CALL TO ORDER
Chairperson Brandon Dansby opened the meeting for the P&Z Regular Meeting at 6:31 P.M.

CONSENT AGENDA
All items listed under the "Consent Agenda" are considered to be routine and require little or no
deliberation by the P&Z Commission. These items will be enacted/approved by one motion
unless a commissioner requests separate action on an item, in which event the item will be
removed from the Consent Agenda and considered by separate action (ix. Matters removed from
Consent Agenda). Approval of the Consent Agenda enacts the items of legislation.

Chairperson Dansby read into the record the items on Consideration and Possible Action —VARP
22-14: Variance to Allow the Platting of a Lot that Exceeds the Maximum 3:1 Lot Depth to Lot
Width Ratio.
CONSIDERATION AND POSSIBLE ACTION — VARP 22-14: VARIANCE TO ALLOW THE
PLATTING OF A LOT THAT EXCEEDS THE MAXIMUM 3:1 LOT DEPTH TO LOT WIDTH
RATIO
Public Hearing: A request by Amber Whiting, Windrose Land Services, applicant; on behalf of
Sambeatz, owner; for approval of a Variance permitted in Section 2.6.1.1 (b)(1) of the Unified
Development Code, Ordinance No. 2000-T, from Section 3.2.14.2 to allow the creation of a lot
exceeds the Maximum 3:1 Lot Depth to Lot Width Ratio, described to wit:
Legal Description: A subdivision of 4.451 acres (197,822 sf), situated in the H. T. & B. R.R
Company survey, Section 17, Abstract 242, City of Pearland, Brazoria County, Texas.
General Location: 2932 Manvel Road, Pearland.
Senior Planner Buaku presented the staff report with exhibits. Senior Planner Buaku stated that
the proposed plat variance conforms to the criteria for approval of the UDC. Staff recommends
approval.
The applicant was not in attendance to present to the P&Z Commission.
Chairperson Dansby called for public input.
There were no persons wishing to speak for or against the proposed request.

Chairperson Dansby read into the record the items on Consideration and Possible Action —VARP

seconded the motion.
Motion passed 7-0.
Vice Chairperson Fuertes recused himself from the meeting.

Public Hearing: A request of Andrew Lang, of BGE, the applicant; on behalf of Massey Oaks
Development, LP, owner;for approval of an extension of the approved Preliminary Plat of Massey
Oaks East Lake creating 1 restricted reserve on ±15.77 acres of land located south of Old Massey
Ranch Road and west of Harkey Road.
Legal Description: A subdivision of 15.77 acres of land located in the H. Stevens Survey,A-593,
City of Pearland, Brazoria County, Texas.
General Location: South of Old Massey Ranch Road and west of Harkey Road.
CONSIDERATION AND POSSIBLE ACTION -EXTENSION REQUEST—PRELIMINARY PLAT
OF MASSEY OAKS OLD MASSEY RANCH ROAD STREET DEDICATION PLAT 20-00109
Public Hearing: A request of Andrew Lang, of BGE, the applicant; on behalf of Massey Oaks
Development, LP, owner;for approval of an extension of the approved Preliminary Plat of Massey
Oaks Old Massey Ranch Road Street Dedication, dedicating a generally 60 foot wide section of
street right of way for Old Massey Ranch Road on ±3.636 acres of land from the American Canal
to the Harkey Road intersection.
Legal Description: A subdivision of 4.041 acres of land located in the H. Stevens Survey,A-593,
City of Pearland, Brazoria County, Texas.
General Location: Old Massey Ranch Road from the American Canal to Harkey Road.
Senior Planner Buaku presented the staff report for all 3 plat extension requests with exhibits.
Senior Planner Buaku stated that all 3 preliminary plats were approved on January 24, 2021 and
all 3 plats are set to expire on January 24, 2023. Staff recommends the new proposed expiration
dates for all 3 plats to be January 4, 2024.
Applicant,Andrew Lang with BGE at 10777 Westheimer Road, Suite 400, Houston, Texas 77042,
was in attendance in-person in Pearland Economic Development Corporation Board Room to
present to the P&Z Commission. Mr. Lang stated that that the Massey Oaks is a large project that
is taking coordination with others that is taking longer. He stated that these final plats will be
coming before the P&Z Commission soon and that he is available for any questions.
Chairperson Dansby called for public input.

Motion passed 6-0.
Vice Chairperson Fuertes rejoined the meeting.
