MINUTES OF A SPECIAL EMERGENCY MEETING OF THE CITY COUNCIL.OF THE CITY OF PEARLAND, TEXAS,
HELD AT 7:30 P. M., MAY 3, 1981, IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

1. DISCUSSION AND CONSIDERATION OF VARIOUS FLOODING PROBLEMS.
DISCUSSION OF FLOODING PROBLEMS:
City Manager Wicker reported that on this day we have received approximately ten inches
of rain. He stated that City forces have been out since Noon running problem calls
that have been reported.
The meeting recessed at 7:35 P. M. to permit Council to review areas concerned with
drainage.
Meeting reconvened at 9:00 P. M.
City Manager Wicker advised that, as a result of the review, he had prepared a list
that generally outlines all of the areas that needs looking into.The list is as follows:
1. Authorize the City Manager to Proceed with the acquisition of the necessary
easement along the east side of Barry Rose Road from K -Mart to Clear Creek.
2. Authorization to make whatever changes are necessary to improve drainage
along Old Alvin Road from FM 518 south to Mary's Creek.
3. Look into drainage situation for Sherwood Subdivision as outlined in drainage
study prepared by Malcolm Collins, City Engineer.
4. Look at the drainage problem at FM 518 and Westminister to the east.
5. Look at various drainage problems in the Shadycrest Subdivision which include:
a) Enlargement of ditch along the west side of Mr. Watson's property on
Mary's Creek West.
b) Possible correction to Mr. Blasingame's drainage problem.
c) Increasing culvert size along Longherridge, with special attention
to the Mary's Creek West crossing on the west side.
d) Longherridge ditch on east side of property adjacent to Frank Ravet's
residence to provide water flow south to Mary's Creek.
e) Look at drainage problem at Charlie McNamara's residence on Shadycrest
and Mary's Creek East where sidewalk may be obstructing water flow.
f) Consider using equalizer pipe along various sections of Longherridge,
Shadycrest, Mary's, Creek West and Mary's Creek East to better control
water flow.
g) Make investigation of proper culvert size along West Circle and East
Circle Dr. from Shadybend to FM 518.
6. Investigate drainage problem in front of Mr. Roth's property on Washington
Irving at about Brom Bones intersection as well as the drainage problem in
the rear part of Woodcreek Section 2 adjacent to the Roth property.
7. Investigate the following drainage problems in the Twin Creek Woods Sub-
division:

a) Drainage along Meadowville Dr. from Union Valley to Wheatridge.
b) Drainage along Robinson between Glenda and Union Valley.
c) Drainage along Robinson between Glastonbury and Hickery Slough on the
west side.
d) Drainage along Wheatridge from Meadowville to tennis courts.
8. Drainage problems existing in the Old Townsite:
a) Investigate drainage problem around Jasmine and Washington Ave.
b) Improve drainage in the area between the railroad and Mykawa Rd., Walnut
and Orange.
9. Investigate drainage problem along Plum Street from Old Alvin Road east with
special attention directed to the Pearland Independent School District Bus
Barn.
10. Look at further improvement of the intersection of Orange at Linwood.
11. Investigate further the possibility of installing an additional 48" culvert
at the Mykawa and Orange Street intersection for the major ditch behind
Willowcrest. Special reference should be given to a study prepared by Bill
Walsh previous City Engineer.
12. Investigation of drainage problems existing along Mykawa Rd. at Scott and
Comal.
13. Investigation and possible correction to the following problems around the
Corrigan area:
a) The culvert along McLean Road from Fite to Mary's Creek.
b) Investigation of problem existing along Hatfield from FM 518 south
to Mary's Creek.
c) Investigation of inadequate drainage along Fite Rd. from Hatfield to
McLean.
d) Drainage problem along Walnut Street at McLean Road east to the Masonic
Lodge.
e) Investigation of problem at Cunningham and Woody Road north to Orange St.
on west side.
j 14. Woodcreek Subdivision with special attention to the major drainage ditch on
the south and of Shadycreek Drive to Old Mary's Creek.
15. Dixie Hollow - Investigate lack of adequate flow during normal raining
conditions.
16. Heritage Green - Look at possible correction to the Heritage Green ditch and
Barry Rose ditch.
17. Regency -Park - Possible correction to the Regency Park ditch and Barry Rose
Ditch.
18. Following problems along Yost Road:
a) Look into providing adequate channelization from Sleepy Hollow Drive
on the west side of Yost Road to Clear Creek.
b) Various sections of Yost Road between FM 518 and Pineshadows Subdivision.
19. Consider the installation of additional equalizer ditches along Barry Rose
Road at K -Mart.
20. Investigate drainage problems in various parts of Green Tee Subdivision.
It was moved by Councilman McComb, seconded by Councilman Gray that the City Manager
be authorized to take whatever action necessary for the City to obtain the additional
right-of-way on Barry Rose Road, and whatever is necessary to get the project started
on another 48" line from Willowcrest to the railroad tracks.
Motion passed 4 to 0. Councilman Farley not present.
City Manager Wicker stated that he felt that this would be a very appropriate time
for the Mayor to send a letter to Omar Poorman, District Engineer of the Texas Depart-
ment of Highways and Transportation, again requesting that the State consider either a
bridge structure or culverts at the Mary's Creek Bypass.
