A Resolution of the City Council of the City of Pearland, Texas, extending and
amending a contract for Grant Program and Project Management Services
with Hampsten Consulting LLC, in the additional amount of $24,780.00 (total
amount of $87,280.00).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract extension and amendment for Grant Program and
Project Management Services, a copy of which is attached hereto as Exhibit “A” and made a part
hereof for all purposes, is hereby authorized and approved.
Section 2. That the City Manager or his designee is hereby authorized to execute and
the City Secretary to attest a contract extension and amendment for Grant Program and Project
Management Services.
PASSED, APPROVED and ADOPTED this the 23rd day of October, A.D., 2023.

Hampsten Consulting, LLC respectfully requests the termination of their Grant Administration contract with the City of
Pearland,effective immediately.This contract was executed more than two years ago and the pace at which this program
has progressed is no longer profitable for our company.We have performed countless hours of unbilled work advancing
the 2019 and 2020 elevation programs to their current state. Bids have been prepared and fall within the application
budget for both programs.We feel these programs are set up for success whether the city chooses to run them internally
or hire a new grant administration firm.
We have thoroughly enjoyed working with the city staff. Rasika, Raj,and Joel have been wonderful to get to know, but as
stated in the paragraph above the pace at which the city moves is no longer a scenario in which our firm can operate
successfully.
We will be happy to turn over all documents associated with this program.We will also be happy to provide any
reasonable requests on transitioning these programs to another firm.
We have billed a total of$14,100 toward the 2019 program (1900012532)in the 26 months of working with the city.
Although we have performed over 90 days of work toward the 2020 program (2000012629)including but not limited to,
providing quarterly reports to the Texas Water Development Board,working with the elevation contractor to provide
bids,and numerous meetings with homeowners,no hours have been billed to the city.The city has yet to provide an
amendment to our contract to provide these services even though it has been voted on and approved by the city's
council.
