1981-04-06 CITY COUNCIL SPECIAL MEETING MINUTES1 QI MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON APRIL '6, 1981, AT 7:30 P. M. IN THE CITY HALL, 2335 N. TEXAS AVENUE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Tom Reid Councilman/Mayor Pro Tem Charles R. Mack Councilman Al Lentz i Councilman Carlton McComb Councilman Terry Gray Councilman Elect Harry Farley City Manager Ronald J. Wicker City Secretary Dorothy L. Cook Absent from the meeting: Councilwoman Coppinger and City Attorney Bobby J. Williams. PROCLAMATION: Mayor Reid presented a Proclamation to David Smith,. Director of the Pearland Emergency Medical Services, proclaiming April 10, 1981, as Pearland Area Emergency Medical Ser- vices Appreciation Day. Mayor Reid advised that Councilwoman Coppinger was not present at the meeting because of a previous engagement regarding a United Way meeting in Angleton that would involve activities in which she would be engaged in during the coming year. Mayor Reid read a letter from Harry Farley resigning as a member of the Planning and Zoning Commission effective immediately. CANVASS OF CITY OFFICERS' ELECTION OF APRIL 4, 1981: Mayor Reid read the results of the City Officers' Election held on April 4, 1981, from the Central Counting Station's tabulation of votes as follows: NUMBER OF BALLOTS 1120 MAYOR TOM REID 832 COUNCIL, POSITION 3 FRAN COPPINGER 433 HARRY FARLEY 682 RESOLUTION NO. R81-11, AN ORDER AND RESOLUTION DECLARING RESULT OF CITY OFFICERS' ELECTION: Resolution No. R81-11 was read in full by Mayor Reid. It was moved by Councilman McComb, seconded by Councilman Lentz that Resolution No. R81-11 be passed and approved on first and only reading. Said Resolution reads as follows: RESOLUTION NO. R81-11 There came on to be considered the returns of an election held on the 4th day of April, 1981, for the purpose of electing the hereinafter named officials, and it appearing from said returns, duly and legally made, that there were cast at said election 1120 valid and legal votes; that each of the candidates in said election re- ceived the following votes: FOR MAYOR NAME OF CANDIDATE TOTAL NUMBER OF VOTES RECEIVED Tom Reid 832 MEMBER OF THE COUNCIL, POSITION NO. 3 NAME OF CANDIDATE TOTAL NUMBER OF VOTES RECEIVED Fran Coppinger 433 Harry Farley 682 THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL/COMMISSION OF THE CITY OF PEARLAND, TEXAS: That said election was duly called; that notice of said election was given in accordance with law, and that said election was held in accordance with law, and that Tom Reid was duly elected Mayor of said City at said election and Harry Farley was duly elected Member of the Council, Position No. 3, of said City at said election and said above named parties are hereby declared duly elected to said respective offices, subject to the taking of their oaths and filing bond as provided by the laws of the State of Texas. It is further found and determined that in accordance with the order of this govern- ing body the Secretary/Clerk posted written notice of the date, place and subject of this meeting on the bulletin board located in the City Hall, a place convenient and readily accessible to the general public, and said notice having been so posted and re- maining posted continuously for at least 72 hours preceding the scheduled time of said meeting. A copy of the return of said posting shall be attached to the minutes of this meeting and shall be made a part thereof for all intents and purposes. OATH OF OFFICE: Judge J. Ray Gayle, Jr., Judge of the 239th Judicial District Court administered the Oath of Office to Mayor -elect Reid and Councilman -elect Farley.
