation with new R8.4 rated duct insula-
tion, seal duct seams and seal everything with mastic.
• TAB rebalance of the HVAC system.
• Remove and replace all exposed attic wall insulation (Attic space only) with
new R-13 unfaced fiberglass insulation.
• Remove and replace all exposed roof insulation (Attic space only) with new
R-30 unfaced fiberglass insulation.
• Replace damaged air diffusers and replace damaged ceiling tiles and dry-
wall.
• Install fan modulation equipment to the existing HVAC units.
• Reduce flex duct lengths as indicated on the plans.
• Patch, Repair, Paint Weight Room Ceiling.
• Replace DX unit exterior refrigerant piping insulation.
• Insulate AHU condensate Piping.
• Replace mini-split unit as indicated on the plans.
A Mandatory Pre-Proposal Conference will be held at the City of Pearland Engi-
neering and Public Works Building at 2016 Old Alvin Rd, Pearland, Texas 77581
at 11:00 a.m. on Thursday, November 2, 2023.

The City of Pearland is updating its Hazard Mitigation Plan, as required by the
Federal Emergency Management Agency (FEMA) and the Texas Division of
Emergency Management (TDEM). The City staff will host the second of two
meetings with the public on November 9, 2023, to discuss the final draft, receive
input and explain how the public can provide additional input. The comment peri-
od is open for 30 days and will start November 10th and run until December 11th,
2023. The first meeting will be held at the Melvin Knapp Activity Center (2424
South Park Avenue) at 3:00 pm. The second meeting will be held at Pearland

Veterans Day ceremony planned Nov. 10
Alvin ISD invites veterans, their families, and the public to a Veteran’s Day Ceremony on Friday, Nov. 10, at Free-dom Field in Iowa Colony. The 10 a.m. ceremony welcomes veterans as well as the public. Veterans will meet on the morning of Nov. 10 at 9 a.m. at Alumni Hall at Freedom Field, 108555 Iowa Col-ony Blvd. A barbecue luncheon will follow the ceremony.
State: Check for unclaimed property
Texas Comptroller’s office approved and paid out a re-cord $344 million in unclaimed property during the past fiscal year, according to Comptroller Glenn Hegar, and the state is currently holding more than $8 billion in cash and other valuables.There is generally no statute of limitations for unclaimed property the state holds, which means there’s no time limit for owners to file a claim.“The fact that my office has returned $2.6 billion to Tex-ans since I became Comptroller is a testament to the hard-working folks in our Unclaimed Property Division,” Hegar said in a statement. The Unclaimed Property Division has returned more than $4 billion in unclaimed property to its rightful owners since it began in 1962. Unclaimed property can be forgotten utility depos-its, insurance proceeds, payroll checks, cashier’s checks, dividends, mineral royalties, dormant bank accounts, and abandoned safe deposit box contents. Avian flu found on coast
The public is being asked to take precautions after avian flu was found in Nueces County on the Texas coast. Highly Pathogenic Avian Influenza is circulating among wild birds in Texas as fall migration begins for waterbirds, the Texas Parks and Wildlife announced on Oct. 23. A highly contagious virus, avian flu can spread direct-ly between animals and indirectly through contamination. The public can help, TPWD says, by limiting all unneces-sary contact with wild birds. Game bird hunters are asked to dispose of carcasses properly, wear gloves when processing, avoid processing or consuming sick birds, clean and disinfect all tools, and cook meat to proper temperatures. ACC Regents Hear Program and Cost Report
Alvin Community College regents heard an analysis of the credit and technical programs at the college during their meeting on October 26.The analysis covered data trends over the past three years on enrollment data, contact hours, number of degrees and certificates awarded, along with fiscal data regarding the col-lege operations.Most Associate Degree graduates over the past five years have been in General Studies, Nursing, Process Technology, Business Management, Health Science, Law Enforcement, and Industrial Design.Many of the Associate Degree programs will undergo a formal review to determine if any adjustments should be made to the curricula.Regents also:-approved contract for e-sports equipment and upgrades-heard annual Title IX report-approved budget amendments-approved contract for engineering and training services for Physical Plant-approved monthly financial reports-approved hiring of Librarian, IT director, and Computer Networking staff membersThe board will meet on Thursday, November 16, at 6 p.m. in the Nolan Ryan Center.
